President David Jones called the meeting to order at 10:04 a.m. A quorum was present.

Approval of Minutes

MOTION: Moved by Director Trotter and seconded by Director Reeves to approve the minutes of the January 15, 2011 meeting as presented. Motion passed.

Swearing in of New Board Member

President Jones delivered the Oath of Office to Director Carol Smith, Director Position #6.

Special Order of Business

President Jones awarded Director Van Dyke a plaque recognizing him for 33 years of service with the Board of Forest Grove Rural Fire Protection District.

Financial Report

Mary Tucker provided the financial report, noting that income from the Joint Conference was much higher than anticipated in the budget. The Board declined to place any additional funds in the money market account due to the minimal amount of interest to be gained.

President’s Report

President Jones reported on his participation in the Meritorious Awards selection process, recent and upcoming Board visitations with staff, and updated Committee assignments. (EXHIBIT A)

Staff Report

2011 Legislative Session: Genoa Ingram provided an update on SB 106, SB 5529, relating to increased EMS fees; HB 2564, relating to the OVFA check-off; and legislation impacting 911.

LOSAP Mary Tucker provided a report on LOSAP, noting that legal counsel had advised that letters be sent to participating Boards that have not converted to OFDDA’s Plan informing them their accounts would no longer be administered by OFDDA. The Board also discussed the possibility of adopting a policy allowing the OFDDA Board to make final decisions, based on IRS guidelines, regarding any appeal by a local Board regarding distributions or any other issue. Staff was asked to forward the request to legal counsel for drafting.

Committee Reports

Governor’s Fire Service Policy Council Director Reeves provided a report on the Governor’s Fire Service Policy Committee. (EXHIBIT B)

Joint Conference The Joint Conference Committee met in March to disburse funds and discuss the program for 2011. The next meeting is Monday, April 25.

Old Business

Policy Review Director Trotter reviewed proposed amendments to policies 115, 132 and 142, previously forwarded to the Board for review.

MOTION: Moved by Director Reeves and seconded by Director King to adopt Policy 115 as amended. Motion passed

MOTION: Moved by Director King and seconded by Director Van Dyke to adopt Policy 132 as amended. Motion passed

MOTION: Moved by Director Van Dyke and seconded by Director Reeves to void Policy 142. Motion passed

Director Trotter discussed conflicts with policies 121 and 135 relating to the membership of the Policies and Bylaws Committee. The requirement that a Past President to be a member had not been met.

ACTION ITEMS: President Jones removed Director Van Dyke from the Policies and Bylaws Committee and added him to the Nominations Committee. President Jones added Past President Barton to the Policies and Bylaws Committee.

New Business

Staff reported that the OVFA Conference would be held in Lincoln City, June 23-25 in Lincoln City.

The Meritorious Awards Dinner is scheduled for May 14 in Salem. Staff will forward a flyer asking Board members to respond with attendance.

Next Meeting

The next meeting of the OFDDA Board of Directors is scheduled for June 25 in Lincoln City, in conjunction with the OVFA Conference.

COMMITTEE ASSIGNMENTS – 2011

BPSST Board of Directors

By law, OFDDA has a representative on the BPSST Board. The representative is named by the OFDDA Board of Directors and then his/her name is submitted to the Governor for appointment. The BPSST Board is the oversight committee of the Bureau of Public Safety Standards and Training. This Committee meets on a monthly basis.

Bylaws and Policies

The Bylaws and Policies Committee annually reviews the Association’s constitution, bylaws, and policies, making any recommendations to the board for revising these documents. This Committee meets as needed.

Governor’s Fire Service Policy Council

The Fire Service Policy Council was created by statute to advise the Governor and the Legislature on issues affecting the fire service. OFDDA holds one seat on the Council. The Association’s Board of Directors submits a candidate for gubernatorial appointment to the Council. The Council meets 6 to 10 times a year.

Joint Conference

The Joint Conference Committee works in conjunction with the Oregon Fire Chiefs’ Association in planning the annual joint fire conference. By policy, the co-chair of this committee is the Association’s 1st Vice President. This Committee usually meets on a monthly basis, January through June.

Joint Fire Service Legislative

The Association President appoints the OFDDA representatives to the Joint Fire Service Legislative Committee. Chairmanship of the committee alternates biannually between OFDDA and the Oregon Fire Chiefs’ Association. The Committee reviews legislation during the legislative sessions and provides direction to the Association’s representatives. In addition, the OFDDA representatives also serve on the Legislative Committee of the Special Districts Association of Oregon (SDAO). The Joint Fire Service Legislative Committee meets semimonthly during legislative sessions. SDAO’s Legislative Committee meets semimonthly during legislative sessions and bimonthly during the interim.

National Association of Elected Fire Officials

The National Association of Fire Officials (NAEFO) is comprised of elected fire service officials. The association has three levels of membership: state (comprised of statewide associations such as OFDDA), individual (open to any elected fire service official), and associate (open to any individual or organization affiliated with the fire service). Each state member holds one seat and one alternate position on the NAEFO board of directors. The OFDDA President appoints the Association’s representative and alternate. NAEFO meets four to six times per year, typically out of state.

Property

The Property Committee is comprised of the Association’s Past Presidents as appointed by the President. The Committee meets as needed and is responsible for making recommendations to the Board of Directors regarding the maintenance, construction, and general operations of the Oregon Fire Service Center.
