This will particularly impact our schools that were already struggling with accreditation. Benchmark expectations need to be adjusted to account for this impact.January 28, 2021 9:51 AM from Libby Garvey to everyone:The idea of night school during the pandemic is a good one!January 28, 2021 9:51 AM from Deanna Reed to everyone:How can we get After school programs included in education conversation?January 28, 2021 9:54 AM from William Johnson to everyone:How do we get access to school construction dollars in rural communities?January 28, 2021 9:54 AM from Sheila Olem (privately):Del. Tyler, thank you for your work on broad band in rural Virginia, My son and daughter in law spend five years in Lee county Virginia and it is very much an issue for many of Virginians in our rural areasJanuary 28, 2021 9:54 AM from Libby Garvey to everyone:Yes! Its wonderful when legislators know local government.January 28, 2021 9:56 AM from Dean Lynch to everyone:If you have questions for our speakers, please put them in the chat. Thank you.January 28, 2021 9:59 AM from Merissa Sachs to everyone:What specifically can a local council person do to help with affordable housing. Many proposals received for change of zoning is for homes in the higher price range and to us that's $250-350K. January 28, 2021 10:00 AM from Julie Kaylor to everyone:from William Johnson to everyone: 9:54 AMI would also like to know how do we get access to school construction dollars in rural communities?January 28, 2021 10:02 AM from James Regimbal to everyone:Just informed that online sales comprise about 30% of total sales. So 30% percent of about $7 bil. in total sales taxes in VA (incl. local and transportation) is about $2 billion in revenueJanuary 28, 2021 10:03 AM from Julie Kaylor to everyone:Is this something VACo/VML could setup for localities to log needs?January 28, 2021 10:03 AM from Ann Mallek to everyone:major obstacle is keeping constructed units permanently affordable. land trusts need funding and competes with all other needs like education and public safety.January 28, 2021 10:04 AM from Libby Garvey to everyone:Maybe this check list is something VaCo could pull together?? And, yes, more permissive is better.January 28, 2021 10:05 AM from Dean Lynch to everyone:Thanks Libby, we can look at this.January 28, 2021 10:05 AM from Merissa Sachs to everyone:Where can we find your bill allowing this flexibility that we can share with our local government. ? ThanksJanuary 28, 2021 10:05 AM from Jeremy Bennett to everyone:Dear Mr. Johnson - expanding the tools available to local governments is priority for VACo. One existing resource for financing these projects is the Virignia Public School Authority: . James Mahone is the Public Finance Manager of the program and can be reached at: jay.mahone@trs.January 28, 2021 10:06 AM from Julie Kaylor to everyone:Thanks Joe.January 28, 2021 10:09 AM from Debbie Donehey to everyone:I'm wondering if there are any funds or grants available to rehab houses that have fallen into disrepair and the owner no longer lives there? If we could find a way to rehab the homes, and turn them into affordable housing, it would also beautify our land. Anyone doing this?January 28, 2021 10:10 AM from Amy Jackson to everyone:Exactly! Re:Dillion Rule, GA Session and teaching Constituents Civics 101 - well putJanuary 28, 2021 10:11 AM from Ann Mallek to everyone:Thank you Sally for tax system reform update.January 28, 2021 10:18 AM from Merissa Sachs to everyone:Is there a link to further understand the W.C. - EMS topic you just discussed. January 28, 2021 10:18 AM from William Johnson to everyone:Thanks for the information. January 28, 2021 10:18 AM from Michelle Gowdy to everyone:If a local council person can speak with your local legislators about the concerns and/or if your council feels strongly and is willing to write a letter or pass a resolution.January 28, 2021 10:19 AM from Jeremy Bennett to everyone: 28, 2021 10:23 AM from Gage Harter to everyone:VACo Legislative Bulletin - 28, 2021 10:23 AM from Manuel Timbreza to everyone:VML's Local Government Day Bulletin has been edited. Corrected email address were made in the Senate contact list. You can download the Bulletin here: 28, 2021 10:26 AM from Caryn Self Sullivan to everyone:I personally know who hard our local Electoral Board and Registrar's Office worked during the November General Election. This is done at the County level, and I'm a Town Council Member. I would like to share the information regarding election legislation to our Electoral Board Chair so we advocate for additional support from the state. January 28, 2021 10:32 AM from Caryn Self Sullivan (privately):I