|Petrykivka Decorative Painting is associated with the village of Petrykivka (urban-type settlement) community. Usually local people familiar |

|with the local traditions and crafts, in particular, women of all ages, are involved in the process and other attributes associated with this |

|art. The local councils, civic associations and volunteers help to organise and fund Folk master school of modern Petrykivka Painting |

|master-classes, workshops, exhibitions and other associated events in these communities. |

|The Petrykivka Painting is a decorative-ornamental artistry which was formed at the end of 19th – beginning of 20th century in the region of |

|Dnipropetrovsk. The name comes from the village Petrykivka. |

|The Petrykivka ornament is a centuries-old tradition which is closely related to the artistic culture of Zaporizka Sich (18th century). After |

|the liquidation of Zaporizka Sich Petrykivka became "governmental, state" settlement. Of course, the fact that the Petrykivka people were not |

|under the permanent serf oppression contributed to the development of the folk art. |

|The Petrykivka Painting began in the form of mural painting and decor of the household things. Gradually a group of professional masters was |

|separated from the Petrykivka villagers who painted not only the interior of the houses, but also chests, folk musical instruments, and then |

|began to make the paper specimens of the painting. These items were sold at the local market, as well as were exported to other regions. |

|The characteristic feature of Petrykivka Painting is the predomination of the plant (mostly flower ornament) and the creation of fantastic, not|

|seen in the nature forms of the flowers which are based on the attentive observation of the local flora. |

|The painting traditions were and are transferred from generation to generation and as the time goes are enhanced more and more. |

|The Petrykivka people decorate their living quarters, household things with the items of this decorative art. Along with professional masters |

|each member of the community associates his life with Petrykivka Painting. In each family somebody is involved into the painting, if it is not |

|professional activity, then it is a hobby. |

|Who are the bearers and practitioners of the element? Are there any specific roles or categories of persons with special responsibilities for |

|the practice and transmission of the element? If yes, who are they and what are their responsibilities? |

|The proud awareness of their independency, the personal dignity are the main features of the character of Petrykivka people – they form the |

|particular type of the man being a creator, able not only to value the beauty of his land, but also to express it in particular lyrical nature |

|of the song melodies, in emphasized refinement of the embroidery patterns, in refined polychromy of the decorative painting. |

|The Petrykivka community is represented by professional masters, apprentices, residents of Petrykivka who are involved into the art on |

|non-professional basis that makes a part of their every day existence, harmonically supplement each other and co-operate. |

|The community has created a museum which displays the pieces related to the history of the village and Petrykivka Painting. The knowledge about|

|this folk art and the relevant experience are transferred from generation to generation, thus, preserving the tradition. |

|Petrykivka Painting is being further developed on the professional basis within the activities of the Centre of Folk Art "Petrykivka" which |

|united 24 members of the National Union of Artists of Ukraine and 6 honoured masters of folk arts of Ukraine. There is a special exhibition |

|hall at the enterprise, studios that are open for visitors, excursions and master classes for children and adults that are regularly carried |

|out. |

|Modern Petrykivka Painting has always been part of the pedagogical process. The first approaches to this type of folk art are given in the |

|kindergartens. Special methods and recommendations help kids get familiar with this art. |

|How are the knowledge and skills related to the element transmitted today? |

|The fundamentals of Petrykivka Painting are studied at preschool institutions and elementary schools. |

|The total number of students in 4 preschool educational institutions of the Petrykivka district who attend special training courses in this |

|type of the Ukrainian folk art is over 500 (about 41 % of the whole amount of pupils). They compose 12 groups that are put of the curriculum of|

|the local Children’s Art House. |

|There is also Petrykivka district School of Fine Arts where schoolchildren study how to paint, draw and make graphic works. 69 gifted kids, |

|members of this school, train their skills in Petrykivka Painting. |

|Graduates of schools and non-school institutions have the opportunity to continue their artistic education in Petrykivka vocational training |

|school No. 79 with contingent of 200 students. For talented young people the doors of Dnipropetrovsk Theatrical-Artistic College are opened. |

|Each child has the opportunity of free of charge study. The children are taught the fundamentals of the Petrykivka Painting, the significance |

|of the ornament elements (love, happiness, harmony). They are naturally growing up in the atmosphere of love and beauty. |

|What social and cultural functions and meanings does the element have today for its community? |

|Traditions of decorative and applied arts contribute to the renewal of historical and spiritual memory and concentrate the attention on the |

|depth of esthetic mind of the entire community. Such kind of activity in warm, friendly atmosphere contributes to uniting people and opening |

|new verges of their personality. The Petrykivka community has preserved and feels the relationship of generations. It transmits its experience |

