|ROLE PURPOSE: |
|The Technical Director – MEAL and Knowledge Management will be responsible for overseeing the development, coordination, monitoring as well as|
|systematic management of program learning for high quality program delivery and evidence generation for the Suchana programme, a 6 year £48 |
|million comprehensive and multi-sectoral programme to prevent chronic malnutrition in under-2 children in Bangladesh. The programme is funded |
|by DFiD. The aim of the programme is to break the inter-generational transfer of malnutrition through economic and cultural determinants in |
|two districts of Sylhet Division. Recognising the importance of supporting nutrition well before a child is born, and before girls become |
|mothers, the programme will adopt a lifecycle approach, with a focus on adolescents and, newly-weds. It is driven by a catalytic coalition, |
|comprising Save the Children (lead), iDE, HKI, WorldFish, icddr,b, RDRS Bangladesh, Center for Natural Resource Studies (CNRS) and Friends In |
|Village Development Bangladesh (FIVDB) who prioritise sustainability and scalability. Findings from a randomised controlled trial impact |
|evaluation will be used to advocate for strengthened nutrition governance through capacity building. |

|The post-holder will lead the design and implementation of a Monitoring, Evaluation, Accountability and Learning (MEAL) system for gathering,|
|interpreting multiple forms of M&E data, research (formative and operational), process evaluation, and synthesis of resource documents |
|necessary for learning. The post holder will lead the design and implementation of a comprehensive Knowledge Management Strategy and |
|repository of learning for the successful implementation of the programmes. S/he will lead the roll out of M&E Minimum Operating Standards, |
|also develop and implement minimum requirements related to knowledge management and learning as part of the overall MEAL strategy and system. |
|S/he will provide guidance to design the comprehensive MIS for tracking beneficiaries effectively and measure progress over key beneficiary |
|level indicators. S/he will also initiate data quality assessment process to ensure quality data that feed into further program design, plan |
|and development. S/he will work closely with coalition members to instil a culture of sharing and learning across and within Suchana Sylhet |
|offices and at Dhaka level with other stakeholders. |

|S/he will develop a KM strategy aligned with MEAL, and facilitate recalibration of programming to allow for best practices and innovations to |
|contribute to quality improvement Suchana programming. S/he will work closely with the MEAL Senior Manager, Advocacy Manager and |
|Communications & Documentation Manager to allow for rapid uptake of learning and translation into dissemination of materials and technical |
|resources to members and regional/country offices using a variety of web-based knowledge sharing platforms and technologies and support the |
|development of strategic and technical materials, including factsheets, briefs, and success stories, which summarize and synthesize program |
|learning and impact. Also, s/he will liaise with MEAL, KM and Communications staff from Save the Children and coalition members, and |
|contribute to technical and research related to KM on behalf of the Suchana. S/he will be accountable for the quality of data management. |
|Although equally responsible for abiding by the regulations of all the coalition partners, s/he will report to Team Leader, Suchana and also |
|liaise on a regular basis with the relevant SC UK Regional Portfolio Officer for Bangladesh. |

|MEAL System Design and Roll-Out: |
|Lead in designing Suchana’s MEAL system by working closely with Suchana partners (technical and implementing), Program Technical Director, |
|Senior MEAL Manager and SCiBD’s MEAL Director. |
|Lead the design, development and implementation of a comprehensive MIS to track beneficiary level achievement and program performance. |
|Lead and establish MEAL policies, protocols, tools, standards, reporting guidelines and specifications, oversee their implementation, roll out|
|and monitoring compliance across coalition members. |
|Work with technical leaders to support implementing a continuous improvement system based on rapid uptake of learning from field within |
|Suchana. |
|Monitor the performance and management of MEAL across program delivery. |
|Data quality assessments/data audit to ensure better data collection and use of quality data to feed into program development and decision |
|making process. |
|Work with Suchana technical coalition advisors to build effective accountability mechanisms to meet standards and requirements of donors and |
|HAP standards on Accountability and Quality Management |
|Work closely with M&E team to align data collection and analysis with learning outcomes and design short, medium and long term learning |
|initiatives during the programme. |
|Act as focal point for large scale program evaluation, specifically on analysis and documentation. |

