FAMILY POLICY & PROCEDURE HANDBOOK Welcome to Mustang Child Development Center. We thank you for entrusting us with the care of your child.Our goal is to give each child the opportunity to develop socially, mentally, emotionally, and physically through the guidance of our staff. Mustang Child Development Center meets or exceeds the policies and standards set forth by the department of human services. For the past 28 years we have worked to offer the most current early childhood practices and quality childcare available. As parents ourselves, we understand the concerns you have for your child’s welfare. Please feel free to phone us at any time if you have any questions. Children will benefit the most when their teacher and parents become partners in their care and education. We encourage you to visit with us at any time. Sincerely, Eddie, Jenifer Percival & Staff Philosophy As Owners and Directors of Mustang Child Development Center, Eddie & Jenifer Percival believe children deserve love, attention, respect, and the opportunity to develop their talents. We have incorporated this philosophy into every aspect of the Center’s programs. We recognize that each child is an individual, and that each child must be allowed to develop a positive self-image – to feel good about whom they are. Every child, regardless of sex, race, religion, or ethnic origin, must have the same opportunities and advantages as every other child. We strive to thoughtfully plan activities that meet the developmental needs of differing children and which follow sound early childhood developmental principles. We believe that the strength of our program is in the dedication of our teaching staff. We support our teachers with training, resources, and freedom to create a unique learning experience for children. We also strive to create a mutual respect between parent and teacher, which is a partnership for the benefit of the child. Our doors are open to parents at all times. We strive to provide the best early childhood experience for all of our children. As owners, Eddie and Jenifer Percival are proud to carry forward a 38 year tradition of quality care and commitment to the well-being of children that began with his Grandparents, Mac & Betty Harrell, when they first opened their child care center in 1970. The center is currently still owned and operated by Eddie’s Uncle and Aunt. His mother carried over the tradition and opened her first facility in 1974. She is currently still working in Childcare. We have ourselves been working in childcare with the families of Mustang for the past 29 years, and hope to continue the fulfilling job of creating life-long learners, decision makers, and effective communicators for the twenty first century. Days and hours of operationOur center opens at 6:00am & closes at 6:00pm, Monday through Friday of each week. In order to receive the full benefit of our Preschool program, children are encouraged to be in attendance by 9:00am and stay until 3:00pm. The hours for Summer Recreational Day Camp are 9:00am to 3:00pm. Child will not be admitted between 10:30 & 2:30. This ensures:All children are included in the lunch countChildren will receive the full benefit of our educational program.A predictable routine and environment for the childrenThe proper Teacher to Child ratio.Nap time is not disturbed If an occasion arises when you will not be able to have your child/children at the Center by 10:30am, please notify us.ATTENDANCEOur tuition rates are based on full-time enrollments. Enrollment is based on a ten-hour day. If your child is in attendance for more than ten hours a day, a half day rate for the overtime will be applied to your account. Anyone receiving financial assistance (DHS) with tuition for their child must ensure that the child attends the Center the required minimum number of days each month to be considered full time, as determined by the State of Oklahoma Guidelines. Continued absences resulting in the loss of a full-time slot at MCDC will result in disenrollment of the child/children.Please notify the center if your child will be absent. If your child attends school please notify the Center’s Director or person in charge of any change in your child’s schedule. Children who miss five consecutive days without contacting the center will be dropped for the roll. AGES ACCEPTED6 Weeks through 12 yearsADMISSION PROCEDURESPlease complete all registration, authorization for pick-up forms and a copy of immunization records and return them to the center before your child’s first day of attendance. All forms must be kept up to date. Please inform us immediately of there is any change in address, telephone number, emergency person or medical information.New Child Orientation ProcessOnce enrolled, your child will be assigned to the appropriate classroom and the teacher. The assigned teacher will be responsible for orienting your child to the center. This process includes introducing your child to classmates and other teachers, learning the layout of the center, and the routine for the classroom Our goal is to make sure your child feels safe and happy when they are away from you. Please let us know if there is anything we can do to help them in this PLIANCE FILEA file of our most recent DHS Monitoring Report and any other documents issued by Child Care Licensing within the last 120 days is accessible to parents at all times conveniently located on parent bulletin board in front hallway.PERSONNELQualified caregivers: All MCDC personnel are trained in the arena of