CHAPTER 2. MASTER RECORDS AND MASTER RECORD INQUIRY PROCEDURES
SUBCHAPTER I. MASTER RECORDS
2.01 GENERAL
a. Transactions processed in the BDN may either establish a computer record or change an existing record. The character and extent of the information contained in these records is determined by the type of master record. Knowledge of current data, maintained on the Hines BDC computer magnetic tape records and BDN disc file is essential for the proper entry of data and processing awards. When determining the need for entry of specific data on any screen, remember that the underlying principle of computer processing assumes that, unless changed by input or updating of future segments, data existing in a master record will be retained unchanged. Basic system concepts include:
(1) BDN processes with a disc file that is a duplication of data from the Hines master record. Therefore, when each cycle is run at Hines, the master record data on the BDN disc file are not current with the Hines master record until the cycle update of the BDN disc file is accomplished. To see if the BDN disc file is current, enter the command STAT for display of the S94 Screen providing BDN System status for C&P and/or CH 34/35 files. To review the status of CH32, CH31 and CH30 as displayed on the S95 Screen, enter the command STAT and screen number S95.
(2) Data, once introduced, are retained in the master record unless replaced by positive (including zeroes) data. With BDN amended award processing, the master record data are displayed for the award data entry screen requested. If a field with data is blanked out, including through use of the Erase End Of Field (EOF) key, the data will be deleted from the master record.
(3) Transfer of significant data to the BIRLS subsystem when type E master records are purged.
(4) The postaudit of all records (primary and secondary) under the same file number after the input transactions have been fully processed to update the master record for auditing and balancing of the entire case.
b. The C&P Master Records File is the principal file containing the complete case record data for the C&P system under the following six types:
(1) Type A, Veteran Records. If there is an award (including an award to an apportionee) of disability compensation or pension, Naval pension or emergency officers' retirement pay, there must be a type A master record under payee 00 (veteran) containing all the input data furnished from the award to or for the veteran and the disability rating decision. These records may be in a running, suspended or nonpay status.
(2) Type B, Death Records. A type B record is established for each award of death compensation, death pension or DIC to a surviving spouse, parent or child.
(3) Type C, Disability Apportionee Records. Each type C master record gains its statistical support from the type A master record in the case and will neither be processed nor maintained without an existing or simultaneously created type A master record. These records contain only sufficient data to identify the particular account and to provide for payments as authorized.
(4) Type D, Accounts Receivable or Trust Fund Records. Type D master records are created and maintained only if there is no existing type A, B, C or F master record for that payee. They are established only if there is an overpayment or PFOP or FDIB balance existing or created at the time the account is terminated or if established by a separate input transaction introduced by the Finance activity.

Type D master records contain, in addition to the necessary basic identifying data, the amount of the PFOP or FDIB balance or accounts receivable, month and year established and the reason.
(5) Type E, Terminated Records. Type E master records are temporary records maintained in the C&P master record file at the termination of type A, B, C or F master records, usually only through the end of the sixth month following the month of termination. They are then purged from the active master file. At the time of purge, partial data from a type A record are sent to the BIRLS subsystem for storage in the ICP segment. If an accounts receivable or PFOP or FDIB balance exists, a type D record is substituted in the active master record file at the time of the purge.
NOTE: A type E record is created by the processing of a change of file number and remains on the file until the first EOM run after the next Treasury updating cycle.
(6) Type F, Death Apportionee Records. Each type F master record gains its statistical support from the payee 10, surviving spouse (primary), type B master record and can exist without the payee 10 master record only under an error condition.
(a) If a payee 10 record is terminated, computer processing changes all type F records to type B. Any action terminating a payee 10 award must be accompanied or followed by appropriate action to adjust or terminate the apportionee awards. Otherwise, the type F records, converted to type B records at apportioned rates, will be carried under an audit error condition with notice to the field station requiring replacement of the terminated type B record (actual or record purpose) or an amended award authorizing the non-apportioned rates.
NOTE: Under Improved Pension a child not in custody of the surviving spouse (as defined by 38 CFR 3.252(e)(2)) may have independent entitlement. Thus, a secondary type B (rather than a type F) record will be created for such child unless he or she is in receipt of a protected apportionee rate. See part IV, paragraph 20.48.
(b) The statistical segment of a terminated primary record will be moved to the type F record with the lowest payee number, making that record the leading type B record. The other type F records, if any, will be simultaneously changed to secondary (additional) type B records.
c. Records for accounts on cases in the Manila regional office are established and maintained in the Hines BDC master record file as "No-Pay" records as payment for these cases must be made outside the computer system. These records are as complete as any record for which system payment is made and include a name and address field.

2.02 MASTER RECORD INQUIRY
A master record inquiry retrieves data stored in a specific record in the BDN master record file. This file is designed to permit rapid access to information. The BDN master record file does not contain some of the data used by the Hines BDC to generate pay tapes to Treasury. Not all the information stored in the BDN master record is displayed on the inquiry screens.
2.03 ACCESS PROCEDURE
a. The minimal entries required on the Ready Screen for a master record inquiry are:
(1) The inquiry command, MINQ,
(2) The operator's password and
(3) The file number.
b. Any or all of the items listed below may be used in combination with the basic access data to narrow the inquiry search to a specific payee and benefit.
(1) Screen Number. With the exception of M00 and M01 Screens, the screen number limits access to a particular benefit. The list below shows the screens available for a C&P Master Record Inquiry.
M00 - Master Record Inquiry Screen Selection

