TOPIC: Human Resources Information SystemsOFFICE: AuditorSTATE: CADATE: 05/15/2015QUESTION / ISSUE: The California State Auditor is interested in learning about the type of human resources information systems that other state audit organizations are using.? We are specifically interested in systems that are available as an on-premises solution. ?We are also interested in a system to maintain all employee and applicant data, designed with an employee and supervisor self-service feature.? In addition, we interested in a system that includes a timekeeping function, however, it does not need to have a payroll processing function.StateCommentsMichiganHere is a brief recap of the systems the Michigan OAG uses?for the topics you mentioned:?Lawson Software:? Lawson is the statewide human resources information system. Lawson is a web-based application that allows employee and supervisor self-service capability.?DCDS - Data Collection and Distribution System?is the statewide timekeeping and expense distribution system.? Several OAG staff that are not assigned to audits enter their time directly into the DCDS application.?OAG audit staff use TeamMate’s TeamTEC (TEC is the Time and Expense Capture module) to track our audit staff's hours.? Our information technology section?is able to generate a payroll report from TeamTEC that is then input into DCDS for payroll processing.MissouriThis office does not use a multifunction human resources (HR) information system purchased from a vendor. However, we do have internally developed systems or applications to track (1) time and costs by job number and (2) personnel data, including professional certifications, promotions, and performance appraisals. Personnel files with hard copies are also maintained for each employee; those files contain such documents as an employee's application and transcript(s), interview documentation, and offer and acceptance letters. Employees prepare Excel time sheets and submit them electronically to the fiscal staff who enter relevant data into the statewide HR system for payroll purposes. (For more information regarding that system, see .)North CarolinaNC OSA was required to adopt the statewide timekeeping system described in the attached.?In addition to this, we have an in-house system (TRS) that is more detailed so we can track efficiency targets and bill accurately.WashingtonIn 2006, Washington State implemented an enterprise-wide payroll system using an off-the-shelf application created by software vendor SAP. The application was customized to some degree for Washington State processes and does allow for some self-service features. It is my understanding that SAP has other features such as timekeeping available, however the state could not afford those options at the time. We have developed our own timekeeping application. Overall, we find the SAP system complex and somewhat inflexible and if you have the option to select something more user friendly I would recommend that. ................
