INTRODUCTIONS

? Andrew Kessler, JD ? Principal, Slingshot Solutions, LLC ? Behavioral Health Policy expert ? 15 years of BH policy experience, 20 years policy experience overall ? ? @SlingshotDC (feel free to live tweet!)

EXPERT?

? I am NOT a marijuana or cannabis expert ? I AM a policy expert. I read the tea leaves (with varying degrees of success) ? Right now, most of public policy is guesswork (more so than usual) ? Guesswork is a risky business with the current occupant of the White House

FEDERALISM

? Do not make the same mistake that many do: the Federal government is NOT simply a state government on steroids. It is a different animal. A different species.

? While state level policies concerning cannabis change at a breakneck pace, the actual policies at the federal level have not changed much at all since 2014

? There have of course been changes in enforcement, but not in the letter of the law

? Marijuana remains a Schedule 1 narcotic.

IF I COULD SEE THE FUTURE...

? I would not be living here....
