1. Tim Tackett – School issue; bullying. Wants a copy of his children’s student records. Mr. Hughes said that he can have copies; it’s his right.

2. Rhonda Nunley – Recycling program and PASS school. Received a grant this year and purchased containers to start a recycling program in school. Normally fill 2 of 95 gallon containers per day. Would like for the BOE to help support the program for next year in the cost of recycling dumpster through Rumpke at a cost of $65 per month plus fuel surcharge.

3. Verna Howell – Invited to GCHS Band Banquet sponsored by GCHS Band Boosters on Tuesday, May 25th.

4. Bob Thompson – Concerned grandparent. Corporal punishment at MMS.

5. Tamsyn Oakes – 2010 Summer Camps. Information that was sent home with students. 5 camps this summer. Gave a brief overview of the programs and invited board to come visit during the camps.

6. Andrea Daniels – Drama Club. Thanked the board for the sound system purchased by the board for Drama and Chorus. Students performed for the board. Invited board to shows on Friday and Saturday.

5. 2010-2011 TENTATIVE BUDGET – Pages 79-105

Mr. Scott Burchett, Finance Director, gave an overview of the 2010-2011 Tentative Budget. As of now, the State Legislature has not set a budget for next year but they are in Special Session as of today. The district outlook for 2010-2011 does not look good. Some highlights of the budget are:

Reduction in SEEK allocation from the State of $256,022

One Instructional day added back by Legislature-cost of $100,000

New KTRS Match starting July 1, 2010 cost of $28,156

Section 7-Rollup of Tchr & Kindergarten Aides cost of $130,500

In the future, Section 7 requests will more than likely not be an option. The reduction in SEEK stems from the Governor’s proposal to the legislature of reducing the base SEEK amount from $3,866 per student ADA to $3,845 per student ADA. The new KTRS match passed by the State Legislature will begin July 1, 2010 at a 0.25% but will increase each year until 2015-2016 for a total of 3% match. Our expenditure for the new KTRS match will increase each year from $28,156 in 2010-2011 to approximately $337,000 in 2015-2016. Other items in the budget that need to be reviewed and reduced are the areas of Overtime pay-$40,952 through 5/21/10 and Substitute costs-$298,556 for Certified and $148,524 for Classified through 5/21/10. One final note about items to be reviewed would be Fieldtrip costs and the schools not reimbursing the district for the trips taken. As of 5/21/10, the schools owe the board a little over $30,000. The board needs to take a serious look at expenditures that are above and beyond what they budgeted. During 2009-2010, the district/board approved expenditures that were not budgeted in the amount of $234,630. Mr. Burchett suggested that such expenditures do not happen in the future. Also, Mr. Burchett gave an update on the ending fund balance. The outlook for the end of 2009-2010 should finish at approximately $1,900,000, but depending on how revenues finish in May and June, the ending balance could be as low as $1,500,000. The ending balance for 2010-2011 does not look promising. Depending on the 2009-2010 ending balance, the ending balance for 2010-2011 could be between $700,000 to $1,200,000. If we finish around $700,000 this would put the district at a contingency percentage between 2%-3%. The state law requires a contingency of 2%. With this in mind, the district needs to start now looking for ways to reduce expenditures for the coming years. If no expenditures are cut from the budget for 2011-2012 then the district will be below 0% contingency. Once the State Legislature passes a budget for 2010-2011, we will have more concrete numbers and the Working Budget in September will be amended to reflect the budget from the State.

6. 2010-2011 KEDC MEMBERSHIP DUES – Pages 106-108

Upon the recommendation of Superintendent Hughes, _Hurn______ moved to approve the KEDC Cooperative Membership Agreement for the 2010-2011 school year as submitted for services as follows: 1) Networking and professional development opportunities, 2) Advice and limited legal services, 3) Instructional Support, 4) Kentucky Purchasing Cooperatives (KPC), 5) Salary surveys and ranking reports, 6) Minority recruitment advertising, and 7) MUNIS Support. Total cost of $771.87. _Wellman_____seconded the motion.

Upon the recommendation of Superintendent Hughes, _Holt______ moved to accept and match the SFCC FY-2010 KETS 2nd Offer of Assistance in the amount of $26,899, funds to come from General Fund, as submitted. _Adkins__ seconded the motion.
