REGULAR SESSION

March 20, 2018

The Lyman County Commissioners met in regular session in the Conference Room in the Courthouse at Kennebec, South Dakota, March 20, 2018, at 9:00 a.m. with the following members present: Chairman Steve Perry, Kim Halverson, Ryan Huffman, Bill Lengkeek, Gary Diehm and Auditor Pam Michalek. Treasurer Carol Sundall was also present.

CALL TO ORDER:

Chairman Perry called the meeting to order with the pledge to the flag.

ADOPT AGENDA:

Motion by Halverson, seconded by Lengkeek to adopt the agenda. All voting aye.

CHN GARNOS:

Nurse Garnos presented her quarterly report to the Commission which included information on WIC, HPV and Immunizations, Developmental screening and upcoming school education.

APPROVE MINUTES:

Motion by Lengkeek, seconded by Diehm to approve the minutes of March 8, 2018. All voting aye.

APPROVE BILLS:

Motion by Halverson, seconded by Huffman to pay the following bills. All voting aye.

APPROVE PLAT:

Motion by Halverson, seconded by Huffman to approve a plat of Johnson Tract 1 in the SE¼ of 17-105-74 West of the 5th P.M., Lyman County, SD. All voting aye.

KENNEBEC FIRE DEPT. BUDGET SUPPLEMENT:

At 9;15 a.m., as advertised, motion by Halverson, seconded by Lengkeek to approve a budget supplement for Kennebec Fire Dept. All voting aye. Insufficient funds were appropriated in the 2018 Kennebec Fire Department Budget, therefore the additional amount of $6,215.00 will be taken from the Kennebec Fire Departments accumulated cash balance.

COMBINED ELECTION AGREEMENT:

Motion by Diehm, seconded by Huffman to approve a combined election agreement with the Chamberlain School District 7-1 for June 5, 2018. All voting aye.

HWY/WEED DEPT:

Supt. Walt Nagel met with the Commission and discussed estimated costs for spraying, leased tractors, the recent purchase of a used disc, and replacement of the water tanker. Supt. Nagel also informed the Commission that he is not going to advertise for a full time employee at this time. Board consensus is to hire Time Long as part time seasonal help again this spring. The department will begin working 4 ten hour days the beginning of April.

2nd quarter fuel quotes: 1) Hieb Oil Co. #2 Diesel – $2.19, Gasoline - $2.25; 2) Farmers Union Oil Co. #2 Diesel - $2.20, Gasoline - $2.20. Motion by Diehm, seconded by Huffman to accept the quote from Hieb Oil Co. All voting aye.

SURPLUS PROPERTY:

Motion by Huffman, seconded by Lengkeek to surplus a listing of equipment and supplies no longer of use to the County. All voting aye. The list is on file in the Auditor’s Office.

HOLIDAY ADMINISTRATIVE LEAVE:

Motion by Huffman, seconded by Halverson to grant employees administrative leave Easter Monday, April 2nd since the Governor has given the state employees that day instead of Good Friday. All voting aye.

COMMISSIONERS HEALTH INSURANCE:

Motion by Diehm, seconded by Lengkeek to have the Commissioner’s pay half of their health insurance premium. Discussion followed. Replacement motion by Halverson, seconded by Huffman to table Diehm’s motion until the 2019 budgetary process. Roll call vote: Halverson – yes, Huffman – yes, Diehm – no, Lengkeek – yes, Perry – yes. Motion carried to table Diehm’s motion until the 2019 budgetary process.

CHANGE OF APRIL MEETING DATES:

The Commission will meet April 10th & April 24th due to Equalization.

RISTY BENEFITS, INC:

Roger Risty and Sonja Nordbye presented information for a group benefit program with Lifestyle Health Plans which covers medical, dental, vision, life insurance and GAP coverage. Motion by Halverson, seconded by Diehm to have all employees complete a health insurance application for Risty Benefits, Inc. which will permit them to secure accurate premium quotes. All voting aye. Roger and Sonya will meet with employees at 1:00 p.m. to present information and applications.

ADJOURNMENT:

Motion by Halverson, seconded by Lengkeek to adjourn until April 10, 2018 at 9:00 a.m. All voting aye.
