The purpose of this position is to manage emergency preparedness and mitigation programs and projects, to implement and coordinate response and recovery activities and programs in support of state and federally declared disasters/emergencies, and to manage a wide variety of special plans, projects, and tasks related to each of the IOEM mission areas (prevent, protect, respond, and recover) for the State of Idaho. DUTIES AND RESPONSIBILITIES:1. Under the direction of the IOEM Mitigation Section Chief, manage the agency’s planning for preparedness, mitigation, response, and recovery programs and projects in support of the state’s all-hazard Emergency Management Program. Develops and implements the State Hazard Mitigation Program through a variety of methods, to a wide range of audiences, as a Mitigation Planner. Coordinate and implement preparedness goals and objectives as outlined in the State and Federal Agreement, the State Disaster Preparedness Act, Federal Code of Regulations and other statutes and instructions with limited supervision. Drafts, reviews, and suggest changes to the State Hazard Mitigation Plan, Standard Operating Procedures, and other documents that provide state and local guidance for implementing preparedness, and mitigation activities that protect Idaho’s citizens from natural and man-caused disasters, including terrorism and the use of weapons of mass destruction. Contributes information and feedback to the EMAP accreditation process. Drafts, reviews, and supports changes to local Hazard Mitigation Plans and other planning documents that provide local guidance for implementing preparedness, mitigation, and response activities that protect Idaho’s citizens from all hazards. Provides hazard mitigation program training for county, tribe, and state officials as well as elected officials. Assists training and exercise specialists with planning and developing exercises to test federal, state and local mitigation plans. May serve as an exercise evaluator or controller for the emergency management exercise program. Meets with local emergency management coordinators, agency leaders, private industry, and elected officials to facilitate mitigation planning program goals and objectives to fulfill IOEM missions and assignments. Manages and coordinates Idaho’s Mitigation Grant Programs by working directly with federal, state and local government representatives. Supports the IOEM Mitigation Section Chief by ensuring performance milestones are met, and reporting and financial responsibilities comply with federal and state guidelines and regulations. Serves as acting IOEM Mitigation Section Chief in the absence of the designated section chief. 2. Provides advice and works with the IOEM technology specialist and Public Information Officer (PIO) for webpage design, development, and maintenance to ensure internal and external communications of IOEM programs are current and timely. Works with IOEM and Military Division IT as a permanently assigned project team member to develop and produce grants portfolio data base products. 3. Prepares for and performs in a leadership position during state or federally declared disaster/emergency in the IDEOC and/or the Department of Homeland Security (DHS) Joint Field Office (JFO). Provides strategic guidance and oversight for the Mitigation Assistance Program. Provides leadership to meet the overall disaster mission and goals as defined by the State Coordinating Officer (SCO) and/or the Bureau Chief. Presents program briefings detailing the technical aspects of the Hazard Mitigation Program and their interface with other disaster assistance programs. Ensures a good team working environment that ensures open and candid communications within the federal and state responders. 4. Serves on special project working groups as the direction of the Bureau Chief, Preparedness and Protection Branch Chief, and Mitigation Section Chief in the area of emergency management programs. Serves as the alternate IOEM mitigation program representative to the Silver Jackets agency working group. Incumbent is the designated alternate point of contact (POC) for the State Earthquake Program, alternate POC for the Western States Seismic Policy Council (WSSPC), and serves as a permanent member of the Idaho Lands Resource Coordinating Council (ILRCC). May receive floodplain management training, become a certified floodplain manager (CFM), and participate in the Association of State Floodplain Managers (ASFPM) and the Idaho chapter of the Northwest Floodplain Managers Association (NORFMA).5. On a voluntary basis, attends training and performs duties as the on-call IOEM HAZMAT Duty Officer several times per year, on a 24/7 weekly basis, in accordance with established rotation schedule. Facilitates emergency conference calls with Local Incident Commanders, and other supporting agencies. Upon request, coordinates federal resources, and coordinates and approves state resources available to assist in the response. Ensures the Idaho Hazardous Materials/Weapons of Mass Destruction (WMD) Incident Command and Response Support Plan is properly executed.6. Performs other related duties as necessary or assigned. Deploys as directed to a designated Emergency Operations Center at a local, state, or federal level during federally declared disasters.? Upon activation of the Idaho State Emergency Operations Center (IDEOC), performs duties as directed by the IOEM Deputy Chief.? During activation of the IOEM’s Continuity of Operations (COOP) Plan, may perform as member of Advance Echelon party (ADVON) and/or other supporting COOP role as required.SUPERVISORY CONTROLS: Work is performed under the general supervision of the IOEM Mitigation Section Chief. Receives broadly defined tactical assignments that support the overall strategic goals of the Mitigation Section, and Preparedness and Protection Branch, and IOEM organization. Works independently to define overall project objectives, schedule and cost estimates to fulfill assignments. Sets own priorities within general guidelines and carries out assignments using applicable regulations, policies, and directives.PERSONAL WORK CONTACTS: May be required to deal with citizens, government officials and organizations under emotional distress as a result of the loss of lives and personal property. Requires extensive communications and contact with IOEM staff, state agency personnel, local government officials, elected officials and citizens in one-on-one meetings as well as large meetings such as town meetings. WORKING CONDITIONS / PHYSICAL EFFORT: Majority of day-to-day work is performed in an office environment. Working in the response and post disaster environment may require the incumbent to travel extended distances to find meals and hotel accommodations. May be required to work in adverse and hazardous conditions and inclement weather. May involve lifting and carrying up to 40 pounds and walking for extended shifts through urban and remote areas that have been affected by natural or human-caused events. May be required to deal with citizens who are under extreme emotional distress. Duties periodically require overnight stays and extended periods of travel within and outside of the State of Idaho. May be on call after normal work hours to respond to emergencies and may be required to deploy to the field.
