The Service Charge (Consultation Requirements) (England) Regulations 2003

Notice of Intention

Leeds City Council propose to enter into a Long Term Agreement for the 24 hour reactive domestic drain clearance service for all Leeds City Council properties, including planned maintenance to multi-storey blocks.

LCC have identified that this is required because the existing contract is due to expire in July 2016.

The Council, as landlord, is required to provide us as a ‘registered tenants/residents association’ with the Notice under the terms of 2003 legislation.

Under legislation established, by the Government, in 2003 a landlord (eg. LCC) is required to consult with its leaseholders (eg. LCC tenants) where the landlord intends to enter into an Agreement for the provision of services or works to its premises, which includes leasehold properties and where the recharge to the leaseholder for qualifying works is greater than £100.

The Notice provides details of the Agreement and the works. It also invites tenants to make comments and/or observations on the proposed service to be provided under the agreement.

This will include:

• the repair and maintenance of drainage

• unblocking drainage underground and above ground - including sanitary fittings

• excavation and repair work to replace damaged underground drainage

• other drainage related works such as installing land drains and carrying out survey work

• the service operates on a 24 hour per day, 7 days per week basis and so will include out of hours call outs

The second stage of the consultation process is where the Council will advise tenants of the proposed contractor, along with the estimated costs and/or any contribution.

FREE CHIPS!

NO - not the kind you have with your dinner, but the kind you use to identify your dog.

There appears to have been very little publicity in the media and many people may not be aware that:

As from Wednesday 6th April 2016

all dogs in England, Wales and Scotland MUST be microchipped.

This is already compulsory in Northern Ireland.

While the cost of microchipping your animal normally costs around £15 - £20 at your local vet, you can get it done for FREE when you book an appointment with the Dog’s Trust Charity. (But please donate something if you can.)

Microchipping your dog, which is a tiny implant the size of a grain of rice, stores your details as the dog’s owner on an electronic database. This makes it much easier to reunite you with your dog should it ever get lost!

As long as the dog is at least eight weeks old you can have any breed or size of dog microchipped.

Seacroft Christmas Gala

“Exciting” - “Magical” - “Fun” are just a few of the words people used to describe the Christmas Gala.

Despite the torrential rain and the bitter wind, the great folk of Seacroft put on their hats and raincoats to join us in a festive fun filled event with lots of exciting, free activities for all the family.

At the ‘opening ceremony’, Gabrielle the Christmas Fairy, helped us to raise the roof with the sounds of traditional Christmas Carols, but not before we said a great big “thank you” to the Rev. Fiona Harrison-Smith for being such a great asset to the Gala Committee, as she bid her last farewell to the Parish of Seacroft before heading off to pastures new in the city of Birmingham.

This year’s event was hosted across the three venues of St. James Church, Seacroft Methodist Hall and the beautiful Chapel FM, where there was lots to do for all.

The Christmas tree festival in St. James Church was a wonderful sight to see! The trees, which were beautifully decorated by local community groups, set the scene for a fantastic performance from the DYCA Choir, who opened the gala with visitors joining in the singing.

East Leeds Music Centre entertained us with some very talented young artists and there were poetry readings from Martin Harrison-Smith - along with the sale of hot tea and scrumptious cakes which kept us all sugared up!

The Christmas elves were kept very busy helping Santa give away lots of exciting free presents to the children who also enjoyed participating in all the arts and craft activities that were on offer.

With the bad weather continuing the Christmas parade and Carol singing around the Christmas tree on The Green had to be cancelled, but that didn’t stop us from having a good old sing-along in the church instead!

The Methodist Hall hosted a variety of stalls and included the ever popular smoothie bike, run by the Space2 gang who encouraged visitors to make their very own ‘pedal powered’ Christmas punch smoothies.

There was also the opportunity for families to make Christmas decorations at the Space2 ‘get crafty’ stall.

There were a variety of stalls selling jewellery, home -made knitwear and toys, cards and cakes as well as tombola’s with fabulous prizes - even the local Labour Party had a stall! The local MP Richard Burgon also paid a visit offering a great opportunity for local residents to get acquainted with him.

Because of the horrible weather we couldn’t have the marshmallows over the fire pit, but the hot dogs were enjoyed, as were the chestnuts, overseen by our lovely Viv who made sure we were all well fed. Not forgetting the numerous cups of tea and coffee which helped to keep us all toasty warm on such a cold day.

Next door at Chapel FM it was the day of their annual Musicathon, with lots of brilliant performances from the DYCA Choir, the Chapel FM Players, LeAndrea West and may more - for a full 24 hours!