|to the young people and readily teaches all people being interested in it. |

|By doing this the citizens of the country contribute to harmonizing society relationship background. |

|For the modern person this pure type of folk art creates a paradise of harmony with nature and the world. By its philosophy, this art views all|

|the colors of the rainbow on the white background as representing paradise. In folk belief, Petrykivka protected people from sorrow and all |

|evil. This art is rich in symbolism. The rooster stands for fire and spiritual awakening, while birds represent light, harmony and happiness. |

|The unending border surrounding the art denotes eternity. |

|Is there any part of the element that is not compatible with existing international human rights instruments or with the requirement of mutual |

|respect among communities, groups and individuals, or with sustainable development? |

|The activity related to the Petrykivka Painting does not violate the system of ethic norms, behavior rules formed in the society on the bases |

|of traditional spiritual and cultural values, ideas of the good, the honor, the dignity, the civic duty, the conscience, the justice. |

|2. Contribution to ensuring visibility and awareness and |

|to encouraging dialogue |

|For Criterion R.2, the States shall demonstrate that ‘Inscription of the element will contribute to ensuring visibility and awareness of the |

|significance of the intangible cultural heritage and to encouraging dialogue, thus reflecting cultural diversity worldwide and testifying to |

|human creativity’. |

|How can inscription of the element on the Representative List contribute to the visibility of the intangible cultural heritage in general and |

|raise awareness of its importance at the local, national and international levels? |

|To raise the awareness of the Petrykivka Painting in Ukraine there have been made several suggestions. Among them - administering the relevant |

|section on the Dnipropetrovsk Regional State Administration web-site, printing information brochures, initiating topic TV programs. The |

|residents of Petrykivka community strive to expand their knowledge and gain new experience about other cultures, thus, contributing to the |

|enlargement of the intangible cultural heritage community supporters. The art of Petrykivka Painting which is nowadays well-known in the USA, |

|Canada, Austria, China, France, Germany, Japan, Russian Federation, Netherlands, Poland, Lithuania, Latvia, Belarus etc could more easily |

|spread to new countries and continents supporting the ideas of multiculturalism and cultural diversity as well as enriching the art itself with|

|new creative elements and innovative ideas. Besides, the appearance of the Pertrykivka painting on the international “artistic” arena will help|

|the Ukrainian folk art better with similar types of other nations’ craftwork. |

|How can inscription encourage dialogue among communities, groups and individuals? |

|Petrykivka community wishes to develop intercultural dialogue. |

|The inscription of the element into the Representative List, could help enforce intercultural dialogue of the Ukrainian nation with the |

|international community, promoting more effective relationship between the arts and crafts experts, thus making more constructive the dialog |

|between the scientific-research and educational institutions, museum communities, schools of professional painters and groups of volunteers and|

|amateurs who share the ideas of “Petrykivka” type of folk decorative painting. |

|It could also open new prospects for the Ukrainian craftsmen who might exchange their skills with other world and regional folk art community |

|experts, thus replenishing traditional Ukrainian crafts and engaging new promising youth into the group of prominent Ukrainian painting art |

|masters. |

|How can inscription promote respect for cultural diversity and human creativity? |

|Petrykivka community respects the representatives of other cultures, considers that it can contribute to cultural and artistic diversity as |

|well as enrich the treasury of the intangible cultural heritage of humanity. |

|3. Safeguarding measures |

|For Criterion R.3, the States shall demonstrate that ‘safeguarding measures are elaborated that may protect and promote the element’. |

|3.a. Past and current efforts to safeguard the element |

|How is the viability of the element being ensured by the concerned communities, groups or, if applicable, individuals? What past and current |

|initiatives have they taken in this regard? |

|With an active participation of Petrykivka community it was possible to carry out activities. There exist numerous cultural institutions in |

|Ukraine that help preserve and promote of Petrykivka Painting. This type of original decorative art is also popularized within the framework of|

|relevant events, such as local, national, sub-regional and international festivals and fairs, scientific conferences and folk art exhibitions. |

|Ongoing projects and activities in support of the Petrykivka Painting |

|1. Petrykivka Painting techniques are continued to be taught at the Petrykivka Secondary Art School (Petrykinka village, Dnipropetrivsk Oblast |

|(Region), Ukraine) founded in 1936 by Tetiana Pata, one of the founders and best representatives of this Ukrainian form of art. The students’ |

|Petrykivka craftwork products are being exposed at local, regional and international exhibitions. |

|2. Since 1991 there functions "Folk Art Center of Petrykivka Painting", an enterprise that continues to keep traditions of Petrykivka art. |

|3. In 2007 there started its history “Petrykivka Wonderland”, one of the most famous annual Ukrainian fairs initiated in Petrykivka village |

