DEPARTMENT OF SOCIAL DEVELOPMENT

(1a) The total costs for consultants used in the (i) 2005/2006 financial year amounts to R77 294 024.45, (ii) 2006/2007 financial year amounts to R17 671 935.27 and (iii) 2007/2008 financial year amounts to R44 720 944.02 respectively.

(1b) The spreadsheet below indicates all consultants used, their names as well as the reasons for usage.

(2) Yes, one former employee was appointed as Special Advisor to the Minister.

(2a) The former employee was hired as the Special Advisor to the Minister based on his vast experience and national recognition as an expert in the Social Development field. In terms of Section 12 A of the Public Service Act, 1994, as amended, each Minister may appoint two full-time Special Advisors to:

- Advise the Executive Authority on the exercise or performance of the Executing Authority’s powers and duties;

- Advise on the development of policy that will promote the relevant department’s objectives; or

- Perform such other tasks as may be appropriate in respect of the exercise or performance of the Executing Authority’s powers and duties.

(2b) The former employee left the service of the Department of Social Development due to the acceptance of a post in the private sector

Question 1(a) and (b)

1(a) Attached please find a complete list of consultants per department, used by the National Development Agency over the past three years.

1(b) This list includes the name of the consultant, the purpose and the amount expended on the services.

Question 1 (c) and (d)

Projects:

Consultants are used to prepare the due diligence reports for the various projects considered for grant funding. This consultants are spread countrywide. The use of consultants is preferred over hiring of personnel as it is more cost effective given the wide range of skills necessary to consider the various projects.

Included in the list were also the temporary staff employed to address short term needs while permanent staff were absent for legitimate reasons e.g. maternity leave.

Research and Development:

Consultants were commissioned to undertake specific studies and research exercises. The nature of the studies requires that various different consultants, being experts in specified fields, are commissioned to undertake the study.

It is not envisaged that this function should be undertaken internally as a wide range of continually changing skills sets are required.

Finance and IT:

Included in the list of consultants is the audit fees, which has inflated the costs.

Once again temporary staff costs are also included under consultants. This was again to meet the operational needs due to legitimate absence of permanent staff.

A large amount of the consultancy fees (e.g. Sandbox) related to Information Technology services. This was necessary as the NDA moved over to an electronic based system which required customisation and development.

Human resources:

Consultancy utilisation in this department has included recruitment costs as well as assessments undertaken in respect of prospective new recruits. The costs also reflect payroll administration costs as well as legal opinions which were sought from labour relations experts.

It is not envisaged that these services would be done internally as they are of a once off nature and relate to varying skills requirements or require an impartiality that can only be obtained by utilising the services of an external third party.

Office of the CEO

The costs reflected herein include the costs of the Auditor-General (audit fees).

Legal opinions necessarily sought by the organisation are also addressed under this item as are costs associated with strategic planning sessions which required the intervention of facilitators.

Specific attention is drawn to the figure of R 650 000 paid in 2007/2008 which is reflected under this item but which was a legal settlement figure arising from a contractual undertaking.

The South African Social Security Agency (SASSA)

(1a) Total Cost to the State of Consultants in Beneficiary Transfers in SASSA:

i) 2005/06: There were no consultants appointed during this period. SASSA was functional with effect from 01 April 2006.

ii) 2006-07: R 75 584 029.00

(iii) 2007-08: R R9 107 327.00

Care Ways Group; Deloitte; Nkonki Incorporated; Storm; Combined Systems; Applied Development Research Services; The Working Earth; Roux and Associates; Kroll; Zinjiva Information Brokers;

(1c) Care Ways Group: Employee Wellness Programme for SASSA;

Deloitte: Establishment of the Project Management Office and regional integration;

Nkonki Incorporated: Render the Finance Operational Tasks to SASSA across all nine regions;

Storm: Branding for SASSA;

Combined Systems Group: Implementation of an Asset Management System and Asset Verification for SASSA;

Applied Development Research Services: Capacity building for social assistance economic modelling for SASSA;

The Working Earth: Specialised recruitment services;

Roux and Associates: Grant payments, accounting and reconciliation and establishment of the Beneficiary Transfers division in SASSA responsible for the payment of grants (as a result of a last minute decision in February 2007 by the National Treasury to transfer R62,4 billion of grant funds to SASSA on an agency basis;

Kroll: Specialised recruitment services; and

Zinjiva Information Brokers: Development of the records management system.

(1d) These are specialised skills which are not readily available on the market to be directly appointed on SASSA’s establishment and they were for a fixed term. For Beneficiary Transfers the grants payment function was transferred to SASSA without a structure in place and the payment of grants via service providers to beneficiaries is critical and represents government’s core poverty relief programme.
