Q: What is the Eligible Training Provider List (ETPL)?A: The Eligible Training Provider List is an online listing of education and training providers who have been approved by a Local Workforce Board and the Maine Department of Labor to receive WIOA payments in exchange for serving a WIOA program participant.Q: What is the purpose of the ETPL?A: WIOA participants receive guidance from a WIOA career consultant in order to compare training programs for the occupation in which they want to gain knowledge and skills. The ETPL allows participants to compare training programs by cost, credentials available, how the training is delivered, and the employment and earnings outcomes they are seeking.Q: How does a provider apply for the ETPL?A: The provider applies online through the Maine Job Link at and registering for a new account and submitting the requested information. The ETPL is publicly funded.Q: What are the qualifications for status as an ETP? A: Under federal law, an ETP is a provider that Is one of the following: An institution of higher education that provides a program that leads to a recognized postsecondary credential in an in-demand occupation or industry in Maine;An entity that carries out a program registered under the National Apprenticeship Act (29 U.S.C.501 et seq.)A public or private provider of training services, which may include: A community-based organization;A joint labor-management organization; andEligible providers of adult education and literacy activities, under Title II of WIOA, if such activities are provided in combination with occupational training as per federal regulations found at 20 CFR 680.350 andIs listed as WIOA-Approved on the Maine Eligible Training Provider List; andProvides an approved program of training services.Q: What are approved programs of training services?A: An “Approved Program of Training” is defined in the regulations as one or more courses or classes, or a structured regimen, that provides occupational training and education services that lead to: An industry-recognized certificate or certification, a certificate of completion of a registered apprenticeship, a State or Federally recognized license, an associate or baccalaureate degree; A secondary school diploma or equivalent when such academic education is combined with occupational training consistent with the federal regulations found at 20 CFR 680.350; Employment in an occupation that is in-demand in Maine; orMeasurable skills gains toward a credential described in (a) or (b) above.For a complete discussion of qualifying credentials, see the U.S. Department of Labor’s Credential Resource Guide. Q: Are online programs of instruction/classes eligible for the ETPL?A: Yes, online courses are eligible, as long as a training provider meets all of the requirements above, assures nondiscrimination, agrees to data sharing, annually submits required data, and has a live instructor available to students/trainees.Q: How long does it take to be approved after an ETP registers an account?A: Once the provider has supplied all the necessary information, approval usually takes place within a week.Q: Can ETPs list more than one training or education program on the ETPL?A: Yes! ETPs can list as many programs that qualify as approved training programs as they want. Q: Who keeps the information in the listings up to date?A: ETPs are responsible for updating their listings on the ETPL. ETPs are also responsible for keeping their accounts active by logging in at least once every 180 days and keeping their passwords current.Q: What do ETPs do to keep their listings active and enabled?A: To keep the account active and enabled, an ETP should log in to its Maine JobLink ETPL account at least once every 180 days. Accounts that have not been logged into for longer than that are automatically deactivated as a security measure.Q: What if an ETP’s account is deactivated or they have forgotten their log-in information?A: ETPs can request assistance by contacting Joblink.maine@ and an ETP specialist will contact them and provide help.Q: Can an ETP remove its listing from ETPL?A: Yes, there is a feature that permits the ETP to voluntarily remove its listing as a provider, or any individual program in its listing. Since the job seeking public and their career counselors can view the ETPL, programs should be removed if they are no longer being offered. Q: How do ETPs update their account or change a password or user?A: ETPs can manage their accounts using either their listing on the Provider Menu or My Profile. There are instructions in the ProviderLink User Manual. If all else fails, ETPs can contact the ETP specialist at Joblink.maine@ .Q: What if an ETP doesn’t have the required information handy when registering an account?A: The ETP can always save whatever they have provided and then return to finish registering. Q: What if the ETP’s performance data is not available when they register an account?A: The ETP should provide the data to their best of their ability. For initial registration only, ETPs can provide a guestimate. After that, they have to supply actual performance data annually to remain on the ETPL.Q: How often do ETPs have to submit their performance data? A: ETPs have to submit the performance data annually, by August 1, for the prior 12 months. Q: Some of the data contains personally identifiable information (PII). How do ETPs submit the performance data securely and in compliance with federal laws and privacy and confidentiality requirements?A: When initially registering for an account, the ETP has to agree to share specific data in order to establish an account and appear on the ETPL. The agreement is compliant with FERPA, the Family Educational Rights and Privacy Act of 1974, and additional mandates for privacy and confidentiality.ETPs will use a secure portal, , to report their performance data. The Maine Department of Labor’s Center for Workforce Research and Information (CWRI), will extract the data and match it to information available only to CWRI to calculate the ETP’s annual performance. Q: What if an ETP has a technical problem with submitting its performance data on the MaineEarns site?A: An ETP who is having difficulty with the MaineEarns secure portal, they can contact maineearns@ for assistance.Q: Are registered apprenticeship programs listed on the ETPL? A: Registered apprenticeship (RA) programs are automatically eligible for the ETPL as long as the training provider remains registered with the Maine Apprenticeship Council. However, RA programs/sponsors must complete a registration for an account on the ETPL.RAs are not required to provide annual performance data for the ETPL. RAs are expected to keep their listings current and should check their listings at least once a year to make sure everything is up to date.Q: Can out-of-state training providers be listed on Maine’s ETPL?A: Yes. The state where the training provider is located must have a reciprocity agreement with Maine, and out-of-state providers must abide by all of Maine’s ETPL requirements, including submitting performance data. Out of state, internet-based programs will only be considered for inclusion on the ETPL with special approval from the Local Board Director of each local area.