early childhood education and child development. Most have child development credentials or degrees or are working on acquiring a degree in this field. Training is ongoing. All personnel attend a minimum of 30 clock hours each year to keep current with the latest early childhood research and innovations. Training includes CPR & First Aid. All personnel including volunteers, aids, and substitutes have OSBI criminal history investigations ran on them prior to employment. MCDC complies with all DHS & NECPA personnel requirements. Supervision: No child will be left unsupervised while at the center. Children shall always be within sight and sound of a qualified caregiver. MCDC follows all DHS and NECPA supervision standards. Attendance is taken upon arrival and throughout the day. Attendance is also taken during all transitions such as going outside and coming back in, during and after emergency evacuations and before boarding vehicles and getting off vehicles at any time being transported. Staff /Child RatiosYou may view all staff /child ratios in any of our classrooms or on our parent bulletin board, located in the hallway. MCDC follows all DHS staff /child ratio guild lines.We welcome volunteers ages 16 & older, however they do not count in child staff ratio.FEES, PAYMENT POLICIES & PROCEDURESRegistration Fee - $50.00 per family (one time yearly fee, Non-refundable)Tuition is due on Monday of each week for that week of care. A late fee will be added to accounts not paid by the close of business on Tuesday.Children will be dropped from enrollment if tuition becomes two weeks past due.DHS co-pays are due on the 1st of each month. A $75.00 late fee will be added if not paid by the 5th of the month.SERVICESOur childcare services include:*Preschool for all age groups with planned curriculums*Pre-K for all Pre-Kindergarten children*Classroom Learning Environment*Transportation to and from local schools*Holiday Programs*Summer School age programs*FieldtripsAnd much more!DAILY ACTIVITIESOur daily activities are planned to enhance the learning environment of the children. The program provides children a variety of opportunities to learn through play. The children will have the opportunity to be involved in classroom group time at least twice a day, where they will be learning Calendar activities, Movement and songs, Theme focus conversation, finger plays, Literacy and Numeracy lessons and much moreWe offer a wide variety of learning centers in our classrooms which include Dramatic Play, Blocks, Reading, Math, Science, Art, & Music & Movement The children are also involved in large motor play activities in the gym or outside on the playground. DIAPER CHANGING AND TOILET TRAINING PROCEEDURESDiaper changing: Parents are responsible for supplying diapers and wipes for their children. Each child will be checked every hour for soiled diapers and changed accordingly. If the child is dry when checked they will then be checked every 30 minutes until they need changed.Toilet Training: We understand that every child is unique in their toilet training process. We will work with children as they show signs of readiness and or when the parent request we begin. Parent must bring several changes of clothes and either pull ups or underwear. We will not be responsible for washing soiled items. They will be sent home each evening.Hand washing procedures: Mustang Child Development Center teaches and models proper hand washing procedures and hygiene. The children are taught proper hand washing techniques regularly. Children are reminded daily to always wash their hands before every meal, after outdoor play and after bathroom use.SPECIAL REQUIRMENTSAll special requirements involving routine care, behavior and guidance, communication, allergies, special diet or any other special requests must be clearly defined in writing before enrollment and turned in to director. NATURAL DISASTERIn the event of a natural disaster, if the center is open at least four hours a day, tuition will be paid for the entire week.(Please note closing’s due to inclement weather is not considered a natural disaster.) RATE CHANGE/BIRTHDAYWhen the rate of your child’s tuition changes, due to your child’s age, it is the responsibility of the parent to notify the Center office. A refund will not be given for past tuition paid at before age increase.RETURNED CHECKSThe returned check charge is $20.00. After two returned checks, cash or money order payment will be required.INCLEMENT WEATHERWatch, (channel 9) for notification of center closing due to inclement weather, or check our web site. Weekly tuition remains the same. ENROLLMENT & WITHDRAWAL/DIS-ENROLLMENT PROCEDURESAll enrollment forms must be filled out and signed before a child can be left at the center. This includes an updated immunization record. The Director must be notified of any changes in address, phone numbers, health problems, or immunizations. It is the responsibility of the Parent to keep a child’s information and immunization record current and up to date.Mustang Child Development Center reserves the right to dis-enroll a child for reasons of continued discipline confrontations, inability to adjust, lack of cooperation, jeopardizing the safety and well-being of other children and/or staff, or delinquency in payment of feePlease turn in the following forms prior to the first day of attendance:Child Information Form (front & back)CACFP Enrollment FormPhoto Release & Parent Handbook FormCACFP Family-size and Income Application (front &back)PROCEDURES FOR