|13. Basic Function of Position |

|Position is located in the Facilities Maintenance Office. Under the direct supervision of the Maintenance Supervisor, the incumbent’s primary duties are the maintenance |

|and repair of various facility systems and trades, including: electrical, carpentry, plumbing, and painting activities located in the Chancery building, residential |

|housing, and other operational buildings, both U.S. Government-Owned and leased. |

|14. Major Duties and Responsibilities %|

|General Maintenance and Repair: 60% |

| |

|The major function of this position is to perform maintenance mechanic tasks in all aspects of the maintenance operations on the grounds and at Government owned and leased |

|properties. The incumbent will perform all technical aspects of the position with a significant level of independence. The incumbent is responsible for all general |

|maintenance work orders. This includes semi-skilled maintenance, troubleshooting, and repairs, of all aspects of maintenance operations in U.S. Government owned and leased|

|facilities. The incumbent will perform the following duties including but not limited to: general painting, plumbing, carpentry, lighting, general labor, preventative |

|maintenance on building systems, and other trades as needed. Provides quality technical support for work being performed on USG office equipment by outside contractors. |

|May also work on sliding gates, pop-up barriers and hydraulic systems. Responsible for completing unscheduled, preventive, predictive and emergency maintenance work orders.|

|Ensures that all assigned maintenance tasks are accomplished promptly and professionally with manufacturer’s preventive maintenance, common trade repair guidelines and |

|replacement requirements. Performs work area cleanup and secures work areas to meet safety and security requirements upon completion of all duties. Troubleshoots and |

|repairs appliances, power tools, and other mechanical and electrical items as directed. Escorts, supports and monitors TDY personnel, contracted personnel and technical |

|advisors such as trainers on the full range of mechanical trades equipment and systems such as chilled and hot water air conditioning equipment, appliances, generators, |

|elevators, kitchen equipment, irrigation equipment, fire suppression equipment, potable water and sanitary systems, pop-up barriers, drop arms, sliding gates, and all other|

|mechanical equipment. May direct one or more semi-skilled helpers and/or laborers. |

|Administration and Procurement: 30% |

| |

| |

|Develops required spare parts and components inventory as well as maintaining appropriate inventory levels. |

|Responsible for procurement options including transactions with vendors on Blanket Purchase Orders and petty cash in coordination with the Facilities Maintenance Assistant,|

|Procurement Unit and Financial Management Office. Responsible for providing detailed specifications and procurement requests meeting U.S. government procurement regulations|

|for required equipment, tools, and support services. |

|Keeps Maintenance Supervisor well informed on the status of all work orders that have been completed and accurate descriptions of work performed, and materials used. |

| |

|Emergency and Back-up Services: 10% |

| |

|Back up duties include after-hours maintenance duty program. This is a shared and rotated responsibility between all Supervisors and Technicians. This is for emergencies |

|among American personnel during afterhours regarding their residences and Government Owned properties. Emergencies include but not limited to: Fire, electrical outage, |

|certain plumbing related issues, and the smell of gas. Technician must be able to resolve emergency and not become overwhelmed. Resolution of problems will first be by |

|talking the customer through to diagnose the severity of the problem and a possible solution. If mechanic is unable to diagnose or talk the customer through the emergency,|

|he will need to go out to the residence to diagnose and repair on his own. To include escorting of contractors in non-CAA spaces and residences. Other duties as assigned.|

|15. Qualifications Required For Effective Performance |

|Education |

|Completion of Secondary School is required. N3 National Certificate in Mechanical, Electrical, Carpentry, Plumbing or Building & Civil field (3 years with an additional 1 |

|years of practical work) is required. |

|Prior work Experience |

|Minimum of 3 years’ experience in building operations and maintenance and associated equipment in a large commercial building and with residential building systems |

|operations and maintenance is required. |

| |

|Post Entry Training |

|Online training: Global Maintenance Management System (GMMS); General Handyman Training; other trainings as directed by the Maintenance Supervisor or Facility Manager. |

| |

|Language Proficiency: List both English and host country language(s) proficiency requirements by level (II, III) and specialization (sp/read). |

|English level III (Good working knowledge) speaking/reading is required. This will be tested. |

|Job knowledge |

|Thorough knowledge of commercial and residential facility operations and maintenance and building codes. Must have knowledge of standard maintenance practices, procedures |

|and safety precautions. |

|Skills and abilities |

|Must be able to work unsupervised. Ability to read schematics (construction and equipment manuals) troubleshooting by plan, installation of lighting and wiring circuits, |

|capable of performing low voltage electrical system maintenance and repairs. Working knowledge of other trades, such as plumbing and carpentry. Valid class B Namibian |

|driver’s license. Computer literacy with proficiency in MS Word, Excel, and Outlook. Ability to lift 25Kg. |
