Service Contract Labor Standards:

a. The Service Contract Labor Standards (SCLS) is applicable to this contract and as it applies to the entire MAS Schedule and all services provided. While no specific labor categories have been identified as being subject to SCLS due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29CRF 5413.300), this contract still maintains the provisions and protections for SCLS eligible labor categories. If and/or when the Contractor adds SCLS labor categories / employees to the contract through the modification process, the Contractor must inform the Contracting Officer and establish a SCLS matrix identifying the GSA labor category titles, the occupational code, SCLS labor category titles and applicable wage determination (WD) number. Failure to do so may result in cancellation of the contract.

2. Maximum Order: $1,000,000.

This established threshold does not limit the total dollar value of an order but it provides a base price for the Government customer to seek a price reduction from Patriot Enterprises.

3. Minimum Order: The minimum dollar value of orders to be issued is $100.

4. Geographic Coverage - The geographic scope of this contract is the 48 contiguous states, the District of Columbia, Alaska, Hawaii and the Commonwealth of Puerto Rico, all U.S. Territories and overseas. Patriot Enterprises will provide domestic and overseas support services.

6. Discounts from list prices or statement of net price: Government Price includes discounts already deducted.

7. Quantity Discount – None.

8. Prompt Payment Terms - Prompt Payment terms are Net 30 Days. Payment under the blanket purchase orders will be made monthly or quarterly upon agreement, except where cash payment procedures are used. Invoices shall be submitted separately to each Government office ordering services under the contract.

9. Government Credit Cards:

a. Government Credit Cards are accepted at or below the micro-purchase threshold.

b. Government Credit Cards are also accepted above the micro-purchase threshold.

11. Delivery Time

a. Time of Delivery: Will be based on the Awarded Task Order and will be in accordance with the RFQ.

b. Expedited Delivery: Will be based on the customer’s request for expedited delivery to meet their requirements.

c. Overnight Delivery: Will be based on the customer’s request to meet their requirements.

d. Urgent Delivery: When the Federal Supply Schedule contract delivery period does not meet the bona fide urgent delivery requirements of an ordering agency, agencies are encouraged, if time permits, to contact the contractor for the purpose of obtaining accelerated delivery. The contractor shall reply to the inquiry within 3 workdays after receipt. (Telephonic replies shall be confirmed by the contractor in writing.) If the contractor offers an accelerated delivery time acceptable to the ordering agency, any order(s) placed pursuant to the agreed upon accelerated delivery time frame shall be delivered within this shorter delivery time and in accordance with all other terms and conditions of the contract. SECTION 2 – GSA MAS SCHEDULE SCOPE OF WORK

These services will facilitate agencies’ response to dynamic, evolutionary influences and mandates and will enable them to meet and improve mission performance requirements. As these influences and mandates evolve, or are enacted, it is anticipated that the specific support provided by contractors under this schedule will evolve accordingly. These efforts should ultimately result in increased customer satisfaction and enhance the public’s confidence in their government.

Some examples of these influences and mandates are the Government Performance and Results Act; Federal Acquisition Streamlining Act, government re-invention or business improvement initiatives such as improving customer service, benchmarking and streamlining; strategic sourcing; downsizing; and privatization.

Offerors shall propose and contractors shall provide professional services to assist agencies in accomplishing Professions Services business efforts.

Services covered include: Consulting Services; Facilitation Services; Survey Services; Training Services; Acquisition Management Support Services; Program and Project Management Services; and new services.

The acquisition of professional services covered by other GSA Schedules is permitted under MAS as long as the services are incidental to the overall business service requirements and are directly linked to the successful performance of the task

There are no specified definitions of the term “incidental;” this determination shall be made by the responsible ordering agency Contracting Officer.

Total price for all services will be established at the time the Order is placed and will be based on the prices offered herein. The estimated number of hours negotiated with the ordering agency and the labor categories provided will be shown on the resultant Task Order. If the agency Contracting Officer chooses to purchase from this SIN on a Labor Hour basis, the resultant Task Order shall specify the not to exceed price, based on the Labor Categories proposed with the hourly and daily rates for each labor category, and any applicable Other Direct Costs (ODCs).

If a firm fixed price delivery order is used, the total price will be established at the time of the delivery order and will be based on the prices offered herein. Patriot Enterprises will indicate any quantity discount, if applicable. If the agency Contracting Officer chooses to purchase from this SIN on a Labor Hour basis, the resultant Task Order shall specify the Not To Exceed price, the Labor Categories proposed with the hourly and daily rates for each, and any applicable Other Direct Costs (ODCs).
