BACKGROUND INFORMATION/GENERAL:

The purpose of this project is to provide Janitorial and Grounds Maintenance Services at the Department of Transportation’s (MDOT) Rest Areas and Roadside Parks in the North, Grand, and Bay Regions.

The locations are: Bay Region: Alger Rest Area, Omer Road Side Park, Standish Road Side Park, Ithaca Rest Area, Clio Rest Area, Dodge Road Rest Area, Bay Rest Area Linwood Rest Area, Fenton Rest Area, Five Lakes Rest Area, Swartz Creek Rest Area, Lennon Road Side Park, Grand Region: Nunica Rest Area, Hudsonville Rest Area, Portland Rest Area, and Saranac Rest Area. North Region: Eckert Rest Area, Loon Lake Rest Area, Hartwick Pines Rest Area, Four Mile Road Rest Area, Vanderbelt Rest Area, Houghton Lake Rest Area, Higgins Lake Rest Area, and Nine Mile Rest Area, Rau Road Rest Area.

The RFP package was placed on the Bid4Michigan website on February 4, 2011. Questions were due on February 28, 2011. The deadline for responses was March 14, 2011 @ 3:00 p.m.

Bilt Tuff Construction

Statement of Work (Article 1) Score 30/30

For each rest area all janitorial personnel will have a one day training session even if the State does not decide to require it. This will be necessary to get every new staff member properly trained in a timely fashion and also to ensure the quality to the work. This training session will also include how to properly use and dispose of hazardous materials/chemicals, including proper labeling, to guarantee the health and safety of Bilt Tuff’s employees. Bilt Tuff will post the required cleaning processes and ground maintenance schedule that this RFP provided in Attachment A in the maintenance room so that all staff can read their required duties for the day, week and month.

Bilt Tuff understands that we must provide certain snow removal equipment, lawn care equipment, maintenance equipment, a utility room phone and must comply with all laws, ordinances and regulations. All permits, codes and industry rules will be followed. Bilt Tuff will keep the CCI up to date if emergencies occur, damages to MDOT property and report vandalism and illegal dumping.

All janitorial staff will be hired new to Bilt Tuff. These employees will be qualified individuals either in education, experience or both. They will all undergo a background check in order to ensure the safety of the facilities. No staff will be discriminated because of their sex, race or background. All staff will follow the instructions provided in Attachment A. Bilt Tuff will hire 5 people at each rest area with each person working approximately 30 hours per week. The project manager will work side by side with the site supervisor. He will make sure that all duties that the site supervisor is required to perform are being completed correctly and efficiently. Bilt Tuff’s project manager will be Justin Miller co-owner of the company. The site supervisor will be Robert Miller, co-owner of Bilt Tuff. He is qualified with several years of janitorial and managerial experience. See the enclosed resume in Article 4.013. The site supervisor will visit each rest area at least 3 times per week, however, due to the hiring of all new staff the site supervisor will visit each rest area a minimum of 5 times per week in order to ensure that all duties are being performed correctly and efficiently.

Financial Stability (3.043) Score 13 /15

Bilt Tuff currently has a steady flow of income from its current projects. Provided profit & loss statements for 2009 & 2010. Bilt Tuff is currently working with Chemical Bank, commercial loan office to secure loans that are necessary to cover the cost of payroll for a period of 3 months or until Bilt Tuff is paid by the State for the rest area contract.

The following deficiency was noted:

Proposal did not indicate financing had in fact been secured from Chemical Bank.

Conclusion: Bilt Tuff Construction passed the technical evaluation receiving 96/100 pts. Therefore, the pricing proposal was reviewed.

Great Lakes Municipal Services

Statement of Work (Article 1) Score 20/30

Bidder simply agreed to the Scope of Work and Deliverable (Article 1.021, & 1.22), as well as Roles and Responsibilities (Article 1.030) and Project Plan (Article 1.041).

The following deficiencies were noted:

No substantive detail was provided for how the scope of work and deliverables would be performed as well as the Contractor Roles and Responsibilities. Finally, no substantive information was provided as to the Project Plan relative to delivering the requested services.