|(Petrykivka district, Dnipropetrovska Oblast (Region), Ukraine). The festival, that serves to popularize Petrykivka style and other types of |

|the Ukrainian craft works, is regularly organized under the auspices of the Dnipopetrovsk Oblast (Region) Administration, Petrykivka District |

|Council and State Administration. |

|4. Petrykivka District State Administration is also working on the General Plan of the Petrykivka village future development. To upgrade |

|tourist attractiveness of this administrative and territorial district of the Dnipropetrovsk Region of Ukraine experts suggest that a special |

|tourist objects’ infrastructure (including festival complex, ecologically green areas and enterprises as part of the “village green tourism”, |

|etc.) be established in the region. |

|May 22, 2011 – Petrykivka workshop was held as part of the "Chysti dzherela" museum event at the Dnipropetrovsk National Historical Museum of |

|D.Yavornitskiy square; |

|July 8, 2011 – on-site exhibition "Heredity generations" was held in Art Museum Bakhchisaray Historical and Cultural Reserve; |

|28 September–27 October 2011 – an exhibition of works of the masters of folk art center "Petrykivka was held in Dnipropetrovsk National |

|Historical Museum. D.Yavornitskiy"; |

|2 August - 9 October 2011 – an exhibition on 75th anniversary of Petrykivka art school was held Dnipropetrovsk Art Museum; |

|5-16 October, 2011 – an exhibition of folk art center "Petrykivka" was held in Petrykivka village; |

|September 3, 2011 – regional festival-fair "Petrykivsky dyvotsvit" with master classes and workshops on Petrykivka Painting was held in |

|Dnipropetrovsk; |

|1-15 October, 2011 – an exhibition of Petrykivka painting "Petrykivka – the Pearl of Ukraine" was held at the Cultural Center of the Embassy of|

|Ukraine in the French Republic; |

|Masters of Folk Art Center "Petrykivka" participate in regularly held in Kyiv nationwide promotional exhibitions "Pictorial Ukraine" and |

|"Easter Fair"; |

|Almost 3.000 children visited the Centre of Folk Art "Petrykivka" in 2011. |

|To further develop Petrykivka Painting the initiative on creating Petrykivka Community of Decorative and Ornamental arts covering |

|Dnipropetrovsk region territory has been recently discussed. |

|Among them there were: |

|- scientific studies of the origins and development of Petrykivka and other forms of folk art; |

|- ethnographic expeditions; |

|- steps to establish specialized library on Petrykivka Region folk arts studies; |

|- activities to unify the archives and audiovisual funds of Petrykivka Painting; |

|- activities on establishing database on ethnographic collection, art, documental and other materials relevant to Petrykivka Painting; |

|- organization steps to hold national, regional as well as international personal exhibitions of Petrykivka painters; |

|- steps to organize ethnographic folk art festivals, fairs, competitions. |

|To safeguard different representations of national craft work including Petrykivka Painting the Ukrainian authorities have adopted a range of |

|legislative acts. |

|Those that are in force today define state policy of the country with reference to folk art (The Law of Ukraine “On Artistic Folk Crafts” of |

|21.06.2001 №2547-III, “On professional creative workers and creative unions” of 07.10.1997 №554/97-VR), protect cultural heritage (The Laws of |

|Ukraine “On Cultural Heritage Protection” of 08.06.2000 №1805-III, “On museums and museum business” of 29.06.1995 №249/95-VR, “On culture” of |

|14.12.2010 №2778-VI). |

|There is also the Cabinet of Ministers of Ukraine Regulation “On the Realization of some Issues of the Law of Ukraine “On Arts and Crafts in |

|Ukraine” (№283 of March 13, 2002). |

|How will the States Parties concerned support the implementation of the proposed safeguarding measures? |

|The List (Register) of the Intangible Cultural Heritage of Ukraine was adopted by the Ministry of Culture of Ukraine on December 14, 2012 (# |

|1521). The document is to foster the process of preserving and safeguarding the intangible cultural heritage of the country |

|(). |

|Folk art and crafts have always been part of the daily life of the Ukrainian community adding to its unique cultural identity in the world. |

|Collaboration of public and governmental authorities leads to better safeguarding the art of Petrykivka Painting that is one of the clues that |

|helps understand the Ukrainian folk art history and ethnic traditions. |

|To this end, a range of activities both, at the governmental level and within numerous public organizations, is aimed at preserving Petrykivka |

|Painting, promoting this type of craft work through various training courses and programmes, popularizing it in the world as an important |

|element of the Ukrainian cultural heritage. |

|The idea to put the Petrykivka Painting on the Register of the Intangible Cultural Heritage of Ukraine has been initiated by the Head of |

