Tournament Bid Information

USA Fencing is pleased to take this opportunity to introduce you to the Olympic sport of Fencing and its national tournaments. USA Fencing hosts a series of national fencing tournaments beginning each fall and ending with the Summer National Championships the following summer.

USA Fencing will accept bids from any City, CVB or Sports Commission interested in hosting a national tournament. The bid must provide facilities; commit services and supply personnel and value-in-kind donations to make a tournament successful for the participants, the host and USA Fencing. The range of tournaments and the flexibility that USA Fencing offers in sharing responsibilities provides hosts with various levels of involvement. Bids that exceed our specifications will be considered as received.

Bids for the 2012-2013 Season must be received by December 1, 2011.

Bids for the 2013-2014 Season must be received by December 1, 2012.

Bids:

USA Fencing prefers multi-year bids or bids for future seasons. Decisions will be made in a timely manner depending on confirmation of dates with international fencing schedules. USA Fencing has contracted with a housing service to handle all tournament-housing needs as well as venue review.

Tournament Housing:

Housing Service & Venue Liaison (HSVL): A successful bid must meet the hotel contract requirements of the HSVL company which is PSA Sports, Attention: Patrick Higgins, 801.923.8371, email: p_higgins@team- (psa-). PSA Sports shall mange the sleeping room contracts and registration management as well as review the city/venue proposals on behalf of USA Fencing. The sleeping room rate shall include a 10% commission payable to PSA Sports. In addition, a rebate that benefits USA Fencing may also be levied. The inclusion of a rebate and its amount will be determined by the specific package proposed by the CVB, City or Sports Commission for the particular event.

There will be a cut-off date of 30 days prior to the first day of the Event for room reservations. Only then can individual hotels release the block and issue these rooms to the general public. PSA Sports will not sign any contract that contains an “Attrition/Performance Clause.” The Headquarters Hotel must include Staff and Official’s rooms that are negotiated at a reduced room rate. These staff rates should be proposed ‘net’. No commission should be levied. An earned complimentary room policy of a 1/35 for full service hotels and a 1/20 for limited service hotels is the norm. A minimum of ten free parking passes should be provided for each event. Other ‘added values’ proposed by the properties should be reflected in bid. A sample schedule of the staff needs and breakdown of room use is available upon request.

Host Organizations:

Cities, City organizations or Sports Commissions interested in hosting a national tournament should complete the Request to Host Form and submit it to the PSA. This form must be accompanied by prospective hotel and venue information including venue diagram, specific dimensions and cost. Hotel rates and distance from the venue, along with any other information that will enhance the bid, should also be included. In lieu of a bid fee, organizations interested in hosting an event should be prepared to arrange (hotel, airfare, etc…) a site visit for 2 USA Fencing representatives to inspect the proposed facilities. After the Request to Host Form has been received, Fencing representatives will schedule a site inspection to review bid specifications – venue, hotel, location, services, and transportation. A bid that includes a venue that is inclined to include complimentary coffee/water for tournament officials, free lobby/venue wireless internet, six complimentary (large capacity) athlete water stations throughout the event (on set-up days and on competition days), complimentary tables, chairs and staging for awards/bout committee for the tournament will be given first consideration by USA Fencing.

Cities, City organizations or Sports Commissions that are submitting bids are encouraged to obtain the support of the local USA Fencing Section, Division or Club when forming the Local Organizing Committee (LOC). The inclusion of a local fencing club will give added publicity to not only the event, but to the local club as well. The commitment of local volunteers with fencing experience to serve on the LOC will enhance the chance for a favorable response from the Tournament Committee and the USFA National Office. USA Fencing can assist in introducing a local fencing contact.

An LOC (local organizing committee) that is comprised of both representatives of a local fencing club and CVB/Sports Commission members provides the most attractive combination for a successful event. The following information is offered to assist your organization in assessing the feasibility of hosting a USA Fencing tournament.