don't see a way to save the Chat in Webex, can the Host do that and share with all participants?January 28, 2021 10:35 AM from kelly burk to everyone:Some localities are meeting totally virtually. Is that addressed in the new legislation.January 28, 2021 10:36 AM from Melody Foster to everyone:Can you share the bill #.January 28, 2021 10:36 AM from Chris McDonald to everyone:SB 1440 (Surovell) and HB 2045 (Bourne)January 28, 2021 10:36 AM from Gage Harter to everyone:VACo's writeup on the immunity bill - January 28, 2021 10:37 AM from Libby Garvey to everyone:When it comes to meeting electronically, I think we should be able to meet however works for the body as long as FOIA requirements are met. The need some people have to list what reasons we can have for electronic meetings which, inevitably will leave out something and often requires people to reveal a personal reason they really might like to keep personal and not public, makes no sense IMHO. We've found how well it works during this painful year and it would be such a shame to not be able to use these hard won gains. January 28, 2021 10:37 AM from Libby Garvey to everyone:And I agree that we need to be very very careful about qualified immunity.January 28, 2021 10:38 AM from Rob Bullington to everyone:VML's writeup on SB 1440 (Surovell) immunity bill: 28, 2021 10:40 AM from Amy Jackson to everyone:I agree with you, Libby. We’ve relied on electronic meetings for over 10 months now for legislative meetings and have not had an issue other than maybe technology itself at times.January 28, 2021 10:41 AM from Rob Bullington to everyone:Apologies - Link is to HB 2045 (Bourne) immunity bill.January 28, 2021 10:41 AM from Rob Bullington to everyone: 28, 2021 10:47 AM from phyllis.Randall to everyone:In Loudoun we don;t need to have assistance with logistics, we need vaccine. Is there a way to assist the counties that need help setting up vaccination PODS while allowing counties that are reeady to put shots in arms a strealined access to vaccine?January 28, 2021 10:48 AM from Belinda Astrop to everyone:Right now Greensville County is ranked at the top of the state in positive COVID cases. Right now both our County and CIty building are closed because of positive cases. When can we get more vaccines here as well as one area? Waverly has yet to even be offered the first vaccine. What link can we send to our constituents to even register for the vaccine?January 28, 2021 10:48 AM from Stephen Bowman to everyone:Why is there such a difference between health distrists with the vaccine rollout?January 28, 2021 10:48 AM from Keith Harless to everyone:Do you think there will ever be a mandate from a state level to require first responsers and police officers be vacinated?January 28, 2021 10:48 AM from Richard Grice to everyone:What happens when appointments are cancelled due to vaccine shortage Procedure for people who's appointment cancelled?January 28, 2021 10:48 AM from Belinda Astrop to everyone:That’s what I am wondering too Mr. Bowman?January 28, 2021 10:49 AM from Danny Avula to everyone:@stephen- because LHDs are resourced at very different levels. happy to talk more about thatJanuary 28, 2021 10:49 AM from Belinda Astrop to everyone:In my office right now I am working with 3 different health districts and all 3 are doing something totally different. Then residents want to know why we are not having mass vaccination clinics like the northern cities areJanuary 28, 2021 10:50 AM from Ruth Larson to everyone:How were the intial vaccines distributed between health districts? Same question as Mr. Bowman as a follow up. Our Health District has been way behind all others. We were the only health district that didn't move to 1B.January 28, 2021 10:50 AM from Danny Avula to everyone:@keith- as i understand it, mandates will not be possible while the vaccine is under an Emergency Use AuthorizationJanuary 28, 2021 10:51 AM from Sherrin Alsop to everyone:I agree with Phyllis. If King and Queen County had access to the vaccines we could get them in the arms. We have already have plans on where to set up clinics and are ready to proceed. We just need access to vaccines. In fact many counties in the Middle Peninsula are ready.January 28, 2021 10:51 AM from Victor S. Angry to everyone:The number one question I am recieving is "When can I get my shot?" Is the safe anwer end of March? Early April? No one wants to hear this, but I don't want to give people false hope by having them believe vaccines are on the way.January 28, 2021 10:52 AM from Janice Denton to everyone:Is the National Guard being considered to assist in the vaccination process in all the health districts?January 28, 