This is to notify all interested parties that North Central Montana Transit is applying for $620,624.34 through the MDT Transit 5311 Operating Grant. The Operating Assistance Grant is under the Montana Department of Transportation's Operating Grant Program. The 5311 funding will be used for operating expenses associated with continuing to provide transportation services to the general public, elderly, and persons with disabilities. Introduction/Project Background

The Chippewa Cree Tribe is issuing this Request for Qualifications for firms interested in performing engineering services to assist The Housing Authority in the design and construction oversight of a project located on the Rocky Boy Indian Reservation. The scope of services which may be provided are generally described as follows:

The Chippewa Cree Tribe

has been awarded a grant to construct approx. 31 housing units on the reservation over the next 5 years. The homes will be constructed adjacent to Upper Box Elder Road between the College and the Health Clinic.

Additional Proposal Information:

A. Two (2) copies of your response must be received by the Chippewa Cree Tribe no later than 4:00 p.m. on March 13, 2020. Responses must be clearly labeled "Chippewa Cree Housing Authority RFQ Response" on the outside of the response package. B. Following the review and evaluation of all SOQ, the Housing Authority may select one or more consultants with which to enter into contract negotiations. An interview may also me requested to aid us in our selection of a consultant. C. The contract award(s) will be made to the qualified proposer(s) whose proposal is deemed most advantageous to the Chippewa Cree Tribe, all factors considered. Unsuccessful proposers will be notified int writing as soon as possible. D. This solicitation is being offered in accordance with Tribal requirements governing procurement of consultant services. Accordingly, The Tribe reserves the right to negotiate an agreement based on fair and reasonable compensation for the scope of work and services proposed, as well as the right to reject any and all responses deemed unqualified, unsatisfactory, or inappropriate. COMBINED NOTICE TO PUBLIC OF: FINDING OF NO SIGNIFICANT IMPACT AND INTENT TO REQUEST

RELEASE OF FUNDS To All Interested Agencies,

Groups and Persons:

On or about February 25, 2020, the Chippewa Cree Housing Authority will request the Department of Housing and Urban Development to release funds for the following project: The construction of thirty-one (31) 2 bedroom elderly housing units to include water, sewer, site work, roads and streets for project entitled Project MT 11-50, Senior Citizen Housing, IHBG201CMT06460.

An environmental review for the project has been performed by the Chippewa Cree Tribe and is available for public examination and copying at the office noted below. Based on the review, the Tribe has determined that a request for release of funds for this project will not significantly affect the quality of the human environment, hence an environment impact statement will not be undertaken under the National Environmental Policy Act of 1969 (PL91-910). All interested agencies, groups or persons disagreeing with

these decisions are invited to submit written comments for consideration by the Tribe prior to the above date. All comments so received will be considered by the Tribe prior to any administrative action or requesting release of funds on the date listed immediately above. The Chippewa Cree Tribe will undertake the project with funds from the Department of Housing and Urban Development IHBG201CMT06460. The Tribe is certifying to the Department of Housing and Urban Development that the Chippewa Cree Tribe and Mr. Harlan Baker in his official capacity as Chairman, consent to accept the jurisdiction of the Federal courts if an action is brought to enforce responsibilities in relation to environmental reviews, decision making and action, and that these responsibilities have been satisfied. The Chippewa Cree Tribe/Chippewa Cree Housing Authority may use the funds and the Department of Housing and Urban Development will have satisfied its responsibilities under the National Environmental Policy Act of 1969 and other environmental responsibilities listed in 24CFR Part 58. The Department of Housing and Urban Development will accept an objection to its approval of the release of funds and acceptance of the certification only if it is on one of the following basis: (a) if the certification was in fact executed by the Chief Officer or other officer of the applicant approved by the Department of Housing and Urban Development, (b) that the applicant's environmental review process; or (c) another Federal agency has submitted written comments pursuant to Section 309 of the Clean Air Act or Section 102 of NEPA. Objections must be prepared and submitted to Chippewa Cree Housing Authority, 75 Laredo Road, Box Elder, MT, 59521. Objections must be prepared and submitted in accordance with required procedure (24 CFR Part 58) and shall be addressed to Ms. Lori Roget, Grants Management Specialist, Northern Plains Office of Native American Programs, 1670 Broadway Street, Denver, CO, 80202. The release of funds on basis other than these stated above will not be considered by the Department of Housing and Urban Development, no objection received after 15 days from the date or request of funds listed above will be considered by the Department of Housing and Urban Development (March 15, 2020).
