OFFICEPRO and Study Sparkz are pleased to respond to RFP #E194-1922 issued on May 29, 2015 to provide comprehensive training services for public procurement professionals for the Commonwealth of Virginia and other participating states. OFFICEPRO is the prime company and shall execute all agreements required to provide service and shall take the lead role in negotiating and delivering the scope of the work.

Once again, OFFICEPRO is pleased to respond to the above referenced RFP for Training for Procurement Professionals. As a recent software and soft skills training vendor to surrounding cities and counties, OFFICEPRO combines over 10 years of experience training for county and city governments with more than 31 years of experience providing cost-effective, end-user computer and soft skills training and class customizations to a broad variety of organizations such as yours. This experience ensures that, by awarding this contract to OFFICEPRO, the Commonwealth of Virginia employees will receive highquality, cost effective, technology training from a no-risk training vendor.

What sets OFFICEPRO apart from the competition are the quality of our trainers and materials, as well as the level of customer service that we provide to our clients. Our trainers are the best in the business and consistently receive excellent ratings when evaluated by our clients. Our instructor rating is typically 85% to 100%!

Each student in every hands-on training course conducted by OFFICEPRO receives a training manual that also serves as a convenient desk reference. We take a client-specific approach to training ? working with each client individually to ensure that the specifics of course content and scheduling meet the client's objectives. We customize each class by identifying each student's objectives and working through the day to meet those needs.

As understood from this RFP, OFFICEPRO is more than capable of delivering a variety of training courses from the introductory through advanced levels, as well as custom courses at any level to the

Commonwealth of Virginia staff. We offer virtual training classes and use a blended learning approach to enhance the student's classroom experience.

The team that has been assembled for this effort includes highly experienced and knowledgeable academic service providers and procurement professionals. All have a proven ability to deliver high quality, well designed training programs. Our proposal not only responds to the request (RFP #E1941922), issued on May 29, 2015, to provide comprehensive training and content development services in procurement, logistical, and supply chain-related areas, but also offers ways to build upon the services requested.

For example, we manage and store our course content on a SharePoint site, which serves as a customized learning management system (LMS) for our clients. We also have the ability to set up the LMS so that a lead user/administrator can see all of their participants' work and what progress they have made towards certification or course completion. The SharePoint site also means that ordering new classes or changing offerings can all be done online, making the whole process convenient for the administrators within the Commonwealth of Virginia and any other participating states.

Furthermore, we have long-standing working relationships with many universities including: UC Irvine, Harvard, George Washington, George Mason, and many others. This ensures our coursework is at the highest standards for industry and academia and enables us to tap into their resources to develop new custom content as needed.

Perhaps most importantly, we are highly experienced and flexible firm and can create customized courses or programs as needs vary from state-to-state, or change in the future.

OFFICEPRO has spoken with representatives from the International Association for Continuing Education and Training (IACET); the Project Management Institute (PMI); and the National Association of State Board of Accountancy (NASBA) regarding our course content. All three bodies stated that our content is appropriate for continuing education, and that at this time students taking courses with OFFICEPRO could submit a certificate of completion to the appropriate organization (IACET, PMI, or NASBA) to receive credit.

Furthermore, there are no requirements outlined in this proposal that cannot be met by OFFICEPRO. Contained within this response to the Commonwealth of Virginia's RFP there is amble documentation from course curriculum to instructor resumes to support the fact that OFFICEPRO can meet and exceed

2. Documentation

As stated in the above Executive Summary, included in this RFP are many examples, such as instructor resumes, course outlines and training model guides that will show that OFFICEPRO and StudySparkz are more than qualified to meet and exceed the Commonwealth of Virginia's training needs.

3. NASPO ValuePoint Master Agreement Terms and Conditions

OFFICEPRO and Study Sparkz (Offeror) have read and understand all of the terms and conditions in Attachment A NASPO ValuePoint Master Agreement Terms and Conditions.

4. Participating Addendum

OFFICEPRO and Study Sparkz (Offeror) understand that negotiating additional terms and conditions may be requireed when executing a Participating Addendum.