2021 10:52 AM from Canek Aguirre to everyone:We were supposed to have learned lessons from the initial COVID response in terms of multilingual materials and outreach and yet we’re making the same mistakes all over again. Where is all the multilingual information?January 28, 2021 10:52 AM from Belinda Astrop to everyone:At this point give us 500 we are on average only getting 80 vaccines January 28, 2021 10:53 AM from Thomas Smigiel to everyone:Do Virginia vaccination numbers include military vaccinations?January 28, 2021 10:54 AM from Danny Avula to everyone:@ruth- my observation is the communities that have had stronger connections and collaboration between health departments, health systems, and local governments were able to move more quicklyJanuary 28, 2021 10:54 AM from Sherrin Alsop to everyone:Why are we not using the Pandemic Flu plans that were made a couple of years ago. I know there are some differences but basically the plan was already there. They were drive through based.January 28, 2021 10:54 AM from Danny Avula to everyone:@thomas- military folks get a separate allocation fro mthe feds- not counted in our 105k/wkJanuary 28, 2021 10:55 AM from Randy Keaton to everyone:Is each state getting the same amount of vaccine per capita?January 28, 2021 10:55 AM from kelly burk to everyone:Valley Health System in Winchester has done a amazing job of getting the shots to peopleJanuary 28, 2021 10:55 AM from Danny Avula to everyone:@sherrin- many of those plans are being used. the sites and staffing models are very similar in many parts of the states January 28, 2021 10:55 AM from Danny Avula to everyone:@randy- yes, state allocations from the feds are allocated per capitaJanuary 28, 2021 10:56 AM from Danny Avula to everyone:@kelly- yes!!! a great example of health system and health dept partnershipJanuary 28, 2021 10:56 AM from Sherrin Alsop to everyone:Didn’t I hear that the amount of vaccine the Feds would allocate to a State would depend on how well they have rolled out their program. Will we get less vaccine than other States because of our slow roll-out?January 28, 2021 10:56 AM from Kevin Byrd to everyone:Is the state going to make available a database management system to handle logistics for the vaccine? In the NRV we're in the process of hiring an IT person/team to support registration>scheduling>communications because up to this point it is very time intensive requiring lots of extra hands on deck. January 28, 2021 10:57 AM from Ruth Larson to everyone:@DannyAvula I appreciate your honesty but so frustrating. Because we have very little control over the health district. We have TRIED to work together, offer help, etc. I really hope the Governor will help encourage a better relationship in the future. We may as a locality have to look at taking more of a bite out of public health.January 28, 2021 10:57 AM from Belinda Astrop to everyone:I think if we had more information to give to constituents it would help a lot the lack of information is what is causing so much heartburn and confusion. The average constituent doesn’t understand half of what is being said. Our local Health Departments don’t have the information either.January 28, 2021 10:58 AM from William Johnson to everyone:How does the health rankings of the vommunities factor into the the distribution of the vaccine?January 28, 2021 10:59 AM from Sherrin Alsop to everyone:My phone is constantly ringing. My constituents want answers. What do you suggest we tell them about getting a vaccine, etc.?January 28, 2021 10:59 AM from Merissa Sachs to everyone:In the NRV our council and other dept heads receive a daily update related to Covid. It's very appreciated that our taskforce in the NRV are communicating very well. January 28, 2021 10:59 AM from Ann Mallek to everyone:Dr. Avula's description of the match explains why communities who do not have the resources to amplify the local match are therefore left behind. There should be state help for that or a state funding for the whole roll out process. January 28, 2021 10:59 AM from Sherrin Alsop to everyone:Can we get talking points that actually make sense so that I know what to tell my constituents?January 28, 2021 10:59 AM from Danny Avula to everyone:@william- it hasnt yet, but as vaccine availability increases we will incoroporate that lens. if anything- age distribution and %black and latino would be primary driversJanuary 28, 2021 11:00 AM from Belinda Astrop to everyone:Most resources are on internet and the people that need the vaccines are not internet savvy or live in areas where they don’t even have access to internetJanuary 28, 2021 11:00 AM from Stephen Bowman to everyone:we have known