Bidder Information (4.011) Score 12/15

LLC sole ownership established two years ago. Organization formed in the State of Michigan, and headquartered in Hope, MI. Previous year sales volume provided and anticipated sales figures for year two as follows: $6,500.00-$26,000.00. No sales figures to report for the first year in business.

Bidder discussed two contracts they currently hold with SMART and Bangor-Monitor Metropolitan Water Authority and the description of these accounts were quite brief.

Staffing (1.031 & 4.013) Score 15 /20

Bidder simply agreed to the Staffing section (Article 4.013). A statement was made that Great Lakes Municipal Services will post a job notice with Michigan Works and also post notices in local newspapers within 20 miles of the rest areas for which we submitted proposals. Great Lakes Municipal Services will also advise current staff at each location of current job openings.

MJV Building Services

Statement of Work (Article 1) Score 30/30

MJV Building Services (Houseworks) will provide all personnel, equipment, tools, materials, supervision and other items and services necessary to perform the services as described in the attached Location Specification Sheet(s) (LSS) for Locations 1, 2, 4, 5, 6, 7 and 14 providing service for Crawford County, Gratiot County, Ionia County, Otsego County, Ottawa County, Roscommon County, and Wexford County. MJV Building Services (Houseworks) will also provide a telephone time keeping system at each location to alert MJV Building Services (Houseworks) if an employee is late or does not show. This system will allow MJV Building Services (Houseworks) to respond quickly to dispatch a floater person to the site and ensure each site is always manned. Contractor Roles and Responsibilities and Project Plan sections were thoroughly addressed. In addition, bidder provided a transition, implementation and contingency plan with their proposal.

MJV Buliding Services (Houseworks) currently has 150 Employees located throughout the state of Michigan including Berrien County, Wayne County, Kent County and several more. Michael Vollmer will be assigned as Project Manager for the overall compliance with the contract specifications and has 7+ years of experience in working with SOM on various contracts for janitorial services. Six resumes of key personnel submitted. Michael will visit each site a minimum of once a month to follow up with Site Supervisors, Site Leads and personnel on any issues, updated services and quality control. The Site Supervisors (Ann Venthouse, Tammy Garber, Phil Smith, Conny Berlanga, and Angela Johnson) will be assigned to manage the day-to-day activities of their respective locations. All have multiple years of experience managing facilities across the state of Michigan of similar size and scope of work.

On Site Leads will be will be assigned to each facility and all have multiple years of experience in the cleaning industry including facilities of similar size and scope of work.

Angela Johnson oversees our Human Resource area, and has the experience needed to ensure employees are up to date on training, new policies and procedures. Angela will be assisted by other office personnel as needed to provide updated training, follow-up with employees as needed for guidance and scheduling.

Mint Condition Cleaning Service

Statement of Work (Article 1) Score 30/30

Bidder will provide as specified in the Location Specification Sheets all the personnel, equipment, materials and all other items necessary to perform the janitorial, grounds maintenance and snow removal in such a manner as to provide a clean, healthy and safe work environment. Bidder will be responsible for the satisfactory and complete execution of the work in accordance with the intent of the specifications. Bidder will provide only competent well trained employees to perform all services in this contract. The supervisor James Faber will be present on site as needed and required to supervise and coordinate all work assignments. The supervisor will maintain the appearance, conduct and discipline of all employes which will be working at this facility. The contract supervisor will have the full authority to act on behalf of Bidder and all communication given to the contract supervisor shall be binding. The supervisor will be responsible for approval and verification of the delivery of materials and services. Bidder will be responsible for the satisfactory and complete execution of the work in accordance with the intent of the specifications.

The supervisor will maintain the appearance, conduct and discipline of all employes which will be working at this facility. Firm only bid on one Rest Area – Ithaca #632. Four (4) employees will work the 90-man hours, which are required in these specifications of the LSS contract detail sheet during the summer months. For this facility the summer hours are Sunday-Thursday(6:00 a.m.– 6:00p.m.), Friday (6:00 a.m.-10:00 p.m.) and Saturday (6:00 a.m. - 8:00 p.m.) During the winter months, the employees work schedule is Sunday-Thursday (6:00 a.m. – 4:00 p.m.), Friday (6:00 a.m.-6:00 p.m.) and Saturday (6:00 a.m. - 4:00 p.m.) Note: There are three holiday periods that require additional hours of coverage. The schedule of hours for employees during holidays are (6:00a.m.-10:00p.m.)

