Also describe any obstacles or difficulties that your organization may have encountered in such participation.B.1.Describe your organization’s participation in State efforts to develop and implement measures to strengthen institutional capacities for safeguarding intangible cultural heritage (ICH) (Article 13 and Operational Directive (OD) 154), e.g. in the drafting of ICH-related policies or legislation, in the establishment of national ICH committees or in other government-led processes.Not to exceed 250 wordsThe Czech Ethnological Society (CES) associates professionals – experts in the fields of ethnology, social and cultural anthropology and folkloristics, as well as museums and academic institutions countrywide. CES is invited by the Ministry of Culture to participate in consultation processes concerning ICH policies, especially the National Cultural Policy of the Czech Republic (last updated in 2015) and the Strategy of Improved Care for Traditional Folk Culture in the Czech Republic (last updated in 2016). Apart from that, selective collective members of CES also take part in the consultation processes individually. They are in close contact with local communities, which allows them to reflect and forward their views to the governmental level.Several members of CES act at advisory capacity for the Ministry of Culture, particularly the Department of Regional and Ethnic Culture, which is responsible for safeguarding ICH in the country. Hence, they are directly involved in drafting national policies and legislation. Members of CES are also regularly elected as members of the National Council for Traditional Folk Culture – an advisory body of the Minister, and other ministerial committees related to ICH (the term traditional folk culture is used for ICH in Czech context). B.2.Describe your organization’s cooperation with competent governmental bodies for the safeguarding of intangible cultural heritage (Article 13), including existing institutions for training on and the documentation of ICH (OD 154).Not to exceed 250 wordsMany members of CES work in institutions involved in documentation of ICH, particularly local, regional and national museums and research institutes, where they focus on the study of different areas of ICH. They bring together their experience and knowledge during regular conferences and seminars organized by CES. Nine out of fifteen museums designated by the government as authorized institutions for safeguarding ICH in regions are collective members of CES. So is the National Institute of Folk Culture – the national methodological, documentary and research centre for ICH. CES is an independent entity which associates these organizations on professional level, allowing them to network, collaborate, exchange good practices and share new findings. Universities and institutes of the Academy of Sciences of the Czech Republic (CAS), particularly the Institute of European Ethnology at Masaryk University in Brno, Institute of Ethnology at Charles University in Prague, Department of Anthropology at West Bohemian University of Pilsen and and Institute of Ethnology of CAS are collective members of CES and participate at its activities. The first two aforementioned university departments and Institute of Ethnology CAS are also actively involved in implementing the Strategy of Improved Care for Traditional Folk Culture in the Czech Republic. B.3.Describe your organization’s involvement in or contribution to the drafting of the State’s Periodic Report (OD?152).Not to exceed 250 wordsCzechia submitted its Periodic Report in 2015. CES was invited to participate in drafting the report. It delegated its representative for international relations and UNESCO Eva Kuminková to collaborate with the Ministry of Culture and the National Institute of Folk Culture (NIFC), which were responsible for the task. Due to its first-hand experience with the Convention, CES was able to make broad reflection on national policies and particularly on important projects and progress on local and regional levels. As a result, CES submitted information for the report and participated in its review and completion. B.4Describe your organization’s participation in the preparation of nominations to the Urgent Safeguarding List or Representative List, requests for International Assistance or proposals of Good Safeguarding Practices.Not to exceed 250 wordsWithin the last four years, members of CES participated in preparation of all nominations submitted to the UNESCO, either as members of drafting teams (Puppetry in Slovakia and Czechia, Blaudruck/Modrotisk/Kékfestés/Modrotla?, resist block printing and indigo dyeing in Europe) or as external reviewers and advisors (Handmade production of Christmas tree decorations from blown glass beads, etc.). B.5.Describe your organization’s participation in the identification, definition (Article?11.b) and inventorying of ICH (Article 12, OD 80 and OD 153). Explain, in particular, how your organization cooperates with communities, groups and, where relevant, individuals.Not to exceed 250 wordsInventorying of ICH in Czechia is carried out on two levels – national and regional. Members of CES are involved in all stages, particularly:- National Institute of Folk Culture (collective members