vaccines were coming many months ago. Using NIMS and ICS why weren't task forces used to plan the logistics so we were ready?January 28, 2021 11:00 AM from Ruth Larson to everyone:Great point, Steve. I really feel like there was zero direction from Commonwealth in preparation. January 28, 2021 11:01 AM from Melody Foster to everyone:Most of the 65+ depend on their doctor's offices for medical advice and would seem like the logical source for sharing information and a resource for vaccination.January 28, 2021 11:01 AM from Floyd Brown to everyone:Our County Administrator (Percy Ashcrat) and staff have created a Q & A and posted that to our County website and Facebook page. Our citizens seem to be very resonsive to the information he has shared. I'm sure he would be willing to share this with any locality.January 28, 2021 11:02 AM from Floyd Brown to everyone:Percy AshcraftJanuary 28, 2021 11:02 AM from Sherrin Alsop to everyone:Equitable access should not be driving over an hour to get to one of these mass vaccination sites. What about those of us in the rural communities? It will take the average King and Queener over an hour to get to the Arthur Ashe Center, which seems to be the closest location to us. January 28, 2021 11:02 AM from Merissa Sachs to everyone:Dr Avula and Dr Carey - thank you for taking time to talk with us. Your positions are in the hot seat during this pandemic and sometimes we don't stop to say thank you for your service! If we had a magic wand I am sure we'd all use it to fix our globe. Thank you Dr's. January 28, 2021 11:02 AM from Ruth Larson to everyone:We are sending out an update everyday at 4pm. We have also worked with the City of Williamsburg and York County with cooperation from Colonial Williamsburg to have a call center for questions from citizens.January 28, 2021 11:03 AM from Danny Avula to everyone:@sherrin- craig fifer has started sending biweekly updates. hoping youre receiving those? if they're not helpful, please let us know how we can do betterJanuary 28, 2021 11:03 AM from Danny Avula to everyone:@merissa i don't know you, but i could hug you right now!January 28, 2021 11:05 AM from Libby Garvey to everyone:Communications is key, as we all know. Appreciate the release from Craig Fifer. Clear and frequent communications are crucial. Thank you. January 28, 2021 11:05 AM from Floyd Brown to everyone:Prince George County VA. Her is the link to our page.: 28, 2021 11:05 AM from Belinda Astrop to everyone:The per capita distribution is not workingJanuary 28, 2021 11:06 AM from Danny Avula to everyone:@libby- we will keep them up. please let us know how they can be more helpfulJanuary 28, 2021 11:06 AM from phyllis.Randall to everyone:Are health systems holding back a second dose for their staffs?January 28, 2021 11:06 AM from Debbie Donehey to everyone:@Floyd, thank you.January 28, 2021 11:08 AM from Floyd Brown to everyone:Here is a link to our Prince George County website and the page with the Q&A: 28, 2021 11:08 AM from Danny Avula to everyone:@melody- great point about the docs. we dont have enough vax to push it out through every small practice (we have 1500 approved vaccinating sites), but getting them regular, up to date info will maek a difference. i have done webinars for many of the large associations, but we will figure out how to increase that distribution to providers who may not be part of the associations. great reminder! January 28, 2021 11:10 AM from Libby Garvey to everyone:Danny: Thank you! I think having a similar format each time and regular reports on where we are in vaccinations across Co,mmonwealth and how we compare nationally is helpful. Some backstory about how we got here could be good too so we know, but I think clear regular (daily?) data is good. January 28, 2021 11:11 AM from Canek Aguirre to everyone:While there is a back log on vaccine holding us up from putting vaccine into arms take the time to make appropriate language outreach. There isn’t enough multilingual information not just for process but also why the vaccine is safe and why people should get vaccinated January 28, 2021 11:11 AM from Merissa Sachs to everyone:New River Valley VA link 28, 2021 11:11 AM from Dean Lynch to everyone:Secretary Carey and Dr Avula, Thank you for being with us today and sharing your insight.January 28, 2021 11:12 AM from Canek Aguirre to everyone:Yes thank you both for all the work on this January 28, 2021 11:12 AM from Floyd Brown to everyone:@Debbie Donahey - Here is more infor we shared: said in his press conference Wednesday that he is establishing a statewide call center to assist with the large volume of calls related to registration for the vaccine.
