Since 1998, community members in the City of Kirkland have identified off-leash dog areas as a highly desired amenity for the Kirkland Parks system. In February 2015, the Park Board received a proposal to expand off-leash dog areas from the Kirkland Dog Off-leash Group (KDOG).