WITHDRAWLING YOUR CHILD FROM PROGRAM A written two week notice is required before dropping your child. Tuition must be paid in Cash or Money order for the last two weeks of childcare in advance. If you drop your child without giving two week notice tuition is still expected for the following two weeks. Refunds will not be made if two week notices are not given.Mustang Child Development Center reserves the right to refuse care to any family based on the discussion of the director. If the director feels our center is not able to meet the needs of a family or that having a child in our program is not what is best for the facility as a whole. The director will have a private meeting with the family asking them to look for other means of care for their child. Time given is based on each situation. RECEIVING & RELEASING CHILDRENUpon arrival, children shall be accompanied into the center. Each parent must walk their children to the classroom and verbally notify the teacher of his or her arrival.No child may be left at the center without completing the sign-in process.If anyone other than the persons you have listed on your information card will be picking up your child, please give us signed permission to release your child to that person. In case of emergency, you may contact the center by phone. A method of verifying the identity of caller will be presented. ALL PERSONS picking up any child will need to present a photo I.D. to staff person in charge! The center will not release any child without authorization and proper identification. Please do not leave your child unattended or unsupervised for any reason.LATE PICK-UPYour child must be picked up by 6:00 p.m. or a late fee of $1.00 per minute, per child will be charged. Time computation for late fees will be based on the center’s clock. Frequent failure to pick up your child on time may result in stiffer late fees or termination from the center. CHILD CUSTODYFor parents who are separated, divorced, or not together, Mustang Child Development Center must have a copy of any legal document on site concerning visitation and custody and any subsequent change in status. Without legal documents Mustang Child Development Center cannot stop a parent from taking their child.SIGN IN & OUTAll children must be brought into the Center, and left in the care of a staff person. The person dropping off and picking up the child are required to sign child in and out using the form provided by the center. This is very important and must be done daily. EBTParents who will be using the EBT system must swipe children in and out each day, and sign children in and out each day.For further policies using EBT at the center please see: Policies for Mustang Child Development Center D.H.S EBT system ConfidentialityChild’s records are kept confidential and are only assessable to program management and your child’s teacher. Files are inaccessible to the general public.VACATION POLICYEach child is eligible for one vacation week per calendar year, after being enrolled for 3 months. (5 consecutive week days = one week vacation.) Our center must be notified one working week in advance. Vacation time may not be accumulated and will be allowed annually.REPORTING CHILD ABUSEWe are required by law to report any suspected incidents of possible emotional, physical, and sexual abuse or neglect.HOLIDAYSThe Center will be closed on the holidays listed below. If the holiday falls on Saturday, the Friday before becomes the holiday. If the holiday falls on a Sunday, then the Monday after will be the holiday observed.New Year’s Day Memorial DayIndependence Day if it falls on a Thursday we will be closed on the following Friday.Christmas Eve – Closed *Christmas Day - If it falls on a Thursday we will close on the following Friday * Labor Day - Closed*Thanksgiving Day and the Friday afterFull tuition will be charged during holidays to hold your child’s spot. ILLNESS Please do not bring your child to the center if he/she is running a temperature or shows signs of having a contagious disease. If a child becomes ill while at the center, he/she will be placed in our front office if possible or in a quiet area in their class room and made as comfortable as possible. The child’s temperature will be taken and the parent will be notified, as soon as the child’s behavior indicates possible illness, so that arrangements can be made for the child to be picked up.The following guidelines are used to determine if your child should be kept out of the center: FeverConstant coughing, wheezing, vomiting, or diarrhea Symptoms of a communicable diseaseAny type of rashRedness or discharge from eyesALL CHILDREN MUST BE SYMTOM FREE OF THE ABOVE FOR 24 HOURS WITHOUT MEDICATION BEFORE THEY CAN RETURN TO THE CENTER.Child Accident/IncidentAny child that has an accident/incident while in our care will be attended to as soon as the teacher is aware of the situation. These guidelines will be followed:Accident reports will be given the same day as the accident. If it is a simple bump or bruise, ice will be applied and the child will rest for a short period of time. For large cuts or big bumps, bruises, the director /designee will together make the decision as to call the parent or wait until the end of the day to alert parents of accident. Only soap and water are to be used on any wound, no antiseptics are used. All accidents, which result in noticeable bumps, cuts, or bruises will be recorded with an accident/incident report, signed by the parent & director /designee the day of the accident