There was the offer of free mince pies and mulled wine while the kids had great fun having their faces painted for free by Carrie-Ann Vowles who did a great job.

As the current Chair of Seacroft Gala Committee I know I speak for the rest of the team when I say I would like to thank everyone who has supported us this year and especially to all our contributors and funders who make this event possible:

• Leeds Community Foundation / Red Nose Day Community Cash.

• Leeds City Council Housing Advisory Panel.

SUMMER GALA 2016 - Saturday 9th July

PLEASE NOTE: For practical reasons the summer gala for 2016 has had to be moved from its traditional date of the first Saturday in July to the second Saturday in July which will be the 9th.

Hanging flower baskets

We are again in the process of trying to raise enough money to allow us to provide another 20 hanging flower baskets for around the village green area.

For the last two years the baskets have been very well received and we have even had positive comments from people just ‘passing through’ the village. We are sure you will agree that the flower baskets (along with the wild flower beds) do help to make the area much more attractive during the summer months.

However, as always money is extremely tight and unfortunately the cost this year has risen to £100 per basket - but this does include the installation and a dedicated name plaque, plus the necessary watering and feeding throughout the season - which is done on our behalf by LCC Parks Department as we do not have the appropriate equipment etc. to carry out these tasks ourselves.

So if you would like to sponsor a basket or even make a small donation towards one, then please get in touch and/or complete and return the form which is enclosed with this newsletter.

Obviously, the number of baskets provided will be dependent on how much money and sponsorship we can raise. Therefore, all contributions, no matter how small, will be gratefully received. It’s certainly a case of ‘the more the merrier’.

Wild flower beds

We are also planning to re sow the two wild flower beds which were created last year, with another fabulous mix of wild flowers. In addition, and by request, we are aiming to cultivate and plant an additional bed, all in time for the summer.

We are sure you will agree that the wild flowers beds last year were spectacular - especially the poppies! The annual flowers did add some wonderful colour to the areas of grass and they certainly provided a fantastic feast for the numerous bees, butterflies and other insects that visited.

Here’s how you can help:

We would like to launch the preparation and planting of the flower beds as a local community project and invite anyone interested in helping to get involved. Tea and tools will be provided!

Damage to grassed areas:

Due to the unprecedented amount of rainfall which hit Yorkshire before and after Christmas, the ground in general is totally saturated. The Green acts a bit like a sponge and helps to soak up much of the excess water, but unfortunately, it also holds on to it!

Therefore, anyone using a vehicle to drive over the grassed areas is only causing damage by sinking into the grass and leaving behind deep and unsightly ruts. This is already the case in several places! As this damage takes some time and effort to repair, we would respectfully request that, for the time being anyway, vehicles are not driven over the grassed areas; or that resident’s vehicles are not double parked, thereby causing service or delivery vehicles to drive over the grass to get around them.

The Green is a lovely place to live so let’s all do our bit to help keep the area looking nice. Thank you.

It seems from an early age that John Harrison had great sympathies with the poor. He was a member of the Committee for Pious Uses which was established in 1619 to oversee the administrations of the town’s charities. As previously mentioned, he built a new Grammar School which was situated at the top of Lady Lane. Thoresby tells us later that he “removed it from so inconvenient a situation (Leeds Bridge) to a pleasant field of its own”. The pleasant field was situated between what is now the Grand Theatre and North Street.

John Harrison’s best known benefaction was St. John’s Church built 1631-1634 and entirely at his own expense, on land he owned north of the Upper Head Row. At about the same time, he built a set of alms-houses to the west of the church and which were endowed with a yearly income to support 40 people.

John Harrison was also involved in the government of the town. In 1626 he took the lead in petitioning the king for a Royal Charter for Leeds. After this was granted he deputised for Alderman Sir John Savile and in 1634 he became Alderman (later known as Mayor) in his own right. In 1629, along with Richard Sykes and six others he contributed to the purchase of the ‘Mayor of Leeds’ to bring it under the control of the Leeds Corporation.

Civil War years…

We know little of how John Harrison spent the years of the Civil War (1642-1651) but he is known to have had Royalist sympathies. It is said that when King Charles I was imprisoned in Leeds Red Hall in 1647, Harrison bought him a tankard of ale which secretly contained gold sovereigns. Various historians mention this in their written accounts, but we do not actually know whether it is fact or fiction!

After the war in 1651 John Harrison was charged by the Parliamentary Commissioners with supplying two horses to the Royalist Army and was fined £464.18s … a considerable amount in those days!

By this time john Harrison was suffering from ill health and was bed ridden for the last 20 months of his life. He died in October 1656 and it is said he was buried in his orchard. Later, he was re-interred at St. John’s Church where his black marble tomb is in the chancel. Inside the church, (which is well worth a visit) one of the stained glass window panels depicts events from John Harrison’s life.