(2) Payee Number. An entry in this field limits the search to the record for a specific payee number.
(3) Benefit. The search may be limited to the C&P system by entering one of the following codes in the BENEFIT field:
CPL = Live C&P
CPD = C&P Death Benefit
c. Any entries in Ready Screen fields other than those shown in subparagraphs a and b above will be ignored by the BDN system if a master record inquiry is performed.
2.04 RESPONSE
If the requested record exists in the BDN master record file, one of the following screens will be displayed.
a. M00 - Master Record Inquiry Screen Selection. This screen is displayed if the requested benefit record, based on the screen number entered in the NEXT SCREEN field, is not the one stored in

the BDN file. A message will appear in the lower left corner of the M00 Screen indicating the benefit selected
is not of record. The existing benefit record type will be shown on the second line of the screen between the file number and the payee name. The operator may choose the correct benefit screen by entering the screen number in the NEXT SCREEN field in the lower right corner.
b. M01 - Deduction/Receivable/Balance Data. This screen is displayed only if requested. See the exception listed under paragraph 2.07.
c. S02 - Payee Selection Screen. This screen is displayed if more than one record exists for the file number and the operator has not specified a particular screen or benefit type. The screen is also displayed if there is more than one payee and a payee number was not entered. The operator must request the payee he or she wants by placing X (or any other positive entry) next to the appropriate line and depressing the ENTER key.
d. M11 - C&P Master Record Status. This screen is displayed if specifically requested or if one of the following conditions exists:
(1) C&P is the only record for the file number requested and no screen number was specified on the Ready Screen.
(2) Data entered on the Ready Screen caused the selection of the C&P record and no screen number was specified.
(3) A C&P record was selected from the S02 Screen and no screen number was specified in the NEXT SCREEN field.
e. M12 through M16. If a C&P record exists, the M12 through M16 Screens will be displayed if requested.
2.05 DISPLAY MESSAGES
If the requested record is not displayed, the Ready Screen will show one of the following messages on the next-to-last line. (Also see MP-6, pt. XXV, supp. no. 4.1, par. 101.04 for general Ready Screen reject messages.)
MESSAGE EXPLANATION
REJECT-PARAMETER ERROR Displayed if:
a. The file number is not entered on the screen or
b. There is a conflict between the data entered for
benefit type and screen number.
If the operator wishes to continue, he or she should review
the screen entries, furnish the correct or missing
data, reenter the password and depress the ENTER key.
REJECT-MISSING PASSWORD The operator did not enter his or her
(or) REJECT-INVALID PASSWORD password or entered an incorrect one.

CP&E DATA PATH NOT The CP&E files are not available. The availability of
AVAILABLE the CP&E files is shown on the BDN System Status
Screen.
CP&E EXPERIENCING One of several technical problems exists.
PROBLEMS AT THIS TIME The operator should not resubmit the inquiry but
should notify the STO instead.
READ ERROR ON CP&E When data were transmitted from the BDN
MASTER-PLEASE RETRY master record, a technical problem (which precludes
data display) was encountered. If, after two attempts, the inquiry cannot be completed, notify the STO.
UNAUTHORIZED ACCESS A file contained on the sensitive listing has been
SENSITIVE FILE requested. See MP-6, part XXV, supplement
number 3.1, Security, for information.
NO POWER OF ATTORNEY A veterans service organization representative
OF RECORD has requested a record for which no power of
attorney (POA) is shown in the record.
NO POWER OF ATTORNEY The master record contains a POA code different
FOR (code for the from the organization code of the service
organization) representative who requested the record. The master
record cannot be reviewed by a service representative
unless the POA in the master record is the same as
that of the service representative requesting the record.
MASTER DOES NOT EXIST The record requested is not in the BDN
AT HINES master files. A record can exist at BDC Hines and
not be in the BDN master files. If a CP&E master
record is created, there is a short delay (up to several days) before the BDN master record is created.
2.06 INACTIVE C&P MASTER RECORDS
Inactive compensation and pension master records are neither maintained nor displayed on the BDN system. Terminated (type E) C&P records not containing an accounts receivable are maintained in the Hines active master files for a period of 6 months. After the expiration of this period the record is purged from the file during EOM processing. The appropriate data are transferred to the Austin DPC for inclusion in the BIRLS system.
2.07 MOVEMENT BETWEEN SCREENS IN THE SAME RECORD
a. The Video Display Terminal (VDT) operator may move between screens in the same record or, if the same payee has both a C&P and education record, move from one screen or record to another by:
(1) Entering the desired screen number for the other benefit record in the NEXT SCREEN field (located in the lower right corner of the screen) and

(2) Depressing the ENTER key.
EXCEPTION: The only exception to the procedure concerns the M01 Screen. If both education and C&P records exist, the accounts receivable can only be displayed for one benefit record at a time. For example, if a C&P screen is displayed and an education accounts receivable is desired for review, the operator must request an education screen (beginning with M21) first. Once the other record is acquired, the M01 Screen may be requested.
b. BDN will perform a search for the other record and display the screen if it is stored in the BDN master file.
NOTE: If the operator wishes to request a listing of all MINQ screens, M00 should be entered in the NEXT SCREEN field.
c. If there is no other record for the same payee, the M00 Screen will be displayed.
2.08 MOVEMENT FROM ONE PAYEE TO ANOTHER
a. If the same file number has several payees, it is not necessary to return to the Ready Screen to review a different payee's record. Instead the operator may:
(1) Move the cursor to the NEXT SCREEN field,
(2) Enter S02 and
(3) Depress the ENTER key.
b. If no other payee exists, the original screen will be redisplayed. If multiple payees exist, the S02 Screen will be displayed. The operator need only place an X beside the desired record and depress the ENTER key. Depending on the type of record, the M11, M21 or M25 Screen will be displayed for that payee.