SVRC Industries, Inc.

Statement of Work (Article 1) Score 30/30

SVRC Industries, Inc. will provide all personnel, supervision, quality assurance checks, reports, equipment, tools, materials and other items necessary to perform the services as described in the LSS’s for both the Bay and Linwood Rest Areas, which SVRC is submitting proposals for. It is understood by SVRC Industries, Inc. that the agency is not responsible for the flower beds and plantings at the Bay and Linwood Rest Areas as they are cared for by the Master Gardener Association of Bay City. SVRC Industries, Inc. will provide all deliverables/services and staff and otherwise do all things necessary for or incidental to the performance of work set forth for the Bay and Linwood Rest Areas which SVRC is submitting proposals. Professional staff that would be involved in this contract; Tom Holmes, President/CEO, executive overview; Tracy Cooper, Controller, financial oversight and billing, Dean Emerson, VP of Operations, day to day executive oversight; Dave Randall, Janitorial Project Management, day to day operations. In addition, each site would have a supervisor assigned and then an appropriate number of workers to fulfill the contract hours.

However we would like to use Snow Dozers for snow removal for the following locations: Saranac, Portland, Five Lakes, Bay, Linwood, Alger, Clio, Dodge, Fenton, Swartz Creek and Ithaca upon award of any of these contracts.

B&B Snowplowing & Landscaping

Statement of Work (Article 1) Score 30/30

We have all the necessary equipment to do the janitorial work as well as the equipment to do the grounds maintenance. We will provide the necessary personnel to perform the work set forth in the scope of work to meet or exceed the satisfaction of the State. We understand that each rest area may have different hours of coverage. We will have extra personnel on call in case of emergencies and have the extra personnel to cover the holidays. We will adhere to the cleaning duties daily for the restrooms between 7 am and 8 am. Snow and ice will be the number one priority in the winter after replenishing supplies. Ground maintenance will be mowed one a week starting approx June 1 to Oct 15. Snow removal will be first priority to maintain the safety of all concerned. If awarded the contract firm will supply the state with the names and phone numbers of specific employees and the project manager, site supervisor and support staff will depend on the location of work. The project manager will oversee the entire contract, the site supervisor shall be a qualified and trained on a full time basis. For each location firm will supply a work plan to cover the schedule of operation, man hours, the daily work schedule of the tasks that need to be performed on a daily basis and a project management plan to identify methods, tools to oversee the project and address any concerns or changes that might apply.

We intend to staff the rest area with at least 4 attendances not including the project manager and supervisor and we have extra personnel on staff for the holidays.

The resumes of key personnel as submitted were quite vague as to where the experience(s) took place. Additionally, proposal failed to demonstrate how the relevant knowledge, skills and abilities were gained.

Statement of Work (Article 1) Score 30/30

Hi-Tec Building Services, Inc. agrees to provide all personnel, equipment, tools, materials, supervision and other items and services necessary to perform the services as described in the Bid Specifications and attached Location Specification Sheet(s) (LSS). For each location, the assigned Operations Managers specified in 1.030 Roles and Responsibilities, A. Personnel will oversee all operations of the services to be implemented at the Rest Areas and/or Roadside Parks including training and OSHA/MIOSHA. The Operations Manager will meet with the CCI and other agency or departmental project leads, on a basis to be established by CCI and Hi-Tec, but shall meet quarterly, at a minimum, for the purpose of reviewing progress and providing necessary guidance in solving problems that arise, and to continuously communicate. Operations Managers will complete quality assurance checks to ensure performance and quality standards are being met. If performance and/or quality issues exist, the Operations Manager will evaluate the situation and may require additional cleaning time built into the schedule and/or the re-training of the cleaning team member(s). The Operations Managers will be involved in inception meetings covering new hires, training, inventory, MSDS sheets, etc. with Hi-Tec’s support staff.
