Use Case: UC10.03.01 / Determine Provisional Ballot Status Online
|Attribute |Details |
|System Requirements: |S29.5 The VoteCal public website must allow voters who have voted a provisional ballot to determine if their ballot was |
| |counted and, if not, the reason it was not counted. |
|Description: |The purpose of this use case is to enable a public user to Ddetermine if a provisional ballot was counted, and, if not, the |
| |reason it was not counted. |
|Actors: |Public User |
|Trigger: |Voter (Public User) initiates the use case when they want to determine the status of their provisional ballot. |
|System: |VoteCal Public Website |
|Preconditions: |Voter should know the unique ID (Provisional Ballot ID) for the provisional ballot they used to vote. The voter should be |
| |given this ID at the time of voting (e.g., printed on a tear-out stub on the provisional ballot). Without this ID, there is no|
| |way to check the status of the provisional ballot. |
| |All global preconditions apply. |
|Post conditions: |All global post conditions apply. |
|Normal Flow: |User goes to the VoteCal Public Website. |
| |System presents UI10.xxx VoteCal Public Website Splash Screen. |
| |User selects “Check Status of Provisional Ballot”. |
| |System presents UI10.xxx Check Provisional Ballot Status screen. |
| |System generates CAPTCHA image and characters. |
| |User enters the following information (* required): |
| |County* |
| |Provisional Ballot ID* |
| |Re-enter Provisional Ballot ID* – repeated for verification and to guard against incorrect entry |
| |Characters shown in the CAPTCHA image* |
| |System queries the Provisional Ballot History record associated with the Provisional Ballot ID, and validate that the provided|
| |County is correct. |
| |If a matching record is found, System presents the status contained in the Provisional Ballot History record. Possible values |
| |for status are: |
| |Pending |
| |Counted |
| |Rejected |
| |If the status is ‘Rejected’, system queries for the reason it was rejected and presents it to the user. |
| |If no matching records are found, System presents an error message to the voter, directing them to contact their county for |
| |more information. |
| |System will use the voter-selected County to select and display the phone number for the voter’s county. |
| |The system should also display a message to the user indicating that the information is subject to change until the canvass is|
| |complete. |
|Alternative Flows: |N/A |
|Exceptions: |N/A5a. If the voter selects a County that does not have serial number tracking (see Assumption below), an error message with |
| |County contact information will immediately be displayed. |
|Includes: |N/A |
|Frequency of Use: |November 2008 election: of the 49 counties that reported to an informal survey, there were 636,782 provisional ballots issued.|
| |Pending policy decision on whether counties will all use serial number identification on provisional ballots. TBD how many |
| |provisional voters will access the public access website, and how many times per provisional voter. |
|Business Rules: |The CAPTCHA entry must match the generated characters in order to proceed. The Provisional Ballot ID is the only means of |
| |tracking the status of a provisional ballot. The Provisional Ballot ID may not be unique statewide, but should be unique |
| |county-wide. |
|Assumptions: |The Provisional Ballot ID is the only means of tracking the status of a provisional ballot. The Provisional Ballot ID may not |
| |be unique statewide, but should be unique county-wide.Pending policy decision regarding whether all counties will provide a |
| |serial number to provisional voters. This use case assumes that no other look-up mechanism is available to voters. |
|Notes and Issues: |Discuss with counties what their business process is for handling provisional ballots. Do counties give out contact |
| |information for provisional ballot voters to check status? |
| |Discuss with counties how long following an election that provisional ballot status information should be available. For |
| |example, should access be provided for only X days following an election or, at the other extreme, should voters have the |
| |capability to look up any provisional ballot that they have ever cast? |
| |Check with counties if the Provisional Ballot ID is indeed the only means of tracking the status of a provisional ballot. Is |
| |it ever associated with voter participation history or some other record in the EMS database? What information is entered into|
| |the EMS for provisional ballots? |
| | |
| |Ask counties what other data can be provided in lieu of “County” in order to identify the Provisional Ballot ID. This is for |
| |when the voter does not know what their county is. |
| |We need to determine if a CAPTCHA solution is necessary here, and, if so, find a CAPTCHA solution that is acceptable to SOS in|
| |terms of features, pricing, support, etc.N/A |
