VACANCY : PROCUREMENT SPECIALIST (On Contract)
The Port Authority of Trinidad and Tobago is inviting applications from citizens of Trinidad and Tobago interested in filling the position of Procurement Specialist. Interested persons must satisfy the criteria specified hereunder: JOB SUMMARY
The successful applicant will be part of a multi-disciplined management team, that reports to the Deputy CEO / TTIT, to effect the smooth transition of the fast ferry operations from the Ship Management Consultants, Bay Ferries, to TTIT. Maintains overall responsibility for the entire procurement process of TTIT, including the timely ordering and receipt of spare parts, materials and services for the fast ferry operations, excluding hotel & catering. In addition, responsible for accessing, enhancing and transferring the policies, procedures and systems to TTIT personnel, in preparation for their eventual assumption of the procurement function. Nature & Scope This position operates with a fixed time-frame of eighteen (18) months. As a short-term counterpart to the Ship Manager's Procurement Manager, the incumbent will assume the management of the procurement and inventory management system and be able to meet the service delivery standards.
RESPONSIBILITIES The successful candidate will be required to carry out the following job functions: 1. Understudy the Ship Manager's Procurement Officer, to obtain first-hand knowledge of policies,
procedures, contacts, contracts and systems relative to the procurement of spares, materials and services for the fast ferry operations. 2. Draft, develop and implement a procurement strategy and plan, in keeping with existing policy guidelines, to achieve best cost and flexibility in the context of changing trends in supplier and contract bases. 3. Design, develop and implement efficient and effective procedures and tools to support TTIT's procurement activities. 4. Forecast the procurement needs of TTIT. 5. Create and implement Key Performance Indicators (KPIs) for measuring purchasing activity. 6. Train and develop TTIT's personnel in procurement management areas to agreed standards. 7. Solicit and analyze competitive quotes. 8. Qualify and select vendors and suppliers.
9. Negotiate contracts and terms of purchase. 10. Ensure purchase requisitions and purchase orders are prepared and approved, in accordance with
established company's policy and the relevant negotiated terms and conditions. 11. Review, expedite and co-ordinate purchase orders, to ensure the timely delivery of merchandise. 12. Manage vendor relationships, to assist in building effective partnerships. 13. Maintain discussions with vendors and suppliers on defective goods or unacceptable service, to
achieve corrective and preventative action. 14. Ensure an efficient procurement filing system is maintained. 15. Liaise with Finance Manager in expediting Customs duties / clearance of goods. 16. Build an efficient procurement team. 17. Ensure supplier's compliance with HSE regulations. 18. Perform any other job-related functions, as assigned by the Deputy CEO from time to time.
Minimum Qualification, Experience and Training
? Degree in Business Administration, Bsc. Accounting or equivalent professional qualification ? Graduate Membership - Chartered Institute of Purchasing and Supply (CIPS) ? Five (5) years' progressive experience in a procurement environment
Required Knowledge and Skills
? Working Knowledge of Dynastar Asset Management Software Programme ? Proficiency in Microsoft Office Suite ? Sound negotiating, interpersonal, analytical and communications skills ? Sound planning and executing skills ? Competence in Contract and Mercantile Law