and taken to the office to be put in child's file.Sanitation & HygieneMustang Child Development Center follows all Health Department, DHS and NECPA guidelines concerning all sanitation and hygiene procedures in a childcare facility. MEDICATIONWe do not give over the counter medication. All prescription medication must be the original container with the child’s name on the bottle. Prescription medication may be given at director’s desecration. Due to liability, and the amount of children we are caring for we feel that it is in the best interest of the child that unless the medication is given more than twice per day it should be given by the parents at home. We can only give dosage that is printed on label. Out-of-date medication will not be given. Medication will not be given without the parent completing a medication card indicating the child’s name, name of medication, amount, and time of dosage. And Parental consent signed. Parents please send a copy of prescription information, including possible side effects.IMMUNIZATIONSAll children must be current on immunizations to be able to attend the center. D.H.S requires that we keep a copy in your child’s file at all times. Please notify the center when updating immunizations.EMERGENCY PROCEDUREIn the event of severe injury or acute illness the child will be transported to: Integris Canadian Valley Regional Hospital1201 Health Center PkwyYukon, Ok 73099717-6800At the same time the parent or guardian will be called and advised of the injury or illness and where the child has been taken. If the parent cannot be reached, a person listed on the enrollment form will be called. A staff member will accompany the child to the hospital and remain until the parent arrives and is informed of the situation. The Department of Human Services will also be notified. In the event of a threatening situation regarding our center our staff will refer to page 8 in our safety manual regarding Emergency operating procedures.Evacuation Procedures: See emergency procedures board for emergency evacuation procedures.BEHAVIOR & GUIDANCEAt Mustang Child Development Center, we create an environment that respects children. We encourage the development of self-control, self-esteem, and problem solving skills. We use positive guidance techniques of redirection and teaching children how to use their words when they are mad or frustrated. We encourage the value of errors, because through the process of resolving our errors, we gain the necessary tools to become independent problem-solvers. We encourage children to take responsibility for their actions, good or bad. This approach to problem solving will promote communication and increased vocabulary as the children gain experience with talking out their problems and using their own words. If your child’s behavior becomes a concern to us, we will talk with you. Our goal is to work with parents to create a safe, happy environment for all of our children.We do not use scare tactics or threaten children with violence. Nor do we allow children to use scare tactics or threaten each other or the staff with violence. We simply remind the students of the logical consequences of their actions.We do not ridicule any child, their family, life style, religious beliefs, nationality, or parent’s occupations. We believe that our profession, with the effort we put forth, will help each child develop into a respectful, independent, competent individual.“A wise teacher makes learning a joy.” Proverbs 15:2DisciplineWhile the child is on the premises, the teacher will handle any disciplinary problems using the Conscious Discipline and Love and Logic method. For more information about Conscious discipline/ Love & Logic ask director. Our goal is to encourage desirable behavior using positive methods. Discipline will be handled without bias and without prolonged delay on the part of the adult involved, so that the child is aware of the relationship between actions and consequences. Classroom guidelines necessary for the protection of the group and the individual are as follows:MCDC has a no run policy: If a child runs from a teacher or attempts to run outside the premises of the building, a family member will be notified to pick up the child. If the child continues this behavior the child will be dis-enrolled for their own safety.When a child commits an unacceptable act (biting, disobedience, hitting, etc.), proper action will be taken. Parents will be required to seek any services recommended to help with repeated unacceptable behaviors.Child who exhibit behaviors that cause harm to self or others must seek treatment to remain in the program. If behavior continues, the child will be dis-enrolled for the safety of themselves and/or the other children.CLOTHING & PERSONAL BELONGINGSPlease dress your child ready to have fun yet suitable for weather and the messy activities that the children do. We encourage parents to bring extra clothes for just in case moments. A reminder will be sent to change extra clothes according to seasons. Weather permitting we take the children outdoors daily. Please send jackets when needed. Be sure to write your child’s name on all his/her belongings.Mustang Child Development is not responsible for lost or damaged items or clothing. TOYSAll toys and personal items must be left at home. When toys are brought to the center they are likely to be broken or taken home by another child. We will not be responsible for lost/stolen articles. If a toy from the center is found in your child’s