OPPORTUNITY FOR COMMISSIONED ARTWORK IN THE L&N BUILDING, LOUISVILLE, KENTUCKY

CALL FOR ARTIST PROPOSALS

The Cabinet for Health and Family Services (CHFS) invites proposals from artists to enhance the visitor and employee experience in the L&N Building in Louisville, Kentucky. Deadline for submissions is April 15, 2019.

As a state-owned facility operating as a satellite of CHFS based in Frankfort, the L&N Building at 908 West Broadway serves a diverse population that speaks at least eight unique languages. Understanding that art can serve as an important means of connecting people and reaching across boundaries, CHFS will commission a significant artwork for a primary public space within the building that conveys a welcoming message. An estimated 10,000 people pass through this public space on a monthly basis. This project is supported by a grant from the Kentucky Arts Council.

INTRODUCTION

The Cabinet for Health and Family Services (CHFS) is the primary agency for the state's human services and healthcare programs. CHFS is one of the largest agencies in state government, with nearly 8,000 full and part-time employees.

The L&N State Office Building in Louisville is the Commonwealth's largest customer service oriented facility in the state. It serves as the operational hub for many agencies, with almost 600 employees in the building and around 150 more working out of 9 Neighborhood Places. The large majority of the L&N building houses CHFS' Department for Community Based Services (DCBS), which offers support for almost all of the state's human services and healthcare programs, including Adoptions and Foster Care, Medicaid, SNAP, Adolescent Services, Child and Adult Protective Services, and other critical services.

The historic building was home to the Louisville and Nashville Railroad Office Building in Louisville's California neighborhood. Dating to 1902-1907, the Beaux Art building's design is attributed to L&N Chief Architect, W. H. Courtenay. The annex, an eight-bay addition on the west side of the building built in 1930, maintains the design attributed to J. C. Haley, the Chief Architect at L&N at that time. The building is one of the largest existing Beaux Arts buildings in Louisville, and one of the significant blocklong structures remaining on Broadway. CALL FOR ARTIST PROPOSALS

CHFS invites artists to submit proposals for a commissioned artwork for the L&N Building. The area that is scheduled to house the installation of the artwork will be a high profile and prominent location within the main entry area. The commissioned artwork will be two-dimensional and of an appropriate scale for a main hallway. This call for proposals is open to all artists of any race, gender, sexual orientation, religion, nationality or disability working in Kentucky. There is no entry fee.

Proposal specifications include:

? Proposed artworks must be original artworks by the artist, two-dimensional, and focused on "welcoming" clients, staff, and visitors. The artwork shall also speak to the employees based at L&N as a testament to the importance of their work.

? The installation shall embody the essence and spirit of the mission of CHFS ? which is to deliver quality services that enhance the health, safety, and well-being of all people in the Commonwealth of Kentucky.

? The artwork shall be sized to fill the area, if possible, and to create a pleasing overall composition as determined by the Owner.

? The artwork may be one comprehensive piece or a group of pieces. The area that is scheduled to receive the installation could easily accommodate an 8'-0" wide X 8'-0" high composition. The selection committee will consider proposals for both portable, installed artworks as well as murals painted on site.

? Below are characteristics of the area slated for the installation: o The overall ceiling height for the corridor area is will be approximately 9'-4" high. o There is an 8'-0" wide X 8'-0" area for the installation. The Owner recognizes that this corridor will be a heavily used pedestrian path. o The wall construction is a standard commercial partition of light gauge metal framing with 5/8" gypsum board painted as the finish. o The Owner will coordinate with the selected artist to ensure that in-wall blocking will be installed to support the installation, within reason. o The wall scheduled to receive the installation is a fire rated assembly. Any penetrations other than the installation of normal hanging devices will need to be reviewed and approved by the Owner. o Appropriate lighting will be provided to accent the art installation. o As indicated earlier, the area for the installation is directly adjacent to the main lobby and is on the first floor of the building.

? Artist will be responsible for installing artwork, or overseeing installation with the assistance of State agency staff. Selected artist will be responsible for transportation and delivery of completed artwork to L&N Building at the designated time.

? Proposals should give consideration to the public building environment, and require minimum amount of maintenance.

SELECTION AND COMMISSION

Proposals will be reviewed and selected by a committee consisting of CHFS representatives. Upon final selection of a proposal, the artist will be contracted with CHFS for a commissioned artwork. A Commission Agreement will include the terms of the commission. The Commissioned artist will be paid up to $5,000 for the commissioned artwork upon completion and delivery of artwork.

Letter of Interest, including artist name, artist contact information, and a brief narrative description for the proposed artwork. Please include estimated dimensions for proposed artwork, a brief description of how the proposed artwork would be installed, and an estimated timeline for completion. ? A preliminary sketch or other visual representation of the proposed artwork for the L&N Building. ? 3-5 images of previous work. ? Resume or CV.

Incomplete applications will not be considered.
