INDUSTRY.

WHERjEAS, the Energy Regulatory Commission (ERC) posted

a Request for !Proposal (RiP) on 08 July 2016 for Consultancy Services

for the Technfcal Assistance for the Development of a Monitoring And

Compliance Framework for the Generation Sector of the Electric

Power Industrr under Lot No. 2015-10, with an Approved Budget for

Contract (ABC) of SIX MILLION SEVEN HUNDRED SIXTY-

ONE THO~SAND PESOS (PHP6,761,000.00)

at the ERC

website and ~t the ERC bulletin boards in the premises of the ERC.

The RiP wa~ issued following the two (2) failures of bidding as

documented }n BAC Resolution No. 20, Series of 2015 issued on 11

September 2(h5 and BAC Resolution No. 11, Series of 2016 issued on

13 June 2016;

WHEREAs, in compliance with. Section. 53.1.2 of the Implementing Rules and Regulations (IRR) of R.A. No. 9184 (the Government IProcurement Reform Act or GPRA) which states that, "[t]he BAe s~all invite and engage in negotiations with a sufficient number of s?Ppliers, contractors or consultants to ensure effective competition"i the 2016 BAC Secretariat emailed Requests fOT Proposal to these eiWrtt(8). prospective consulting firms inviting them to

WHEREAS, below is the Quality Based Evaluation (QBE) matrix prepared by the BACTechnical Working Group (BAC TWG) , with the assistance from end-user .Market Operations Service (MOS) in providing clarifications particularly on the criterion stated in Section 24.3 of the Bid documents.;

WHEREAS, the average technical score garnered by Isla Lipana & Co (PwC Philippines) for its technical proposal exceeded the minimum Technical Score (St) of 70% set in the Bid Documents.

WHEREAS, Isla Lipana & Co (PwC Philippines) submitted its Financial Proposal indicating a bid amounting to SIX MILLION SEVEN .HuNDRED NINE THOUSAND SEVEN HUNDRED NINETY-NINE AND 19/100 PESOS (PHP6,709,799.19) inclusive of estimated local tax which is within the Approved Budget for Contractt qf PhP6, 761,000.00.

WHEREAS, based on the foregoing evaluation, the TWGfinds the lone bidder, Isla Lipana & Co (PwC Philippines), to have met the requirements. set by the end-user as provided. in the Terms of Reference of the Consultancy Services for the Technical Assistance in the Development of a Monitoring and Compliance Framework for the Generation Sector of the Electric Power Industry.

NOW, THEREFORE, the Members of the ERC 2016 BAC, hereby RESOLVES to recommend to the Chairman and Chief Exe~utive Officer (CEO) of the Energy Regulatory. Commission (ERC), JOSE VICENTE B. SALAZAR, to declare Isla Lipana & Co (PwC Philippines). to be the Single Rated and Responsive Bidder (SRRB) and thus AWARD the contract for Consultancy Services for the Technical Assistance in the Development of a Monitoring and Compliance Framework for the Generation Sector of the Electric Power Industry under Lot No. 2015-10.
