Interview
1. Purpose. To establish a Marine Corps Base Policy establishing a motorcycle club in order to teach Marines how to be better and safer riders.
2. Information.
a. The club is open to all riders regardless of rank
age or skill level. This club will not however be a substitute for the motorcycle safety course offered by the Traffic Section Base Safety Division, Camp Swampy. ATV riders are also encouraged to participate.
b. A senior and experience rider shall be appointed in
writing as the president of the club.
c. The emphasis of the club is to have experienced
Riders teach various safety topics to the younger riders and pass on their own personal experiences pertaining to safety on a motorcycle.
3. President’s Duties. The President of the club will be

responsible for the proper operation and conduct of the club and work in conjunction with the Director of Safety to enhance the command’s motor vehicle safety program. In
addition, the Safety Division, with the assistance of the club President, will maintain a folder/binder with the following information on each rider:
a. Membership roster, enclosure (1).
b. A statement of understanding signed by each rider
attesting he/she has all elements of the PPE required by MCO P5100.19F, P5100.12, and MCBO P5560.2N. Enclosure (2) is the MCIEAST Standardized Statement of Understanding that will be signed by all riders, both military and civilian.
c. Copy of Motorcycle Safety Inspection Checklist,
enclosure (3).
d. Copies of each rider’s License (valid) with the
Motorcycle Endorsement highlighted.
e. A copy of each rider’s registration.
f. Copies of each rider’s Proof of Insurance.
g. Copies of rider’s certificate of completion of the
Motorcycle Safety Course (Beginners or Experienced as
applicable).
h. Maintenance report on each rider’s bike.
i. Attendance/training roster, enclosure (4), of
monthly meeting attended to include class hours taught on safety.
4. Operation of the Club
a. There will be no dues. All riders will cover their
own fees during rides.
b. The club will meet once a month for a minimum of one
hour to various topics on riding. Examples of training topics can be found in enclosure (5). A roll call will be conducted at each meeting. In addition, an attendance

roster will be passed out and signed with the classes covered during that meeting.
c. The senior club riders will cover at least one
safety topic during each meeting. If time permits, more safety topics will be covered.
d. Guest speakers will be invited to speak at various meetings to educate the riders on motorcycle safety.
e. Any information on riders that needs to be updated will take place during the club meetings.
5. Club Events
a. The last Friday of every month will be a Club Ride
Day with consent of the Commanding Office and if operational commitments permit.
b. Riders may participate in civilian events to help
various causes throughout the community.
6. Local Motorcycle Training Availability
a. To obtain a DoD sticker to operate your motorcycle
on Base, proof of completing an approved safety course is required. These classes are offered on MCB Camp Lejeune and Camp Johnson at no charge to the rider. Two different Motorcycle Safety Foundation (MSF) courses are provided. The 20-hour, Basic Rider’s Course (BRC) is for the novice rider with little or no experience. Training takes part in the classroom and on a protected range for various riding exercises. Learner bikes are available if you do not own your own motorcycle. Those riders owning their own motorcycle and possessing a valid motorcycle endorsement on their Driver’s License may use their motorcycle for the BRC but must use their motorcycle for the Experienced Rider’s Course (ERC) and the Military Sportbike Refresher Course (MSRC). These courses also have a classroom portion but requires the student to complete the riding exercises on his/her own motorcycle with all proper protective equipment provided by the rider. b. Reference (a) clearly outlines that motorcycle
training shall be provided at no cost to military and DoD personnel to include annual leave. All Marines desiring a class seat in any MSF course should communicate their desires to the Base Safety Traffic Office Building 58, Room 139, so funding documents can be prepared in advance.
7. Course Completion Documentation
a. A copy of all certificates and attendance records will be maintained on each member. This record will be updated as needed.
8. Commander’s Motorcycle Safety Interview
a. Prior to the purchase of a motorcycle, the
Traffic Office highly encourages individuals to complete the MCB Camp Lejeune Commanders Motorcycle Safety Interview (enclosure 6) to be conducted by their respective department OIC or SNCOIC. This interview should be by no means a deterrent to the purchase of your motorcycle, but should be viewed as an opportunity to disclose information to the command that will help them assess the risk and possibly mitigate existing hazards.
b. A copy of the completed interview form will be
maintained in the safety office and a copy will be provided to the club president.