pocket, please have the child return it the next day. The center welcomes toy donations. REST TIMEAll children are required to have a rest time after lunch. Even if your child does not sleep, he or she will be expected to stay quiet during this time.No child will be forced to sleep. However, a daily time will be allowed to provide quite, restful activities for the children. Infants sleep according to their individual schedules in cribs. Each infant has assigned crib that they use every day. All infants are placed on their backs when put to sleep. Sheets and blankets are washed daily. Toddlers sleep on individual cots. Pre-school children nap on individual mats. All blankets and sheets are kept in individual bags washed once a week. All mats and cribs are sanitized at least once a week. All children are positioned to allow easy access by staff and safe evacuation of aAll of the children. All children have a covering over and under them. The room will be darkened but each child will be visible to the supervising staff. FOOD / NUTRITIONA nutritional breakfast, lunch, & snack are provided at the center. Outside food may not be brought into the center unless there are special circumstances in which a doctor’s statement will be required.Breakfast is served from 7:00a.m. – 8:30 a.m.Lunch is served from 11:00a.m.-11:30a.m.Snack is served from 2:30p.m. – 3:00p.m.You may bring special treats for birthdays or special events.Health Dept. requires pre-packaged items only. No homemade items please.See Director for details.Children ages 6 weeks to 1year of age, parents are to provide formula, bottles, baby food, and snacks for the child. Please send a written schedule of your child’s feeding routine for the caregiver. All infants will be held while being feed. We do not prop babies’ bottles at any time. Please notify staff if child is being breast fed. Breast milk must be labeled with child’s name and contents clearly.SPECIAL PROGRAMS & EVENTSOpen HouseThanksgiving LuncheonArt ExpoSummer Camp programHoliday ProgramFAMILY RESOURCE CENTERLocated in front waiting area of center we have a parent resource center. This area has books, pamphlets and articles on parenting for parents to check out or pick up free handouts. Our program maintains a current list of available community resources and Child health services that can assist parents in locating and connecting with services that fit their needs. If you don’t see what you are looking for in our parent resource area, then the director will be happy to assist you in finding what you need. PARENT BULLETIN BOARDPlease look at the parent bulletin board to help keep you informed about the center’s activities and parent information. LOST OR DAMAGED ITEMSMustang Child Development Center will not be responsible for lost or damaged items or clothing. This includes eye glasses.SCHOOL PICTURESSchool pictures will be taken twice per year.There is no charge at the time of the session and purchase of these pictures is optional.TRANSPORTATIONTransportation is provided to and from area schools.And on fieldtrip for child ages 1st grade & up.We ask that you notify the Center at least two hours in advance of the scheduled pick-up time if your child is not to be picked up from his/her school. Our van runs begin at 2:30p.m. FIELD TRIPSParents will be notified of any field trips the center will be making.Child attending field trips must have entered the first grade.Parents must be current on their account before children are allowed to participate on any field trip. Parents are required to sign permission slip and pay in advance before a child is released to attend any field trip. Parents are encouraged and welcome to accompany us on any field trip. We welcome any comments or suggestions from parents that will help improve our field trip experiences.PARENT INVOLVEMENT Parents are welcome anytime to assist with classroom activities. If any parents have special talents or would like to share any family or cultural traditions we would appreciate their assistance and input for activities, visitors, and field trips.Parents should feel free to discuss their child and their daily activities with the teachers. We encourage and want to have parental feedback. We feel this enhances our program. Parent, teacher conferences are held annually each year in October. If you would like to schedule a conference you may fill out a form located in office. Mustang Child Development Center also holds group meeting periodically. We will send out information & a parent questionnaire to the meeting prior for parents who would like to attend. AnimalsWe do not keep any animals or pets on the premises. For the safety of the children we ask that you contact the director if you would like to bring a pet into the facility.STAFF/ PARENT COMMUNICATION Communication between parents and staff is very important. Each child will have a daily sheet at the end of the day sent home to let parents know about their child’s day. It will also have important information on it to let parents know of anything the child might need or special activities planned. Please pick up your child’s daily sheet in their classrooms at the end of each day. We also have parent teacher conferences twice a year. You can let the director know if you would like to schedule a conference. Parent Conflict ResolutionWe are committed to the satisfactory resolution of parents concerns.If a parent experiences any problems or has any concerns, please contact Jenifer or Eddie at anytime during the day in person or by phone.
