ABOUT US

The International Federation of Arts Councils and Culture Agencies (IFACCA) is the global network of arts councils, ministries of culture and government agencies that advance arts and culture, with member institutions representing over 70 countries. Our members operate in developed and developing countries across Africa, the Americas, Asia, Europe, the Middle East, and the Pacific. The IFACCA Secretariat oversees the Federation: it supports, connects and responds to the needs of members; creates opportunities for collaboration and exchange; and provides trusted leadership and intelligence on arts and culture in public life, for members as well as the wider international community.

VISION AND PURPOSE Our shared vision is a world in which arts and culture thrive and are recognised by governments and peoples for their manifold contribution to society. The purpose of the Secretariat is to support and engage members; to forge platforms for collaboration and exchange; to be a trusted source of intelligence; and to lead global thought for arts and culture in public life.

THE MEMBERSHIP Our membership comprises public institutions whose purpose is to advance the arts and culture, through investment, policy and promotion. We have two types of members: National Members and Affiliates. National Members are committed to the public support of arts and culture through investment, policy and promotion at a national level, with each country able to be represented by one National Member. Affiliates, too, are committed to the public support of arts and culture, but they include sister institutions to existing National Members, intergovernmental bodies, and government agencies that operate at subnational levels including state, regional, provincial, and local government.

THE IFACCA SECRETARIAT The Secretariat comprises a small team of committed staff who apply their knowledge and expertise to execute the IFACCA strategy and meet its objectives, manage programmes and services, and ensure the smooth administration of the organisation. It maintains a comprehensive overview of the international arts and culture landscape and serves as the central hub for the Federation. It nurtures relationships with ? and between ? members and creates trusted, confidential and informal spaces for collegial exchange. It designs and delivers programmes and resources that respond to members' needs. And it provides members with trusted advisory services, informed by its unique bird's-eye perspective. In addition, the Secretariat maintains relationships with international experts; partners with key organisations to extend the influence of the Federation; and regularly participates in international forums to lead global thought on arts and culture, profile the role of public agencies, and raise awareness of concerns shared by members and the sectors they support. As an organisation, the Secretariat is lean, agile and non-bureaucratic.

ABOUT THE ROLE

The Director of Policy and Engagement is responsible for overseeing policy knowledge and engagement strategies to meet member needs and contribute to IFACCA's service and thought leadership mandate. This is a leadership position within the Secretariat and the postholder reports to the Executive Director.

In accordance with IFACCA's Strategy 2021-2026, the Director of Policy and Engagement will:

? work closely with the Executive Director to implement and deliver the Strategy 2021-2026, with particular attention to policy knowledge and exchange content and programmatic outputs

? Oversee, develop and, at times, lead policy knowledge and exchange services and projects for members

? oversee, develop and manage member and stakeholder engagement agendas and international partnership strategies

? lead communications and engagement strategy, which includes preparing content, liaising with members, partners and the wider network

? represent IFACCA internationally, as requested by the Executive Director

? deputise for the Executive Director, as required (such as when the Executive Director is on leave)

? be an authorised financial signatory for IAFS (IFACCA's legal entity in Australia) in accordance with financial delegation guidelines, including banking and financial system transactions.

POLICY ADVISORY SERVICES AND PROGRAMMES

The Director of Policy and Engagement will:

? play a leadership role to implement plans for 2021-2023, with a focus on outputs and member engagement under IFACCA's programme streams for International Relationships and Exchange, and Knowledge, Evidence and Insights

? co-design the delivery of innovative, responsive and relevant member services and programmes, and monitor delivery to maintain and improve quality

? represent IFACCA to members, government representatives, regulatory bodies, other agencies, the cultural sector, funders and supporters, and the public, as requested and required

? support the Executive Director to identify, assess, inform and advise the Board of internal and external issues that affect the Federation, its members and the Secretariat.

ENGAGEMENT

The Director of Policy and Engagement will develop and manage IFACCA's membership engagement agenda. They will:

? manage and monitor membership engagement in all projects and initiatives, including but not limited to World Summits, Regional Summits, Regional Chapter meetings and initiatives

? develop and maintain relationships with members and other key partners and stakeholders

? implement the membership engagement framework

? develop initiatives to enhance member engagement and encourage new members

? report on key developments to the Board.

COMMUNICATIONS

The Director of Policy and Engagement will design and manage the implementation of communications strategy. They will:

? monitor and update communications strategies as required and develop plans relating to membership engagement, partnership development and IFACCA's digital presence

? oversee the smooth and cohesive implementation and upkeep of IFACCA's corporate website and World Summit website, in liaison with Secretariat staff

? oversee publishing for the online Member Hub, working closely with the Knowledge, Evidence and Insights team on content development and the Operations Manager on systems management.

? oversee preparation of member reports and corporate publications

? write, edit and proofread reports, fact sheets and other corporate documents as required

? research, write and produce promotional material including for ACORNS, editorials, social media, presentations, videos and other publications designed to inform members and the wider network about IFACCA's activities

? monitor, and oversee the search and selection of news on arts and cultural policy for publication in fact sheets, on the website and social media

? oversee liaison with members and the wider network, including media, suppliers and key communications contacts.

PARTNERSHIP DEVELOPMENT

The Director of Policy and Engagement will build international partnerships to meet the objectives of the Strategy 2021-2026, including partnerships with members, prospective members, other sectors and public and private foundations. They will:

? develop a new partnership strategy aligned to directions and priorities, set by the Executive Director and informed by the Board

? explore new opportunities to advance programmatic outputs through the Knowledge, Evidence and Insight and International Relations and Exchange programmes.

SUPPORT THE DELIVERY OF MEETINGS, PROJECTS, SERVICES AND EVENTS

The Director of Policy and Engagement will manage policy, communications and engagement aspects of project delivery, services and events with particular focus on:

? IFACCA projects, including related to the World Summit on Arts and Culture

? international events, such as regional initiatives and theme-based programming

? IFACCA development projects, as required, including preparing MOUs, other agreements, and funding applications where applicable

? the Knowledge, Evidence and Insight programme, including commissioning research, designing and monitoring surveys, preparing evaluation reports, writing and editing reports

? undertaking a range of administrative tasks aligned with the position description and as required.

REQUIRED SKILLS, EXPERIENCE AND COMPETENCIES

Education and employment

? Graduate qualifications in a relevant field. ? A minimum of five years' professional experience in a similar role, in

government or an international organisation in the field of cultural policy,

ideally.

? Relevant demonstrable knowledge of and experience in public policy design, implementation and/or application, specifically in relation to arts and culture.

? Proven understanding of cultural policy development to inform the work of government.

? Proven experience providing high-level policy, strategy and communications direction, advice and planning.

? Strong leadership skills and experience managing people and relationships.

? Excellent political and cultural judgement and ability to quickly understand impacts, risks and opportunities in policy reform.

? Problem solving, decision making and conflict resolution skills.

? A solid understanding of international current affairs and government policy.

? Experience coordinating staff and contractors and providing support and supervision to empower them.

? An understanding of IFACCA's Vision, Purpose, Guiding Principles and work.

? Demonstrated commitment to diversity and the ability to work in different cultural contexts and according to protocols to ensure quality outcomes.

? Post-graduate qualifications in a relevant field.

? Australian citizen or permanent resident, New Zealand citizen, or a valid visa holder with permission to work in Australia.

? Proficiency in a language other than English (Spanish, French or Arabic desirable).

? Experience working with membership service delivery.