Most of what is known of John Harrison comes from Ralph Thoresby’s Diary - although he himself was not born in Leeds until two years after Harrison’s death! Just who was Ralph Thoresby to the history of Leeds…well that’s another story!

John Harrison - a Leeds ‘Worthy’

(1579 -1656)

With thanks to Rita Berry for the research and writing of this interesting account of one of Leeds’s famous sons.

If you ever visit the area of Leeds City Square, you may have noticed amongst the statues situated there, a ‘Cavalier’ gentleman named John Harrison.

Born in 1579, John Harrison was to become a great benefactor to Leeds, endowing the townsfolk with St. John’s Church (still standing behind the old Lewis’s building), alms-houses for the poor in the same area and a new Grammar School for boys, which replaced the original, dilapidated building, on Leeds Bridge. He also paid for the erection of a market cross in Briggate where religious preachers of different denominations might speak and in early times, a wife could be bought or sold there, or whipped and put into the local stocks for disobedience to her husband!

John Harrison’s baptism is recorded in the register of the Leeds Parish Church, St Peters on “August 15th 1579, John, child of John Harrysonn of Pawdmyre” - an area which was situated at the top of Briggate. He was the only son of John Harrison senior but he did have two sisters, Grace and Edith.

John Harrison Snr. seems to have been a merchant of considerable property, which his son later added to. Young John Harrison received a good education which was probably at the private Grammar School. He then joined his father in business as a cloth merchant and by 1600 when he attained his majority he was beginning to shoulder the burden of his father’s business and estate.

When his father died in 1601 and his mother in 1602, he inherited a considerable amount of money. In 1603 he married Elizabeth Foxcroft. The couple initially lived in his father’s Pawdmyre house on Briggate but he then purchased the North Hall Estate from the Falkinghams and the old Rockley Hall in Lower Head Row.

The marriage to Elizabeth was childless and she died in 1631. Soon after, John Harrison built himself a house on Briggate opposite the Boar Lane junction. It has been described, in later years by Ralph Thoresby as “a good old fashioned house with quadrangular court in the midst”. John Harrison was said to be very fond of cats and Thoresby tells us that “the house had holes or passages cut into doors and ceilings” for the free passage of all the cats! The house had a garden and an orchard and John lived here until his death in 1656. His house on Briggate later became ‘The Old King’s Arms’ and later still, the offices of the Leeds Mercury newspaper.

Several new scams have recently been reported to us, so please be on your guard and DO NOT RESPOND TO ANY OF THEM.

SCAM 1)

If someone telephones you, purporting to be from BT, telling you that your broadband line has a virus and then asks you to open the computer and put in a code 888DCA60 which is allegedly an internet connection number, DON’T DO IT – IT’S A SCAM!

SCAM 2)

Police forces have become aware of a new fraud circulating which appears to target elderly and vulnerable members of the community.

Some older people have received telephone calls from someone who purports to be from their GP surgery and is asking for an appointment to discuss the person’s mobility needs.

During the appointment, the older person is persuaded to buy mobility aids which are either unnecessary or inappropriate and always expensive.

If you receive a call like this, ALWAYS check with your GP surgery first before agreeing to any visit.

Preconceptions!

In October 2015 Bill Askin undertook a guided tour through Seacroft with Thorner Cultural Society. The group was impressed with the community, especially the village area and the village green. They commented that they had preconceptions of what Seacroft was like but went away with a totally different impression!

It’s good to know we can hold our own with Thorner!

Leeds Health Walks

(In Association with Health for All)

About us:

➢ We walk on a Monday and Thursday mornings at 10.30am for about two hours.

➢ The walks average between 3.5 and 5 miles.

➢ No specialist equipment is required except for good footwear and waterproof clothing.

➢ A bottle of water is advisable, particularly in hot weather.

➢ Walks are led by trained walk leaders.

Although maintenance and improvement of physical and mental health are the main targets of the group, the development of a strong ‘camaraderie’ is seen as vital to support this. For many walkers it is just the companionship which is most important, for example, after bereavement or marital breakdown, redundancy or retirement etc. Others join because they enjoy the countryside but do not like to walk alone. Whatever your reason, why not give it a go?

No need to book – just turn up!

To cover the groups working expenses and enable us to continue we need to levy a small charge:

➢ Pay as you go £1 per walk

➢ Annual fee £25

All new walkers can enjoy two free walks before having to consider one of the above options.

Your local community group for the over 60’s

Good News - Want to lead a longer life? Then join a club!

