COMMISSIONER’S PROCEEDINGS

REGULAR SESSION

October 9, 2018

The Lyman County Commissioners met in regular session in the Conference Room in the Courthouse at Kennebec, South Dakota, October 9, 2018, at 8:30 a.m. with the following members present: Chairman Steve Perry, Kim Halverson, Ryan Huffman, Leslie Reuer, Bill Lengkeek and Auditor Pam Michalek.

CALL TO ORDER:

Chairman Perry called the meeting to order with the pledge to the flag.

ADOPT AGENDA:

Motion by Reuer, seconded by Halverson to adopt the agenda. All voting aye.

STATES ATTORNEY:

States Attorney Steve Smith and Sheriff Steve Manger met with the Commission to discuss planning meetings on the Keystone XL Pipeline project.

HWY/WEED DEPT:

Chester Hamer and Hwy. Supt. Walt Nagel were present. Chester Hamer explained to the board that when Rose Twp. dissolved the township members were told nothing would change as far as road maintenance. Chester is requesting blading and mowing for his driveway. After discussion, motion by Halverson, seconded by Lengkeek to provide road maintenance as needed for dissolved townships. All voting aye.

Brian Olson from Hollaway Bridge & Culvert, Inc. described the process to replace the Chester Bridge with precast box culvert for approximately $150,000. Board consensus is to bid the box culvert at the annual bids in April 2019.

Motion by Halverson, seconded by Lengkeek to approve the 5 year Highway Plan. All voting aye.

Supt. Nagel presented a PI report for the gravel being crushed at the Burtz Pit. The board also reviewed the sales from Big Iron. Motion by Halverson, seconded by Lengkeek to accept the only fuel quote received from Hieb Oil Co. #1 Diesel – $3.00; #2 Diesel – $2.75; Unleaded Gas - $2.70. All voting aye.

Motion by Halverson, seconded by Lengkeek to approve the minutes of September 18, 2018. All voting aye.

Motion by Halverson, seconded by Huffman to correct the 2019 Annual Budget levies. All voting aye.

APPROVE PLAT:

Motion by Reuer, seconded by Lengkeek to approve a plat of Lots 2, 3 and 4, Oacoma Heights Third Subdivision, a portion of Tract H in the SE¼ of Section 13-104-72 of the 5th P.M. All voting aye.

APPROVE BUILDING PERMIT:

Motion by Halverson, seconded by Reuer to approve a building permit submitted by David & Cody Meyer, 20507 Nicholas Circle, Elkhorn NE, for a swin production facility in the NW¼ of the NW¼ of 17-105-73, consisting of four buildings. All voting aye.

DEPUTY DREW:

Deputy Dustin Drew has resigned as Lyman County Deputy, effective August 31, 2018. Motion by Huffman, seconded by Lengkeek to accept his resignation. All voting aye.

EMPLOYEE SALARIES:

Discussion was held concerning various office salaries. Motion by Huffman, seconded by Lengkeek to re-assign Assistant Hwy. Supt. Randy Headley to a Hwy. Maintenance Worker, with salary remaining the same; and re-assign Scott Schaefer from Hwy. Maintenance Worker to Assistant Hwy. Supt. with a $200.00 a month raise effective October 1, 2018. All voting aye.

ADJOURNMENT:

Motion by Lengkeek, seconded by Reuer to adjourn until October 23, 2018 at 8:30 a.m. All voting aye.