|Learning and Knowledge Management: |
|Work closely with PDQ team members from coalition members to promote understanding of the importance of KM&L to achieve quality programming |
|Lead and design a comprehensive learning and knowledge management strategy for Suchana and assess performance regularly against agreed |
|standards and requirements of donors. |
|Institute a strong learning and knowledge management culture and practices within Suchana and ensure aligned with each of coalition priorities|
|and practices. |
|Develop learning agendas for Suchana, including Program Learning Groups (PLGs), and disseminate results. |
|Serve on KM-related groups within the coalition members and beyond to key stakeholders working in food security and nutrition |
|Act as a key link between the M&E/MEAL teams in Sylhet and Dhaka to ensure that KM&L is promoted as a key tool in programme management and |
|strategy development |
|Ensure that learning is accessed and used as an integral part of programme design and implementation |

|Research and Evaluation: |
|Represent the Suchana coalition on any research and evaluation coordination group or groups |
|Participate in designing and implementation of studies, assessments, research studies and learning in coordination and cooperation with |
|program staff. |
|Lead work with the evaluation partners on designing the instruments to collect data as a part of the impact evaluation, a cluster randomised |
|trial, to ensure that all data needed by partners are collected |
|Promote the writing of research papers to report on the findings of Suchana |
|Keep track of all operational research and evaluation design (randomisation, impact assessment etc.) and, in coordination with technical / |
|project managers and provide logistical support to ensure evaluations happen smoothly. |
|Capture and disseminate lessons learned from evaluations and follow up on action planning, maintain a lessons learned database. |
|Synthesize findings from research (baseline, end line, process evaluation, formative research, and operations research), MIS tracking and |
|regular monitoring on a regular basis to demonstrate Suchana as a comprehensive intervention to wider people. |
|To manage and lead on key pieces of M&E research and development, for example providing advice on how Suchana determines issues of |
|attribution/contribution (Pillar 5). |

|System Management (database, MIS), Communication, Reporting and Dissemination: |
|Lead and guide the system thinking process and measurement related to key indicators on system management and process of systemic changes |
|(government, NGO or multi-sectoral level) which support replicability and scalability of Suchana. |
|Guide for the development of comprehensive MIS for effective beneficiary tracking and provide necessary advice to the MIS/M&E person to design|

|Oversee the management of site access, restricted and/or collaborative spaces and document integrity. Lead any trouble-shooting or content |

|Actively champion and promote use Suchana portal/ central repository for state of the art technical information and collaborative space. |
|Identify and nurture linkages with Suchana coalition to decentralize site management, encourage use, and change behaviours. |
|Collaborate with KM staff in members within coalition and beyond to identify resources for inclusion on portal and ensure that teams’ needs |
|are being met. |
|Work closely with communication team to communicate program learning (through document sharing, presentations, etc) internally and externally.|
|Co-ordinate with programme staff to ensure that lessons learned are properly documented and are incorporated into programme implementation and|
|design. |
|Develop high quality knowledge outputs such as working papers, case studies, technical notes, research and implementation tools, research |
|papers and policy briefs. |
|Coordinate, collaborate and oversee best practice consolidation across different Suchana components, ensure that the knowledgebase is |
|configured appropriately for optimum performance and widely adopted use. |
|Spread information relating to outcome of evaluation and research widely-in particular to government and other development actors and |
|academics. |
|Support the Advocacy Senior Manager and Communication and Documentation Manager on production of one-pager describing the project, key |
|activities, approaches, outcomes and impacts, production of case studies, best practices; lessons learned and project audit documents for |
|internal and external use on a regular basis. |

|QUALIFICATIONS |
|Master’s Degree, preferably in Statistics/Social Science, or relevant discipline / equivalent experience |
|EXPERIENCE AND SKILLS : |
|Essential |
|Minimum 10 years of experience, of which 5 years in a leadership position in knowledge management and M&E/ MEAL, particularly experience in |
|research methods, expertise in log frames and result frameworks, strategic communications, preferably for country-level programs or global |
|projects in international development. |
|Sound knowledge and experience of nutrition/health/food security programming and its challenges (situations where populations suffer from |
|medium to long-term chronic food insecurity and recurrent economic or social vulnerability). |
|Proven skills on MEAL, research and knowledge management in an INGO or research institution in field and country level. |
|Proven experience of different methodologies in programme monitoring, accountability mechanism, operational research, learning, knowledge |
|management, review and evaluation, including setting of indicators and collection, analysis and presentation of data relating to programme |
|work of coalition led project/ programme; |
|Knowledge and experience in conducting child focused research and studies Quick learner with ability to think strategically and creatively; |
|Excellent proficiency in MS Excel, SPSS; experience in MS Access and Stata will be advantageous |
|Excellent ability to meet tight deadlines accurately and on time; |
|Excellent written and verbal communication skills in English; a knowledge of Bangla would be advantageous |