of CES) maintains the List of Intangible Elements of Traditional Folk Culture of the Czech Republic- regional museums authorised to safeguard ICH in regions maintain regional inventories of ICH- individual members of CES serve as members of National Council for Traditional Folk Culture which is charged with evaluation of nominations to the national inventory and submitting their assessment to the Minister of CultureMembers of National Council are selected with the view of maintaining equitable geographical distribution and having different specializations and experience. Members of CES also prepare nominations to national and regional inventories on behalf and in close cooperation with local communities. When communities are not able to draft nominations themselves, they address individual and collective members of CES and request them to help them in the process, sort out important information, analyse research results and transform their needs and wishes into safeguarding plans.In 2018, CES initiated and prepared a thorough revision of the nomination form for the List of Intangible Elements of Traditional Folk Culture of the Czech Republic, so it would better correspond with the requirements of the Convention, based on the Guidance Note on Inventorying Intangible Cultural Heritage released by the ICH Secretariat. The revision was adopted in December 2018 and it will be gradually reflected also in regional inventories. B.6.Describe your organization’s participation in other safeguarding measures, including those referred to in Article 13 and OD 153, aimed at:promoting the function of ICH in society;fostering scientific, technical and artistic studies with a view to effective safeguarding;facilitating, to the extent possible, access to information relating to ICH while respecting customary practices governing access to specific aspects of it.Explain, in particular, how your organization cooperates with communities, groups and, where relevant, individuals when participating in such measures.Not to exceed 250 wordsFor more than fifty years, CES has been running a network of local correspondents with whom it communicates via regular surveys and collection of their memories and documentation work concerning ICH in their localities. In recent years, CES also organized a set of seminars for these correspondents to better prepare them for their roles of local researchers, including practical training in knowledge related to the 2003 Convention and the national ICH policy.CES annually awards prizes in the field of ethnology for the best book, exhibition and event of the year. The main prize is awarded to the most excellent project in safeguarding traditional folk culture. The award ceremony takes place during the most significant folklore festival in the country Strá?nice, annually transmitted by television nationwide.Since 2016, CES organizes a student prize for the best bachelor’s and master’s diploma thesis in order to inspire young generation of researchers to submit high quality research work. Several theses awarded so far were related to documentation of ICH.CES publishes Ethnographical Journal, a periodical registered in databases ERIH PLUS and SCOPUS. It serves as a platform for publishing studies on intangible and material culture and information on the latest happenings in the field. Members and non-members of CES publish their work here.CES also continuously publishes digital resources concerning ICH on its webpage (), particularly all volumes of the Ethnographical Journal since 1906, a bibliographical database of traditional folk culture and a large body of digitized contributions from local correspondents. B.7.Describe your organization’s involvement in measures to ensure greater recognition of, respect for and enhancement of ICH, in particular those referred to in Article 14, ODs 105 to 109 and OD 155:educational, awareness-raising and information programmes aimed at the general public, in particular young people;educational and training programmes within the communities and groups concerned;capacity-building activities for the safeguarding of ICH;non-formal means of transmitting knowledge;education for the protection of natural spaces and places of memory whose existence is necessary for expressing ICH.Explain, in particular, how your organization cooperates with communities, groups and, where relevant, individuals when participating in such measures.Not to exceed 250 wordsMembers of CES cooperate with local communities particularly on the level of collective and individual members. This pertains to organization of educational programmes, workshops for school children and public, folklore festivals, holding public lectures, involvement in the work of local NGOs and cultural associations, etc. Some associated museums run sets of events and educational programmes on regular basis. Many individual members of CES take active part in “folklore movement”, i.e. they are involved in organization of grass-root festivals or work as leaders of folk dance and music groups, where they transmit their experience and knowledge in safeguarding ICH to local communities, especially young people.The awards mentioned in section B6 also contribute to better visibility of work done in safeguarding ICH.Many regional