Damage Assessment Information

Enterprise Toca Gas Plant Operational This Week

Enterprise Products partners, LP announced that Unit 1 at its Toca natural gas processing facility in Chalmette, Louisiana should be back in service sometime this week following completion of repairs necessitated by damage from hurricanes Katrina and Rita. Unit 2 returned to service on October 23.

Electricity

Early Morning Power Outage Hits 90,000 in San Francisco Bay Area

Some 90,000 customer in the East Bay area lost power early on Sunday, November 20. Beginning around 2:20 am about 40,000 customers of PG&E in Oakland and San Leandro lost power. At the peak the outage affected approximately 90,000 customers. Power was restored by around 7:00 am.



Enbridge to Build 200 MW of New Wind Facilities in Ontario

Enbridge, Inc announced on November 21 that it will construct two new wind farms in Ontario. Construction of the 200 MW, $340 million facilities is expected to begin by the middle of 2006 and to be completed early in 2007.

Calpine’s Sutter Power Plant Returns to Service

Calpine’s 530 MW Sutter natural gas-fired power plant near Yuba City in California, returned to service by early morning on November 21 following a brief outage that began the previous day.

OPG Shuts Two Units at Nanticoke

Ontario Power Generation shut Units 2 and 6 on November 21 for forced outages. Although OPG did not comment on the possible duration of the outages, trading sources indicated that the outage for unit 2 is expected to last approximately one month and the outage at unit 6 is expected to last about two weeks. The company did not provide details about the cause of the outages.

Big Brown Unit 2 Back in Service

TXU announced on November 21 that it was restarting the 560 MW unit 2 at the facility after completing repair work on a leaking boiler tube. The unit was taken out of service on November 18.

Update: Pasadena Refinery Could Reduce Output by 10,000 b/d

According to sources, the fire at the Pasadena Refining Systems refinery that occurred on November 17 could reduce vacuum gas oil output by 10,000 b/d. The sources also indicated that the problem is expected to last for approximately two weeks.

OPEC Sees Target Price in the Range of $40 to $50 per Barrel

According the Secretary General of OPEC, the organization is targeting the price for crude oil in the range of $40 to $50 per barrel.

New Diesel Sulfur Standards Seen Leading to Supply Disruptions

An article in Jet Fuel Intelligence on the problems facing refiners from the new ultra-low-sulfur diesel (ULSD) standard concludes that supply disruptions will occur next year at some airports once the new ultra low sulfur diesel regulations go into affect.

Sulfur Recovery Units at Valero’s Port Arthur Refinery Experience Brief Outages

An unexpected problem caused two sulfur recovery units at the 240,000 b/d Valero Port Arthur refinery to shutdown with intermittent flaring. The event took place on November 19 and had only a marginal affect on production according to the company.

Cold Weather Pushes Natural Gas Higher

The spot price of natural gas climbed higher as cold weather hit much of the Ohio Valley and the northeast. At the close of trading, the spot price hit $10.57, an increase of approximately 4.7 percent over the close on November 18.