Venue Requirements:

The fencing venue is the single most important element in hosting a successful tournament. The venue must be available from approximately 6:00 a.m. - 11:59 p.m. each day of the tournament and for at least one day in advance for set up. It must be clean, well maintained and possess the following characteristics:

1. Minimum ceiling height of 15 feet.

2. One fencing strip measures 14 meters long x 2 meters wide and should include 2 meters on either end as a safety zone. Venue flooring should be a wood, concrete, composition or carpet surface on which fencing strips can be positioned.

3. Even lighting throughout, with a minimum of 30 candlepower.

Area on or near the fencing floor for the Armory, Registration Office, Officials Lounge, Trainer and Media – need to be about 250-300 sq. ft. each. Area on or near the fencing floor for vendor booths is approximately 5,000 sq. ft.

4. Segregated lockable restrooms (male and female) for drug testing and ample additional facilities (including water fountains or other drinkable water sources) for athletes and spectators.

5. Air conditioning available throughout the entire venue.

6. A stage for the Bout Committee, minimum 24' x 24 at no charge to USA Fencing.'

7. A finals area with risers, minimum 72’ x 12’ plus run off ramps.

8. A public address system that reaches all areas of the venue, including the designated official’s lounge, with a microphone located at the Bout Committee Stage.

9. Spectator seating.

10. Discounted parking and easy access to transportation – especially to the host hotel.

11. Venue food/drink concessions are open throughout the competition. Concessions must

Include a variety of “athlete-friendly” foods (fruit, energy bars, bagels, water, sports drink).

12. Meeting rooms must be included with the Exhibit Hall for Officials and Committee Meetings.

Space requirements are determined by number of strips that can be incorporated into one open area. These requirements also include the Bout Committee, Armory, and the Sports Medicine areas. It is also desirable that a finals strip is separated from the preliminary strips, to provide special attention for athletes, enhance the audience seating, and offer space for television access.

Benefits for the Local Organizing Committee:

For a USA Fencing Section, Division or Club, acting as the LOC for a national tournament provides local and national exposure as well as financial rewards to the organizing committee. In all cases, USA Fencing strives to ensure a financial benefit to the LOC who is hosting the national event. Included is a draft LOC contract with base fees paid to the LOC. Additional revenue can be earned through local sponsorships, producing an event program including paid advertisements, strip sponsorships, etc…

Tournament Categories:

North American Cup (NAC) Tournaments (125,000 -140,000 sq. feet)

These are tournaments for different age and skill groups, held over a four day

weekend. They are open to all fencers who meet the group requirements and often attract entries from Canada and Latin America. Placing in some of these events earns the fencer points toward selection to international teams.

National Championships (Junior Olympics, Wheelchair and Summer Nationals (150,000 – 175,000 sq. ft.)

These are tournaments for different age and skill groups, held over 4 - 10 days. They are National Championships therefore athletes must pre-qualify in order to fence at this high level. Placing in some of these events earns the fencer points toward selection to international teams.

Move in would be on Thursday with competition Friday – Monday and the final competition day is also the move-out date. This event has 48 strips and requires a minimum of 125,000 – 150,000 sq. ft.

Division I/II/Veteran/Wheelchair North American Cup B November

Move in would be on Thursday with competition Friday – Monday and the final competition day is also the move-out date. This event has 48 strips and requires a minimum of 125,000 – 150,000 sq. ft.

Division I/Junior/Cadet North American Cup C January

Move in would be on Thursday with competition Friday - Monday and the final competition day is also the move-out date. This event has 48-56 strips and would require a minimum of 150,000 – 200,000 sq. ft.

Junior/Cadet/Team Junior Olympics February

Move in would be on Thursday with competition Friday – Monday and the final competition day is also the move-out date. This event has 48 strips and would require a minimum of 150,000 sq. ft.

Division II/III/Veteran/Wheelchair North American Cup D March

Move would be on Thursday with competition Friday – Monday and the final

competition day is also the move-out date. This event has 40 strips and would require a minimum of 125,000 sq. ft.

Division I / Youth North American Cup & Wheelchair National Championships

Move in would be on Thursday with competition Friday – Monday and the final competition day is also the move-out date. This event has 40 strips and requires a minimum of 125,000 sq. ft.