museums authorised to safeguard ICH in regions recognise excellent craftsmen who engage in traditional arts and crafts and pass them down to new generations. In this respect, regional museums associated in CES maintain the agenda of the “Bearer of Folk Craft Tradition” award, thus promoting respect for traditional knowledge and skills among general public.In 2018, CES established Alena Plessingerová’s Foundation to financially support young researchers in their projects concerning traditional folk culture. Members of CES promote and popularize ICH in media, participate in TV debates and publish articles and books for the lay public. C.Bilateral, sub-regional, regional and international cooperationReport on any activities carried out by your organization at the bilateral, subregional, regional or international levels for the implementation of the Convention, including initiatives such as the exchange of information and experience, and other joint initiatives, as referred to in Article 19 and OD 156. It also collaborates with the Polish Ethnological Society and the Ethnographic Society of Slovakia.Involvement in international projects is realised particularly on the level of its collective as well as individual members. Members of CES experienced in Evaluation Body’s work and also those with good knowledge of the Convention are available for any independent consultations and are ready and willing to participate in the work of the Committee in any way it deems important. E.Capacities of your organization to evaluate nominations, proposals and requests (as described in OD 27 and OD 96):E.1.Nominations, proposals and requests are available for evaluation only in English or French. Do members of your organization or your staff have a very good command of English or French? Those who are most fluent in English language are also leading Czech experts and can provide advisory or other services to the Committee, General Assembly or the Secretariat when called upon. Out of approximately 200 members, about half have passive knowledge of English or French and about a quarter is able to communicate fluently in these languages. E.2.Does your organization have experience in working across several ICH domains? Please describe your experiences.Not to exceed 250 wordsMembers of CES work on different levels and in all different domains of ICH, depending on their specializations and the requirements of their mother institutions. Collective members, such as National Institute of Folk Culture, National Open Air Museum of regional museums merge methodological approach with practical work in the field and specialize in ICH research, promotion, education and transmission. Members of CES do have experience in working across the entire spectrum of ICH domains. E.3.Describe the experience of your organization in evaluating and analysing documents such as proposals or applications.Not to exceed 250 wordsMembers of CES are used to evaluating and analysing all sorts of documents, proposals, applications for grants, etc. In this respect, they work for the Ministry of Culture, national, local and regional governments, Czech Science Foundation, universities and many others. Some of these requests and applications are written in English.Already four times CES has served as a member of the Evaluation Body. Instead of delegating a single individual to do the job, CES always assembles a body of 10 to15 experts and distribute nominations among them according to their expertise and experience. In this way, the evaluation report submitted by CES reflects collective views of different experts. At the same time, this exercise serves as an excellent capacity-building training for CES members, which helps them to better understand the principles, goals, mechanisms and tools of the Convention, and to disseminate them in their institutions. E.4.Does your organization have experience in drafting synthetic texts in English or French? Please describe your experience and indicate in which language(s) and the number of those members or staff.Not to exceed 250 wordsSeveral members of CES are able to draft synthetic texts in English, which has been proved by the ability of CES to serve as a rapporteur of the Evaluation Body in 2018. Academic members of CES regularly publish their work in international academic journals and/or in international collective monographs and other scholarly books; two members of the society participate in a national project of a Czech-English dictionary of ethnological terminology. Members of CES have also been involved in drafting nominations to the UNESCO ICH lists. E.5.Does your organization have experience in working at the international level or the capacity to apply local experience to an international context? Please describe such experience.Not to exceed 250 wordsMembers of CES collaborate on institutional basis with other organizations nationally and internationally, especially within grant schemes such as EU Funds, Norway Grants, etc. These projects focus on cultural heritage and always include sharing of best practices and transfer of know-how. Very often, local tradition bearers get involved in these projects, hence communication between local communities, national and international organizations is fostered.
