Study Leadership Team: Roles & Responsibilities

The 2006 Health Workforce Retention Study included a large group of people who were involved in the planning, management and leadership of the project. These individuals and their roles are described in this document.

Eddie Mukooyo, the HWAB chairman, provides overall governance for the project, and guides the policy decisions that direct the project.

Pam McQuide of the Capacity Project makes policy and budget decisions related to the study, and will guide and shepherd it through various organizational processes. She provides overall oversight and guidance, support and supervision.

Anneke Zuyderduin, principal of the Aga Khan Nursing School, is the in-country coordinator and is responsible for implementing the Capacity Project’s retention study in Uganda, including obtaining permissions and support for the study and conducting outreach to Makerere University. Anneke will review data collection questionnaires and will be responsible for testing the study questionnaires. Anneke also worked on recruitment and selection of data collection teams, supervises data collection training, and supervises logistical arrangements for data collection. Anneke will work with Amy on preparing terms of reference (job descriptions) for and supervising data collection teams.

Charles Isaybirye, the Ministry of Health’s HRDD representative, provides the liaison between the Ministry and the study team. He ensures the Ministry is apprised of all the activities of the study team, and will make the connections between the Health District directors and the research team. He is the person the team will look to for data needs from the Ministry to guide the study, including the list of health care workers who left positions since July 1, 2005. Charles will coordinate the MOH logistical support to the project, including vehicles and drivers. He also ensures the district health directors are informed of our project and its intent, and solicits their support and participation.

Amy Hagopian, representing the U.S. HRSA agency, was responsible for writing up the study design, and did the documentation required to obtain human subjects approval for all aspects of the study. She secured the biostatistical consultation, and implemented the random selection of districts and facilities. She tracks the quality issues related to the study design. She finalized the questionnaires, and wrote this manual and data management protocols. Amy is on-site during July to provide leadership on the training and supervision of data collection teams. She also supervises University of Washington students who will be on site during those weeks to assist with this project.

Paul Kiwanuka-Mukiibi, Capacity’s in-country representative, is responsible for communications with the HWAB and other stakeholders, especially in the Ministry, in relation to the study. He works with Anneke and Amy on logistical arrangements, including purchasing of equipment, payments for goods and services on behalf of the Capacity Project.

Sindhu Ramalingam of Aga Khan University faculty will assist with training data collection teams, will help supervise those times while they are in the field, and will assist with testing questionnaires. She will help with team training and organizing logistics for data collection.

John Arudo of Aga Khan University faculty will be responsible for overall data analysis and biostatistical review and provide leadership for the presentation and writing processes.

Fatu Yumkella of the Capacity Project provides the link to the Capacity Project and did the initial research and background literature review for the retention study. She drafted the initial versions of the survey questionnaires, based on material in the literature, and this manual. She reviewed all materials as we proceeded to ensure they are consistent with the literature. She will participate in the training of data collectors and will review of findings.

Emily Bancroft, UW MPH student, will assist the project by providing documentation of all methods and lessons learned in order to create a “manual” to allow the study to be replicated in subsequent years. She also developed the data entry forms for the questionnaires.
