As a result of the state of emergency declared by the President of the United States, Governor of Kentucky and Judge Executive of Scott County due to the global COVID19 pandemic, and in accordance with recommended and mandated precautions related thereto and Kentucky Opinion of the Attorney General 20-05 and Senate Bill 150, the following Notice is issued:This meeting will be hosted from Scott County Courthouse, 101 East Main Street, Georgetown, KY. It will be broadcast live through the Scott County Fiscal Court YouTube page. public attendance will not be permitted at this meeting due to the highly contagious nature of COVID19. Scott County Fiscal Court held a meeting on Thursday, June 25, 2020. Judge Covington called the meeting to order. Present were Magistrates Mr. Hostetler, Mr. Lyons, Mr. Wallace, Mr. Corman, Mr. Burke, Mr. Livingston, and County Attorney, Rand Marshall. Court voted unanimous.KCJEA/ Gen $2,940.00, KMCA/ Gen $3,589.38, Road/ Gen $275,000.00Strand Associates Vice President, Michael Woolum reviewed the Great Crossing Park Dam report completed by Marine Solutions. Kentucky Fish & Wildlife representatives, Mike Hardin and Paul Wilkes suggested monitoring the dam as there is no imminent danger. As deficiency continues improvement options will be evaluated. Madison County Director of Information Technology, Chris Isreal presented an interlocal agreement proposal for joining Bluegrass Regional Radio Network (BRRN). The network project would include Madison County, University of Kentucky, and Georgetown-Scott County. EMA Director, Michael Hennigan was available for questions as he is familiar with the BRRN project options. After much discussion, there was a consensus to join the network, but not sell a core. Mr. Livingston recused himself. Judge Covington presented a lease for 117 North Water Street (old Jailer’s Residence) with Georgetown-Scott County Tourism for one year beginning August 1, 2020. A motion was made by Mr. Burke with second by Mr. Hostetler to approve the agreement pending three modifications (change lease end date to July 31, attach led-based paint disclosure, add liability policy to insurance section). Court voted unanimous. Mr. Livingston returned. Mr. Burke inquired about the old jail building. Judge Covington stated community input would be necessary as the building is on the National Historic Registry. Mr. Marshall read Resolution 20-11; a resolution amending the 2018-2022 Scott County Solid Waste Management Plan. As Scott County Fiscal Court, the designated governing body for implementation and oversight of the Scott County Solid Waste Management Area and Solid Waste Management Plan, a motion was made by Mr. Hostetler with second by Mr. Livingston to approve the resolution. Court voted unanimous. Electrical Inspection department requested to surplus a vehicle. 2009 Ford Escape xxx1426 A motion was made by Mr. Hostetler with second by Mr. Corman to declare the vehicle as surplus. Court voted unanimous. Detention Center department requested to surplus a vehicle. 2008 Ford xxx5132 A motion was made by Mr. Hostetler with second by Mr. Wallace to declare the vehicle as surplus. Court voted unanimous. Mr. Hennigan presented a one-year renewal contract from Whitlock Electric to provide maintenance checks on the weather sirens. A motion was made by Mr. Wallace with second by Mr. Lyons approving the renewal. Court voted unanimous. Judge Covington reviewed survey results for county road golf cart usage. Due to responses and public comment there will not be a county wide ordinance at this time. Homeowner Associations will continue to request approval for subdivisions. Anderson Communities submitted a request to construct a culdesac entrance at Lisle Road Soccer Complex. Judge Covington stated the proposed entrance could benefit future projects at the complex. A motion was made by Mr. Livingston with second by Mr. Wallace subject to Planning & Zoning approval. Court voted unanimous. Judge Covington reviewed the status of pending interlocal projects. A motion was made by Mr. Burke with second by Mr. Corman to adjourn. Court voted unanimous. ................