|Petrykivka Regional Council Nataliya Kovalenko and the Head of Petrykivka Regional Public Organization “Petrykivka Comatriots” Kostyantyn |

|Bogomaz (see Annex II). |

|How have communities, groups or individuals been involved in planning the proposed safeguarding measures and how will they be involved in their|

|implementation? |

|Community of Petrykivka District is actively involved in creating a network of specialized tourist infrastructure facilities, organizing |

|permanent and travelling exhibitions of Petrykivka Painting to increase the interest of visitors, actively use existing resources to develop |

|"green" tourism. |

|Communities, commissions, groups of followers and volunteers are involved in the process of elaborating and improving the strategy of the |

|preservation of Petrykivka Painting as the cultural element. |

|Relevant public hearings and discussions are regularly held on the local and regional levels. Thematically they are being focused on how to |

|contribute to the protection and further development of the Petrykivka Painting by following State Regulations on the issue, recommendations of|

|the fine art experts. |

|Strategically they are aimed at working out new and/or improving old techniques of further popularizing and developing this folk art. Besides, |

|such tools as folk festivals, craft work exhibitions and conferences on the role of ceramics are held on local and regional levels in Ukraine, |

|written word are being used. |

|Since 1990 there functions a public organization, National League of Craftsmen in Ukraine that among other things patronizes the art of folk |

|decorative painting. The achievements in this sphere are reflected in the National League of Craftsmen in Ukraine magazine “Folk Art of |

|Ukraine” (FolkArt.kiev.ua). |

|and associations of painting masters acting in Petrykivka local and regional authorities as well as Dnipropetrovsk Oblast Administration. |

|Inscribing Petrykivka Painting nomination to the Representative List will help preserve and protect authenticity and creativity of this type of|

|folk art in Ukraine. |

|Access to certain specific aspects of intangible cultural heritage or to information about it is sometimes restricted by customary practices |

|enacted and conducted by the communities in order, for example, to maintain the secrecy of certain knowledge. Indicate whether or not such |

|practices exist, and if they do, demonstrate that inscription of the element and implementation of the safeguarding measures would fully |

|Petrykivka community is open for intercultural dialogue, activities related to the Petrykivka Paining do not violate the system of ethic norms,|

|behavior rules which was formed in the society on the basis of traditional spiritual and cultural values, ideas of the good, the honor, the |

|dignity, the civic duty, the conscience, the justice. Despite the fact that Petrykivka Painting as the type of folk art has its own peculiar |

|features that characterize the process of painting as well as the production of Petrykivka style craft work this type of Ukrainian folk art is |

|taught in the Dnipropetrovsk Institute of Arts and Crafts. Inscription of the nomination to the Representative List will contribute to better |

|knowledge and understanding of this cultural element. |

|The safeguarding mechanism applicable to the intangible cultural heritage stems from the Convention for Safeguarding the Intangible Cultural |

|Heritage that Ukraine became a part of on March 6, 2008. The Convention has the force of a law in Ukraine. |

|The transmission and practicing of know-how related to the Petrykivka Painting neither follow any conventions nor are regulated by any law. |

|There are no secrets surrounding this cultural element. Everybody can take theoretical knowledge about it or join the process of Petrykivka |

|Painting production. Nevertheless, only an individual empowered with specific professional skills can become a real rider of this type of folk |

|art. |

|5. Inclusion of the element in an inventory |

|For Criterion R.5, the States shall demonstrate that ‘the element is included in an inventory of the intangible cultural heritage present in |

|the territory(ies) of the submitting State(s) Party(ies), as defined in Articles 11 and 12 of the Convention’. |

|Identify the inventory in which the element has been included and the office, agency, organization or body responsible for maintaining that |

|inventory. Demonstrate that the inventory has been drawn up in conformity with the Convention, in particular Article 11(b) that stipulates that|

|intangible cultural heritage shall be identified and defined ‘with the participation of communities, groups and relevant non-governmental |

|organizations’ and Article 12 requiring that inventories be regularly updated. |

|The nominated element’s inclusion in an inventory should not in any way imply or require that the inventory(ies) should have been completed |

|prior to nomination. Rather, a submitting State Party may be in the process of completing or updating one or more inventories, but has already |

|duly included the nominated element on an inventory-in-progress. |

|In accordance with Art. 12 of the Convention for Safeguarding the Intangible Cultural Heritage in 2012 the element Petrykivka Painting was |

|inscribed into the Lists of Intangible Cultural Heritage of Dnipropetrovsk Region of Ukraine. Petrykivka community has sent the address to the |

|governmental authorities to inscribe this type of folk art into the national Register on safeguarding the intangible cultural heritage. |
