Scope and Content Notes
The collection contains the official files and papers of John F. Lehman, Jr., Secretary of the Navy from 1981-1987. The collection contains materials relating to John F. Lehman's tenure as Secretary of the Navy, 1981 - 1987. There is a minimal amount of material that falls into the category of personal papers. Included are subject files, appointment books, social files, correspondence, publications, press briefings, news releases, newspaper clippings, magazine articles, and conference materials. The files reflect Secretary Lehman's role in promulgating Navy policy and programs and document the changes associated with his administration of the Department of the Navy.
The official files and papers of John F. Lehman Jr., transferred to the Operational Archives in April and May of 1987 and February 1989, span the years 1973 to 1987. However, the bulk of the documentation dates from the period 1981-1987 when Dr. Lehman served as the sixty-fifth
Secretary of the Navy.
The collection is arranged by series. The eight series include: SECNAV Classified Files; SECNAV Appointment Books; SECNAV Social Files; SECNAV Correspondence Files; Publications; Press Briefings/News Releases; Newspaper Clippings/Magazine Articles; and Conference Materials.
Over half of the material consists of Secretary Lehman's subject files. The subject categories were selected by Secretary Lehman and he designated which file folders should be in each subject category. These files lend insight into crises management, defense budget appropriations, Department of Defense and Joint Chiefs of Staff reorganization, Navy policy and procurement issues, and programs for shipbuilding, aircraft, and weapon systems. These subject files contain memoranda, letters, handwritten and typed notes, briefings, speeches, reports, and extracts from published sources.
Secretary Lehman's appointment books and social files also provide coverage for the years 1981-1987. The seven appointment books give a day to day/hour by hour account of his official business activities. The social files are arranged chronologically by event and include guest lists, menus, entertainment agendas aid costs data on receptions, dinners, and cocktail parties hosted by Secretary Lehman in honor of foreign dignitaries, congressmen, and Navy, Marine Corps, and White House officials.
The remainder of the collection consists of a small amount of correspondence and published material. The published material includes studies, reports, newspaper clippings, and magazine articles on defense budget and programs, and the future role of the Navy.
SERIES DESCRIPTION.
SERIES I: SECNAV CLASSIFIED FILES, 1977-1987 [1981-1987], arranged alphabetically by subject. There is good coverage in the "Crises" category for the Beirut bombing/Long Commission and the Falkland Islands situation. An excellent source of information on Department of Defense and JCS reorganization is found in the "Organizational Issues" category. Documentation on Secretary Lehman's tenure is also available in the categories of "Policy Issues" and "Programs." His vision of "The 600 Ship Navy" is documented in the "Shipbuilding" category.
SERIES II: SECNAV APPOINTMENT BOOKS, 1981 - 1987, arranged chronologically by year. The books are a record of Secretary Lehman's schedule, activities, and travel itinerary on a day to day basis. They include the names of individuals or organizations with whom he met and in many cases the purpose of the meeting.
SERIES III: SECNAV SOCIAL FILES*, 1981 - 1987, arranged chronologically by date of an event. The files include information on receptions, dinners, and cocktail parties hosted by Secretary Lehman in honor of foreign dignitaries, congressmen, and Navy, Marine Corps, and White House officials.
SERIES IV: SECNAV CORRESPONDENCE FILES, 1984- 1986, arranged alphabetically by correspondent.
SERIES V, VI, VII, and VIII comprise printed material including: PUBLICATIONS; PRESS BRIEFINGS/NCWS RELEASES; NEWSPAPER CLIPPINGS/MAGAZINE ARTICLES; and CONFERENCES MATERIAL, 1973-1 984.

Historical Notes
BIOGRAPHY OF JOHN F. LEHMAN JR.
Born in Philadelphia, Pennsylvania, on September 14, 1942.
Bachelor's degree in international relations, 1964, from St. Joseph's College. Four years in Air Force ROTC.
Served three years in the Air Force Reserve while continuing his education at Cambridge University in England.
Bachelor's degree with honors law and a master's degree in international law and diplomacy, 1967, from Cambridge University, England.
Left the Air Force Reserve and accepted a direct appointment to the rank of ensign in the Naval Reserve in January 1968. Promoted successively to rank of commander.
Staff member of the Foreign Policy Research Institute, University of Pennsylvania, from 1967- 1969.
Special counsel and senior staff member to Dr. Henry Kissinger on the National Security Council from 1969-1974.
Doctorate in international relations, 1974, from the University of Pennsylvania. Delegate to the Mutual Balanced Force Reduction Negotiations in Vienna from 1974- 1975. Deputy Director of the U.S. Arms Control and Disarmament Agency from 1975-1977.
President of Abington Corporation.
Selected to be Secretary of the Navy on January 23, 1981. Confirmed by the Senate on January 29, 198 1. Took oath of office on February 5, 198 1. Ended service as Secretary of .the Navy on April 10, 1987.
Authored or co-authored several publications on national and international defense and foreign affairs subjects including: Arms Control, Ed. by J. E. Dougherty and J. F. Lehman Jr.; Arms Control for .the Late Sixties, Ed. by J. E. Dougherty and J. F.
