Public comment may be limited to 3 minutes, per person at the discretion of the chair).Jack stated that he had concerns regarding the Town Halls taking place in conjunction with events already taking place, that they may not be productive.Mary stated that the Southern Nevada Center for Independent Living Center (SNCIL) in Las Vegas, a smaller version of a Veteran’s Standown the previous day with about 340 veterans taking part. SNCIL was able to get 30 SILC surveys completed.Cheyenne stated that she had just attended the Association of Programs for Rural Independent Living (APRIL) Conference on behalf of the SILC. There were a few sessions that were specific to SILCs and if the SILC would like a more in depth report for the next meeting she would be willing to report.Approval of Meeting Minutes from July 12, 2018 and September 7, 2018 (For Possible Action). Sam Lieberman, Vice-ChairMary Evilsizer motioned to approve the minutes for July 12, 2018 meeting.Yvonne Penkalski seconded the motion to approve the minutes for July 12, 2018.Motion carried.Mary Evilsizer motioned to approve the minutes for the September 7, 2018 meeting. Yvonne Penkalski seconded the motion to approve the minutes for September 7, 2018.Motion carried.Update on Membership Status for SILC and Election of New Chairperson (For Possible Action).Dawn Lyons, Program Specialist, ADSDDawn Lyons stated the newest members of the SILC are Yvonne Penkalski, Mary Evilzier, Vickie Essner and Jennifer Kane. Dawn Lyons also stated that Mark Tadder had stepped down from his role as chairperson of the SILC. Scott Young has also not been reappointed making the SILC have 5 voting members and 3 ex-officios. Dawn stated that with there being no chair SILC members would have to reelect a new chair and vice-chair.Mary Evilsizer nominated Sam Lieberman as chair of SILC. Mary Evilsizer also stated she would volunteer to be the vice-chair however is unable to at this time. Sam Lieberman nominated Dora Uchel to be vice-chair.Sam Lieberman was voted in as Chairperson of SILC.Dora Uchel was voted in as Vice- Chair of SILC.Temporary Consolidation of SILC Subcommittees and Updates to the Meeting ScheduleSam Lieberman, Vice-ChairDawn Lyons reviewed the subcommittees of the SILC to explain their goals these subcommittees are SPIL and the nominating committee. These goals including being the SPIL workgroup and nominating committee, with the nominating committee to be held within the quarterly SILC meetings until otherwise defined.Discussion and Approval of SILC Congress Attendees for Fiscal Year 2019 (For Possible Action).Sam Lieberman, Vice-ChairDawn Lyons stated that the upcoming SILC Congress, which is a gathering of SILCs from all 50 states, will be held in Florida and will be February 25th through February 28th, 2019. This year there will be more focus on what information and data those who attend will gather, there will be work to see what these areas of focus will be as there was not an agenda posted for SILC Congress yet.Sam Lieberman motioned to send a maximum of five people to be determined later, but they would include both directors, our staff person Dawn Lyons, and one or two members.Mary Evilsizer seconded the motion. Dora Uchel requested that we ask members who can go that way the trip can be paid for as soon as the agenda is posted.Motion carried with Dora’s comments.Review of SILC Budget and ProjectionsDawn Lyons, Program Specialist, ADSDDawn Lyons provided a handout (See “October 2018 FFY19 Budget”) to view the most recent budget, however it does not yet reflect an increase in the grant because there has not yet been approval. Once they do, Dawn will update the amounts to reflect these changes. Updates on the Assistive Technology Council and the Nevada State Rehabilitation Council Subcommittee for the State PlanJohn Rosenlund, IL Program SpecialistJohn Rosenlund stated that the Assistive Technology (AT) Council is working on creating a membership subcommittee. Mary Evilsizer asked about what the AT Council’s main focuses and goals are that need to be accomplished. John Rosenlund stated that their main focuses were employment, education, community living and website accessibility.Report on the State Independent Living ProgramJohn Rosenlund, IL Program SpecialistJohn Rosenlund reported that this was his second year participating for the subcommittee to review the Nevada state rehab council state plan goals and strategies and Jeff Duncan’s first year involved with the subcommittee. Part of the subcommittee was to review original goals and to ensure they are in line with these goals. The strategies and goals for Vocational Rehabilitation have all been listed, revised and edited. John Rosenlund also reviewed all five goals which will be sent out as they were not previously provided for the meeting. This handout can be located on the website. John Rosenlund also reviewed the Assistive Technology for the Independent Living Program.Discussion Regarding Ideas for Focused Outreach, Available Data on the SILC Dashboard and the SILC Strategic PlanMary Evilsizer, Executive Director, SNCILMary Evilsizer discussed three separate items which included looking into different demographic data, becoming a separate 501 ( c )( 3 ) program, and another option would be to become a program under the state of Nevada similar to the governor's council on developmental disabilities.SPIL Town Hall UpdatesDawn Lyons, Program Specialist, ADSDDawn Lyons stated that current Town Halls are more focused towards gathering data for the next SPIL. Once there is a draft, we will hold official town halls regarding the next SPIL draft. Those will be separate town halls for the SPIL. Presentation and Approval of Job Description for Paid Staff (For Possible Action).Dora Uchel, SILC MemberMary Evilsizer, Executive Director, SNCILSam Lieberman described the descriptions as being a council with staff. Dora Uchel and Mary Evilsizer worked together to review the job descriptions from Dawn. There is room for adding priorities of the SILC and completing the state plan. Public comment may be limited to 3 minutes, per person at the discretion of the chair).Mary Evilsizer noted that this upcoming Saturday is the Disabilities Awareness Day from 10am to 2pm. “It is at Lorenzi Park which includes a free lunch as well as Jackie Rosen coming to do a certificate of recognition and we have Dina Titus doing a certificate of recognition and some awesome entertainment. It's kisses for kids. And they're a group of singers and they're partnering with fountain garden entertainers. We have a new group this year who do skits. In future years I'm going to work with them to do skits about what it's like living with a disability so we can tell them what our issues are in the community. There will also be around 40 vendors coming for employment, housing, we have staff speaking on housing crisis in the community. Other priorities that our consumers have shown which is benefits, social security, Medicaid, health insurance, so we have a good program. And, of course, we have the town hall event. Dawn Lyons will be there to get SILC Surveys filled out.”Kacy Curry stated that there's a Nevada state open meeting training October?24th. Dawn Lyons stated that the ADSD Planning, Advocacy and Community Service (PAC) unit has a new AA II position up north and introduced Tiffani Curtis as the new back up AA for the SILC.Dora Uchel stated “on July?19th she represented Nevada in natural federation of the blind Reno chapter. We went to the interim committee for seniors and veterans and people with disabilities and we were able to put our bill draft, the blind parental rights. So we're very proud of that because in our organization, there was a blind mom who got her baby taken away because she was blind. She got her baby back after three years. They want to encourage people to write letters to the congress and your representative to support our bill so they can pass it in 2019.”Mary Evilsizer stated “I had the opportunity to attend Americans for disabilities act training in LA through the Pacific disability institute. And I wanted to share that it is solid now, it is a ruling that individuals living in HUD housing can have pets for mental and emotional support.” Adjournment (Agenda items may be taken out of order, combined or consideration by the public body, and/or pulled or removed from the agenda at any time.
