The Service Contract Act (SCA) is applicable to this contract and it includes SCA applicable labor categories. The prices offered are based on the preponderance of where work is performed and should the contractor perform in an area with lower SCA rates, resulting in lower wages being paid, the task order prices will be discounted accordingly.

Subject Matter Expert II

Minimum Education: Bachelors Degree

Functional Responsibility: Provides expert-level domain and functional consulting, analysis, methodological and design support to complex LOGWORLD projects. Has extensive knowledge in an area of specialization that is necessary for effective implementation of the LOGWORLD projects.

Program Manager III

Minimum/General Experience: Eight years of experience in managing and administering LOGWORLD consultative, facilitation, survey and training services task orders; with demonstrated success in managing and supervising all levels of LOGWORLD project personnel.

Minimum Education: Bachelors Degree

Functional Responsibility: Plans, organizes, and controls the overall activities of one or more LOGWORLD task order under the direction of the Program Manager. Responsible for project management, configuration management, technical work, quality of work, scheduling, and costs associated with a specific project. Requires knowledge of and the ability to originate and apply new and unique methods and procedures to minimize costs and maximize efficiency in achieving the requirements of the project. Functional Responsibility: Technical and/or management experience, from inception to deployment, of large-scale complex logistics projects. Specialized experience includes demonstrated experience managing a program or project team responsible for projects similar to the functional or technical areas defined by the solicitation or in one or more of the following areas: Supply and Value Chain Management; Distribution and Transportation Logistics Services, Deployment Logistics, and/or Logistics Training Services. Must be able to demonstrate experience managing the use of applicable methodologies and tools. Must be able to demonstrate exceptional written and oral communications skills, including project plans, white papers, proposals and formal presentations. Technical Writer III

This writer interviews production and engineering personnel and reads journals, reports, and other material to become familiar with product technologies and production methods, and reviews manufacturer’s and trade catalogs, drawings and other data relative to operation, maintenance, and service of equipment.

Studies blueprints, sketches, drawings, parts lists, specifications, mockups, and product samples to integrate and delineate technology, operating procedure, and production sequence and detail, organizes material and completes writing assignment according to set standards regarding order, clarity, conciseness, style, and terminology; and reviews published materials and recommends revisions or changes in scope, format, content, and methods of reproduction and binding. This worker may perform the following tasks: maintain records and files of work and revisions, select photographs, drawings, sketches, diagrams, and charts to illustrate material; assist in laying out material for publication, arrange for typing, duplication and distribution of material, write speeches, articles, and public or employee relations releases, edit, standardize, or make changes to material prepared by other writers or plant personnel. Functional Responsibility: Revises or writes standardized material for reports, manuals, briefs, proposals, instruction books, catalogs, and related technical and administrative publications concerned with work methods and procedures, and installation, operation, and maintenance of machinery and other equipment. This worker receives technical direction from supervisor or senior writer, notes or manuals containing operating procedures and details manufacturer's catalogs, drawings and other data relative to operation, maintenance, and service of equipment. Functional Responsibility: Specialized experience in material management, to include material receipt, storage, shipping and distribution, and documentation of these transactions. Must be capable of operating an automated material management system and then producing and distributing various detailed and management-level reports from this system. Performs periodic material inventories and develops and produces reports of actions taken and inventory results. Performs customer service by receiving material requests, ascertaining detailed requirements, providing regular material status both verbally and in writing, and providing end product delivery.

Analyst II

Minimum/General Experience: Four years of experience applying sophisticated technical and management systems analysis methods to define and develop solutions to complex consultative, facilitation, survey or training problems and issues. Demonstrated success in the technical direction of large multi disciplinary project teams.

Functional Responsibility: Experienced in the coordination required for the overall life cycle management of spare items and equipment. Experience includes efforts involved in determining buy and repair requirements, close coordination with warranted buyers in initiating procurement actions, locating and evaluating sources of supplies, ensuring that adequate inventories are maintained, issuing purchase orders, maintaining item status, budgeting and managing funding for items. Reports on status of inventories, addresses customer problems and vendor deliveries. Functional Responsibility: In addition to secretarial duties (filing, taking phone calls, scheduling appointments, making travel arrangements), this position will provide administrative support to executive staff with office management responsibilities to include budgeting, personnel records and payroll.