Summer National Championships:

Dates for the Summer National Championships include the July 4th holiday. Tournament set-up requires 2 days prior to the first day of competition and move-out would be after the end of competition on the last day. This event has 60 strips and a minimum of 175,000 sq. ft. The tournament includes Division I, Division I-A, Division II, Division III, Veteran, Y14, Veteran Team and Senior Team. There is also a Junior and Cadet open North American Cup event held in conjunction with the Summer Nationals tournament and Youth 10/12 Open. In addition, there are seminars, meetings, and other education opportunities offered at this event. There are 10-11 competition days for this National Championship.

Ideal Specifications

As with any event, there are ideal scenarios USA Fencing looks for in the selection of a host

city. While not always necessary for a successful bid, the following elements are examples

of how details can truly make a difference.

▪ City located within a close proximity of a hub airport.

▪ Securing a minimal facility rental fee with free move in day and no fee for meeting space for meals and Committee gatherings.

▪ Hosting an event during a city’s off-season and using a business hotel on a weekend, to minimize the cost of the hotel room block not to exceed $99 - $129 per night (in 2011 dollars).

▪ A list of Restaurants/local attractions that will provide a discount for our members when presented with a USA Fencing Membership Card.

▪ Having the host hotels within walking distance of the venue for convenience and to

alleviate USA Fencing of having to use a shuttle system.

▪ In addition to the venue concessions, restaurants within walking distance to the

competition venue.

▪ Provide prizes for the top eight athletes in each event (# of events * 6 weapons).

▪ Local activities in conjunction with the tournament can provide participants with

entertainment options in addition to the fencing competition.

▪ Securing of city/local grants to aid local grassroots/developmental fencing programs.

▪ Commitment of local media to promote the event.

▪ Taking additional steps to relieve USA Fencing of tournament expenses. Bids that cover the costs of water service, internet, tables/chairs/staging, & shuttle transportation, if required, and facility rental are viewed favorably.

▪ Complimentary official’s breakfast (at the hotel or venue) must be included as an incentive as well as vendor parking at the Convention Center.

▪ Venues with flooring that do not require USA Fencing to bear the expense of bringing in carpet for the strip layout.

▪ For Summer Nationals, Bids must include hosting:

The USA Fencing Board of Directors meeting the Fall (September/October) prior to the event and The USA Fencing Hall of Fame Reception (100-125 guests) held during the Summer Nationals.

▪ Bids must meet the contract requirements of USA Fencing’s housing service.

Organizational Background:

The Amateur Sports Act of 1978 specifically

named the United States Olympic Committee

(USOC) as the coordinating body for amateur

athletic activity in the US directly relating

to international Olympic athletic competition.

The Act included provisions for recognizing

National Governing Bodies (NGBs) for the

sports on the programs of the Olympic and

Pan American Games.

USA Fencing is the recognized NGB for the sport of fencing in the United States. USA Fencing was founded in 1891 as the Amateur Fencers League of America (AFLA) by a group of New York fencers seeking independence from the Amateur Athletic Union. The AFLA changed its name to the United States Fencing Association in 1981.

USA Fencing is affiliated with the Féderation Internationale d'Escrime (FIE), the international federation for fencing founded in Paris in 1913.

Our NGB was incorporated as a non-profit corporation in Pennsylvania in 1964 and in

Colorado in 1993 in compliance with the Amateur Sports Act and opened its national

office at the Olympic Training Center in Colorado Springs, Colo. in August of 1982.

Member Clubs: There are over 630 dedicated fencing clubs in the United States with

nearly 500 additional organizations that offer fencing classes. Currently, there are 82 NCAA sponsored varsity-fencing teams.

Universities & Colleges: There are over 100 NCAA member programs and over 200

intramural or club teams.

Geography: Fencing has a presence in all 50 states and, for competitive purposes, is

separated into 66 Divisions and 10 Sections.

Membership Growth: Membership continues to grow at a constant rate. Over the past

five years it has increased at an average of 11 % per year, with an overall five-year increase of 34%.
