Approval of ITU-T Recommendations

A.1 By TSB Circular 46 of 19 September 2005, it was announced that the following revised ITU-T Recommendations were approved, in accordance with the procedures outlined in Resolution 1, Section 9, of the WTSA (Florianópolis, 2004):

– ITU-T Recommendation D.4 (16/09/2005): Special conditions for the lease of international (continental and intercontinental) sound- and television-programme circuits for private service

– ITU-T Recommendation D.150 (1999) Amendment 1 (16/09/2005): Optional transit share arrangement

– ITU-T Recommendation D.180 (16/09/2005): Occasional provision of circuits for international sound- and television-programme transmissions

The conditions governing the approval of ITU-T Recommendations were met and 41 Member States participating in the last meeting of Study Group 3 approved the text of these Recommendations during the Plenary session held on 16 September 2005.

Notification of possible misuse of E.164 numbering resources

Note from TSB

Member States are invited to publish in the ITU Operational Bulletin such communications as they think appropriate in connection with possible misuse of a numbering resource that is their responsibility: for example, pointing out that particular numbering ranges are not assigned and therefore should not be routed.

Guinea-Bissau (country code +245)

Communication of 29.VIII.2005:

The Institut des Communications de la Guinée-Bissau (ICGB), Bissau, as the National Regulatory Authority for Telecommunications, announces that it has become aware of the fraudulent use of Guinea-Bissau’s country code E.164, "245", by several operators whose nationalities and locations it has not been possible to determine.

1. The aforementioned operators provide access for the provision of added-value services, in particular "audio text" and "video text" services using the country code "245", without the Guinea-Bissau authorities’ knowledge.

2. The Institut des Communications de la Guinée-Bissau (ICGB) requests the cooperation of all telecommunication administrations in prohibiting, on their territories, operators from giving added-value service providers access to their networks using the country code "245", which is the property of Guinea-Bissau, if those providers do not show evidence of having been issued with the corresponding authorizations in due form.

3. Telecommunication administrations are further requested to instruct not only the telecommunication service operators and providers of their country already providing added-value services using the country code "245", but also those wishing to do so, to contact the Institut des Communications de la Guinée-Bissau (ICGB), as a matter of urgency, at e-mail address icgb@mail.

4. The Institut des Communications de la Guinée-Bissau (ICGB) further wishes to state that only those service providers and operators headquartered in Guinea-Bissau or duly established as representatives in Guinea-Bissau can hold an authorization for the establishment and operation of telecommunication networks or the provision of telecommunication services within the territory of Guinea-Bissau or for the use of State public domain resources such as numbers and radio frequencies. The Institut des Communications de la Guinée-Bissau (ICGB) will publish the  list of telecommunication service providers and operators who are using the country code "245" fraudulently and abusively and legal action will be taken against them.

This second phase, which relates to transfer of the fixed network of Gabon Telecom S.A. to the eight-digit plan, and suppression of the "0" of network identifier for the calls from abroad, fixed initially at September 2005, is deferred to a later date, which will be communicated in due course.

Joint Communiqué of 2.XI.2005:

Seychelles Telex Service

Cable and Wireless Seychelles and Network Telex (United Kingdom), in cooperation with Swisscom, Berne (Switzerland) and E.C. Datacom Limited, London (United Kingdom), announce in this joint communiqué that, as from 1 December 2005, Cable & Wireless Seychelles will no longer be handling telex traffic to and from Seychelles, such traffic being handled instead by Network Telex. The Telex Switching Center in Seychelles will be closed and all direct circuits to and from Seychelles will cease operation. All traffic destined for Seychelles subscribers will have to be routed via the Telex Switching Center of Swisscom in Lugano (Switzerland).

Seychelles subscribers’ national telex numbers, together with the telex destination code (TDC) “965” allocated to Seychelles under ITU-T Recommendation F.69 and the telex network identification code (TNIC) “SZ” allocated to Seychelles under ITU-T Recommendation F.68, will remain unchanged.

As from 1 December 2005, the responsibility for international rates and settlements will reside with Swisscom, which will handle direct all negotiations related to telex accounting rates. Telex accounts should be sent to the following address:
