Traders slam NITI Aayog over

divergent view on draft e-com policy

The consumer affairs ministry will take into account the inputs and feedback from key stakeholders, including central and state government departments, industry, and the public, before finalising amendments in rules governing the e-commerce sector, an official close to the development said on Sunday. "We will seriously consider the inputs,'' the official said when asked about the NITI Aayog stand on the draft policy.

Traders have called the government's public policy think tank a spokesperson for international e-commerce firms after NITI Aayog opposed some of the e-commerce policy rules saying they were beyond the realm of the consumer affairs ministry, which drafted the proposed policy.

NITI Aayog raised concerns regarding the fallback liability clause that puts the onus on marketplace platforms such as Amazon and Flipkart, instead of sellers.

India Traders (CAIT) on Sunday said, "The uncalled for assertions made by Niti Aayog on draft e-commerce rules under Consumer Protection Act are contrary to the objectives for which Niti Aayog has been constituted. From the perspective of eight crore traders, it is a non-entity body since it has not come out with even a single concept or plan note about upgradation or digitisation of the trading community and what to say of rolling out a plan policy for traders," an official statement from CAIT said.

CAIT has mostly been supportive of government policies including the ecommerce rules. NITI Aayog, which is chaired by Prime Minister Narendra Modi, has however come under harsh criticism by the trader body.

Recently at an industry event, Consumer Affairs Minister Piyush Goyal had hit out at businesses including the Tata group for opposing some of the e-commerce draft policy rules.

The finance ministry also highlighted some of the proposed e-commerce rules as not being investor-friendly, an official pointed out. E-commerce firms, and industry associations had earlier requested the government to rework the draft e-commerce rules.

A senior government official told that the larger idea of the consultation process is to get a broad set of views from diverse stakeholders, which is a crucial part of the ongoing process.

"Many issues have been thrown up by an array of stakeholders. Each of them deserves to be considered seriously. Every view is being taken into consideration," the official said.

In June, the consumer affairs ministry had proposed a slew of amendments under the Consumer Protection (ECommerce) Rules, 2020, to `'protect the interests of consumers and encourage fair competition'' in the market and had sought comments from relevant stakeholders.

How IT firms are solving skills divide as they go back

With high attrition and the struggle to fill the skills gap due to a surge in demand on account of digital transformation, the Indian IT services industry is heading back to campuses to hire engineers in thousands.

Though the salary level of the students being hired has remained Rs 3-3.5 lakh for years, companies are ready to shell out more for those who excel in coding and programme languages.

Industry players and HR experts spoke to said when it came to generic hiring, the salaries remained at Rs 3-3.5 lakh. But the industry pays a higher package if the student clears digital skill tests that firms conduct at campuses. For instance, those who excel in coding or programme language skills get salary packages of Rs 6.5-8 lakh.

At the Vellore Institute of Technology (VIT), for instance, from the current batch, TCS hired 319 students in the digital profile category and the salary package of these students will be in the range of Rs 7 lakh. Last year, the company had hired 1,400 students in the generic category with salaries in the region of Rs 3-3.5 lakh and 225 were selected under the digital profile.

Similarly, Wipro hired 419 under its Turbo hiring programme from the 2021 batch at VIT with a salary of Rs 6.5 lakh.

Genpact trains freshers in client technology, internal business processes, and sometimes in even basic technology skills.

Companies are making sure that the freshers are trained -- at the institutes themselves -- in some of the platforms and technologies the company wants.

"We want to increase our pool of colleges and have backward integration with them. Instead of students coming to us and spending another four-five months on training, we make sure that in the last few months of their education they are trained in the skills we require," said V V Apparao, chief human relations officer, HCL Technologies. He said with the pandemic affecting courses, several students used this opportunity to do certificate courses in AWS, Salesforce, etc. "They may get a slightly better salary package than the usual, but that will be decided only in interviews."

Also with the supercycle digitisation efforts that are being put across by customers, we are anticipating that the hiring trend will continue to see double-digit growth at least for the current financial year," added Nanduri.

Bharti Airtel board approves

Rs 21,000 crore rights issue

The board of Bharti Airtel on Sunday approved fundraising to the tune of Rs 21,000 crore, mainly to make payments towards adjusted gross revenue (AGR)-related liabilities due in 2021-22 (FY22).

The board approved the issuance of equity shares of a face value of Rs 5 each of the company on a rights basis to eligible equity shareholders. The issue size is up to Rs 21,000 crore, said an official statement by Airtel.

The rights issue is priced at Rs 535 per fully paid-up equity share, including a premium of Rs 530. This translates to a discount of 10 per cent to the stock's closing price on Friday (Rs 593.95 at the BSE).

The rights entitlement ratio ent-ails one equity share for every 14 equity shares held by eligible shareholders as on the record date, Airtel stated. As far as terms of payment of the issue price are concerned, 25 per cent is to be paid on application, balance in two more additional calls as may be decided by the board or committee of the board, based on the company's requirements within an overall time horizon of 36 months.

With strong visibility for metro projects and government spending, KEC International is looking to double its civil business segment to Rs 2,000 crore in FY22.

"We have six metro projects with us along with large water pipeline projects and construction orders from airports, oil&gas and data centers sections which assures us of doubling of topline this fiscal," Vimal Kejriwal, managing director and chief executive officer of KEC International told .

Of the top three revenue streams of KEC International, its civil business is the thirdlargest contributor after transmission and distribution (T&D) and railways.

In the company's recent earnings conference call, Kejriwal informed that the company has a robust order book and the lowest bidding of Rs 4,500 crore for the civil business segment.In FY21, the company's civil business has already grown three times to Rs 1,080 crore, up 187 per cent from Rs 376 crore noted in the same period of the preceding year.

With strong revenue visibility in the civil segment, the company has also been investing Rs 70-80 crore since last year as capex."Around same amount of capex will be deployed this year as well as next year.

The SC in October 2019 had delivered the verdict on the AGR issue for calculating government dues of telecom companies, such as licence fee and spectrum usage charges. After the top court had rejected pleas by Vi, Airtel and Tata Teleservices sought review of the judgment, further widening the definition of AGR by including non-telecom revenues, the DoT had said in March, moving a plea seeking staggered payment over 20 years.

Airtel reported a net profit of Rs 283.5 crore in the first quarter ended June of FY22.

This was much lower than the consensus estimates, which had pegged the same at Rs 604 crore. The company had reported a loss of Rs 15,933 crore in the year-ago quarter on account of one-time provision for dues related to AGR.

The June quarter profit was aided by the sale of tower assets in Africa for $175 million (or Rs 1,279.6 crore). On a sequential basis, the reported profit was down 63 per cent. Further the board has constituted a special committee of directors to decide the other terms and conditions of the issue, including issue period and record date.
