MAIN DUTIES AND RESPONSIBILITIES

The job description refers to the principal duties and responsibilities of the Post. It does not necessarily list in detail all the tasks required to carry out these duties and responsibilities.

A/ MAJOR PURPOSE OF POST

1. To act as Head of the Council’s Paid Service and undertake all duties and responsibilities as defined in Section 4 of the Local Government and Housing Act. (1989)

2. To provide leadership to the organisation, ensuring that the policy objectives and priorities of the Council are implemented.

3. To ensure the efficient provision of high quality public services to people living in, visiting and working in the Vale of Glamorgan.

4. To have general authority to take all action necessary for the efficient management and execution of the Council’s policies, services and functions.

5. To act as the key interface between elected members and officers.

6. To promote a robust culture of accountability, innovation and performance management across the Council, modelling the Council’s values and constructively challenging peers, partners and the senior management team to deliver agreed results.

7. To set stretching goals that challenge the status quo and existing performance levels drawing on what the best organisations across the sectors are doing.

8. To understand the political and socio-economic context in which the Council operates, anticipating and monitoring trends and develop effective strategies to deal with them.

B/ CORPORATE RESPONSIBILITIES

1. To act as the principal policy advisor to the Council and secure best professional advice on all relevant matters relating to the Council’s functions and services. Support elected members in formulating and developing the vision, strategic aims and priorities for the Council.

2. To lead the development of strategic and operational plans, working with the Corporate Management Team to deliver the Council’s policies, ensuring all staff understand and act on the aims of the organisation, in order to meet the needs of the people of the Vale of Glamorgan.

3. To lead and deliver the Council’s transformation agenda ensuring services are delivered and commissioned in the most effective and efficient way.

4. Take lead responsibility for the overall corporate and operational management of the Council, monitoring performance against plans to ensure effective and efficient delivery of services to the highest standards, including financial, performance, risk, people and change management.

5. To take a strategic approach to influencing, drawing on a range of approaches to effectively manage the politics and partnerships and position the Council for success internally and externally, and by simplifying complexity and creating clarity and direction in ambiguous, multifaceted situations.

6. To ensure in conjunction with the Section 151 Officer and the Monitoring Officer that the legal, procedural and other provisions governing or affecting the affairs of the Council are properly observed and that appropriate action is taken to safeguard and promote the Council’s interests

7. Develop and review the organisation of resources, partnership arrangements and practices to ensure effective and efficient delivery of services.

8. Provide strong, visible leadership and direction through compelling communication of the vision and values of the organisation. Enable the Council’s Corporate Management Team to motivate and inspire their staff.

9. Create and manage effective partnerships with a broad range of stakeholders, building support among them in order to deliver better public services and improved results and solutions to complex issues for local people.

10. Forge a broad network of contacts across the public and private sector to maintain awareness of best practices and initiatives, adapting them for use within the Council to create demonstrable efficiencies and cost savings.

11. To anticipate, monitor and identify strategic issues and changes which affect the Council and develop effective responses to meet such changes.

12. To ensure that the principles of equality of opportunity are integrated and actively pursued both within the Directorate and in all areas of service provision.

13. To champion the needs of the individuals and communities that the Vale of Glamorgan Council serves, ensuring the Council places community needs at the heart of what they do and constantly challenging themselves and others to see from the Customer perspective.

14. To perform any other duties required by law, or which the Council may reasonably require.

15. To establish effective consultation mechanisms to ensure that the needs of residents within the community, in Government, in other local authorities, in appropriate public bodies and in the private and voluntary sectors.

16. To set and review Director’s targets and performance, both to recognise good performance and ensure the provision of quality services.

17. To promote the highest standards in leadership, management, employee relations and practices throughout the Council.

C/ SERVICE RESPONSIBILITIES

1. To anticipate, monitor and identify trends affecting the Council and develop strategies to deal with them.

2. To analyse changes in legislation and in local circumstances to provide the Council with guidance on how policies should be developed.

3. To ensure the efficient and effective implementation of the Council’s policies across all services and the effective deployment of the Council’s resources to these ends.

4. To ensure a responsive customer focused approaches in the delivery of all services.

5. To ensure equality of opportunity both within the Authority and in service provision.

6. To be responsible for encouraging and ensuring the highest standards of probity in all Council activities and to work in consultation with the Council’s Standards Commission where appropriate.

7. To perform all the functions in respect of which the post holder is the Proper Officer and any other duties imposed by law, or which the Council may reasonably require.