Taking part in social activities such as clubs or social groups after retirement, helps people to live longer, so suggests a recent study. Why not come and join us? South Seacroft Friends & Neighbours - is an over 60’s group at Seacroft Methodist Church Hall.

We have an exercise class designed for older people and this is a great, relaxing way to keep fit.  The classes are for everyone no matter how able you are.  We always make time for a drink and chat and have a lot of fun. Our qualified instructor leads this fun filled class so come join us on a Wednesday morning at 10.30am.  Cost - £2.50.

We hold lunch clubs twice a week, serving a two course hot meal whilst giving people the chance to get together and meet friends. For those less able to get here we do have an assisted mini bus available to offer a door to door service. For details and to book just give us a call.

In Partnership with Chapel FM we invite you to our weekly singing group, Open Voices, which runs every Thursday at 10.30am.  You don’t need any particular experience or abilities “It’s about having fun and the joy of singing with friends.” The group is led by Fran Wyburn a Leeds based musician. To help cover the costs we suggest a donation of £2.50 per session. Also the Chapel Café is open for a cuppa and cake.(

A National Charity is asking people in Leeds to save their used postage stamps to help raise much needed funds.

With thousands of cards, letters and parcels being delivered across the city every day, the sight loss charity RNIB has launched an appeal for your used and unwanted stamps!

The charity wants everyone to donate their stamps to help support more than 156,000 people in Yorkshire and The Humber, living with sight loss. The RNIB gets £10 per kilogram (around 6,000 stamps) for British stamps and £15 for foreign ones. Last year more than £24,000 was raised towards a range of services including the RNIB helpline.

Terri Bush, appeal coordinator says “Any amount of used stamps, large or small, is appreciated and will really go a long way to helping the RNIB deliver its vital services for blind and partially sighted people throughout the year.”

Stamps should be cut out with a half to full centimetre of space around them and sent to:

Springfield Healthcare Group is delighted to announce that work has begun on the exciting new building adjacent to Seacroft Grange Care Village.

Scheduled to open pre-Christmas 2016, Seacroft Green Care Centre will feature 74 beds for re-enablement and intermediate care, partnering with Leeds Regeneration, LCC commissioners and the CCG, over 2 floors with a further 2 floors being home to both residential and dementia care.

Nearer opening there will be a recruitment drive and we foresee the facility producing in excess of 80 new jobs for the area, advertising will appear when recruitment has begun.

Springfield Healthcare are proud to be a part of the Seacroft community and will continue to support integrated care, with Seacroft Green Care Centre being Phase II of a multi-phased roll out of the Springfield care village model throughout the Yorkshire area.

Life according to Fred!

As I was lying around, pondering the problems of the world, I realised that at my age, I don’t really give a toss anymore!

• If walking is good for your health, the postman would be immortal!

• A whale swims all day, only eats fish, drinks lots of water, but is still fat!

• A rabbit runs and hops all day and only lives for 10 years maximum….

• While a tortoise doesn’t run at all and mostly does nothing, yet it can live for 100 years!

• And you tell me to exercise - I don’t think so!

Just grant me the senility to forget the people I never liked, the good fortune to remember the ones I do, and the eyesight to tell the difference! Fred B. - by email.

On the move!

We were informed at the last CLT (Community Leadership Team) meeting on 23rd February that Leeds City Council are to acquire Deacon House, - at the corner of York Road and the bus station - and preparations are being made for Seacroft Library, the Post Office and Housing Leeds to re-locate there. The proposed plan is for Seacroft clinic to also be relocated there eventually.

Dog Fouling

It’s on the increase!

Leeds City Council has a range of powers to take action to deal with irresponsible dog owners. These are known as the Dog Control Orders.

Dog Fouling - is one of the Dog Control Orders and clearly states:

‘Failure to clear up after a dog is an offence and you will be fined or prosecuted.’

‘This Order applies to any land within the area administered by the council which is open to the air and to which the public are entitled or permitted to have access either with or without payment.’

Allowing a dog to foul and not picking up after them is an unsightly and unhealthy aspect of anti-social behaviour and should be reported.

If the people who fail to pick up after their dogs can be identified, environmental action can issue a fixed penalty notice which is a fine of £75.

A spokesperson for environmental action tells us: “Unfortunately, we do not have the resources available to enable us to patrol areas where we have no specific information. However, if you can provide some of the information below, action can be taken and/or patrols can be allocated to the area and a fixed penalty notice will be issued on the spot.”

• If the dog owner was using a car, did you get the registration number?

• Is the same dog roaming unattended each day and fouling whilst out alone? Do you know where the dog lives?
