DISTRICT COURT JUDGE (After 16 years on the bench retired at age 61), TENTH JUDICIAL DISTRICT, 1999 to October 14, 2015. Chambered in Elk River, Sherburne County from 1999 to October 2008. Transferred Chambers to Anoka County in October 2008. The Tenth Judicial District is the 2nd largest District in the State comprised of the following eight Counties: Anoka, Chisago, Isanti, Kanabec, Pine, Sherburne, Washington and Wright. Sherburne County Senior Judge and Chief Administrative Judge from Jan 2001 to Jan 2003. As a general jurisdiction judge I had jurisdiction over all manners of civil and criminal cases. Extensive litigation experience.

Sherburne County E-Courtroom, I designed and coordinated the construction of the Minnesota State Court Systems first fully integrated, state of the art, electronic courtroom, opened to the public
May 7th, 2002. From 2002 through 2008 I conducted public, professional and school educational tours of the e-courtroom.
Restructure of the Sherburne County District Court Calendaring System (2000 to 2002): Within one year of my judicial appointment (1999) I became the senior judge in Sherburne County. Because of tremendous county growth the existing calendaring system was no longer serving the best interests of the court or community. I implemented a complete restructuring of the court’s calendaring system from master calendars to a computerized individual assignment system. The Sherburne County calendaring system is now widely regarded as a model of success.
Court TV – Forensic Files Episode: Forensic Files is a 30-minute; documentary-style series that illustrates how forensic science is used in crime solving. The show is Court TV’s highest-rated program seen in over 142 countries. In 1991 I was an Assistant Anoka County Attorney and lead prosecutor in a first degree murder trial - State vs. Patrick Walsh. The Walsh prosecution and trial was featured in a January 2004 nationally televised episode of Forensic Files on the Court TV cable channel. The episode featured interviews with me, as well as a representative of the Anoka County Sheriff’s department, the victim’s family and a BCA blood-spatter expert.
1999 Minneapolis Holidazzle Parade Death Investigation: In 1999 at the request of the Hennepin County Attorney’s Office I assumed responsibility (on a conflict basis) for the investigation and possible prosecutions related to the February 1999 Holidazzle Parade crash involving a Minneapolis police officer which resulted in several deaths and serious injuries to numerous bystanders.
Anoka County Early Case Resolution Program: In 1998 as an Assistant Anoka County Attorney, I developed an in-house mediation program titled “Anoka County Early Case Resolution (ECD)”. The focus was to work closely with defense counsel on selected criminal cases in an attempt to resolve prosecutions early in the process.
Anoka County Law Enforcement Training Department: From January 1991, as an assistant Anoka County Attorney, until I was appointed to the bench in 1999, I created and was responsible for all Anoka County law enforcement training programs. I provided training for Anoka County Law Enforcement Agencies and numerous other metro and rural law enforcement departments.
a) Training updates: For 8 years I authored and distributed bi-weekly (to more than 300 law enforcement departments) one of the largest law enforcement training update newsletters in the state. The Minnesota County Attorneys Association distributed my training updates to all 87 county attorney offices. From 1992 thru 1995 my training updates were regularly featured in the Hennepin County Sheriff’s Department’s Monthly Law Enforcement Bulletin and the Law Enforcement Coordinating Committee (L.E.C.C.) monthly newsletter published through the U.S. Attorneys office.
b) Training Publications and Video: Because of the success of my training programs I received a law enforcement grant thru the Minnesota Department of Public Safety to author and distribute several legal reference and training publications, including the “Minnesota Criminal Elements Handbook”; Criminal Legislation Handbook: and the “Minnesota Handbook on Motor Vehicles: Stops, Warrantless Searches, Seizures’ (including a professionally produced Video Training Tape with the same title). The “Handbook on Motor Vehicle Stops and Warrantless Searches” along with the related video training tape were distributed nationally.
Pioneer in the Use of Computer Generated Multi-Media Closing Arguments: During the 1990’s I was the lead attorney in four first degree murder trials:
• State v. Ryan Pederson convicted on one count of 1st degree murder (jury trial, 1999)
• State v. Steve Schrieber convicted on 2 counts of 1st degree murder (jury trial, 1996)
• State v. Earl Greise convicted on 2 counts of 1st degree murder (jury trial 1995)
• State v. Patrick Walsh convicted on one count of 1st degree murder in a bi-furcated jury trial with a mental illness defense. (jury trial, 1992)
In all four cases I helped pioneer the use of comprehensive multimedia computer generated closing arguments which incorporated the use of text; diagrams, photos, video playbacks and sound recordings including elements of re-enactments; I worked closely with Hennepin County Forensic Pathologist Dr. Dan Davis (who is nationally recognized in the field of computer animation) in introducing the use of this cutting edge technology into Minnesota criminal trial proceedings.
