CALL TO ORDER:

Michael Berg, Chair, called the business meeting of the State Board of Master Electricians to order at 10:00 a.m.

MINUTES:

The minutes of the Business Meeting held April 22, 2014, were reviewed. Motion (I) was made by Mr. Oles, seconded by Mr. Borz and unanimously carried to approve the minutes as written.

COMPLAINT REPORT:

The Complaint Committee reviewed the information submitted by the Maryland Insurance Administration regarding a licensee.

OLD BUSINESS: Muelec Meeting

Mr. Oles advised the members of items discussed at the MUELEC meeting held May 21, 2014, regarding licensing.

Commissioner Vorgetts discussed with the Board Senate Bill 877 and House Bill 1119, regarding licensing. It was an accomplishment to get the Bill moving as it was a late introduction and complicated. The Bill looks promising and will be presented again in August 2014 for the next Legislation Session.

CONTINUING EDUCATION:

The Board reviewed and discussed the Business Occupations and Professions Article, Annotated Code of Maryland Subtitle 09 Board of Master Electricians, adding Chapter .02 Continuing Education, required hours of continuing education.

The Board reviewed and discussed an applicant’s failure to complete the continuing education required in advance to filing an application for renewal. Motion II was made by Mr. Oles, seconded by Mr. Warner and unanimously carried that failure to complete the continuing education requirement may be a violation and the Board has the authority to consider a violation to the licensee.

Mr. Oles suggested to the members that Course Providers renew their applications at code cycle.

INSPECTORS CONTINUING EDUCATION:

Counsel discussed with the Board, an individual licensed by the State Board of Master Electricians (“Board”) who serves as an electrical inspector pursuant to Business Occupations and Professions Article, Annotated Code of Maryland §6-313, is not required to comply with CE requirements. Counsel advised the members if the Board wants continuing education for inspectors, then that would require a regulation.

Motion IV was made by Mr. Oles, seconded by Mr. Borz and unanimously carried to ask Counsel to draft a Regulation change to require Inspectors to complete continuing education at renewal of the license.

DIRECTORS REPORT:

Mr. Papavasiliou advised the Board that Robin Bailey will be the new Executive Director for the State Board of Master Electricians and should be attending the meeting in July.

NEW BUSINESS: Correspondence

A licensee submitted a letter to the Board requesting to renew a license that has been expired since 2011. The Board reviewed and discussed the information provided and determined since the license has been expired for more than 2 years, the individual may apply through reciprocity from a current jurisdiction or re-exam in order to obtain the master electrician’s license.

The Board reviewed the PSI Exam results for the month of May, 2014:

EXECUTIVE SESSION:

Motion IV was made by Mr. Oles, seconded by Mr. Borz and unanimously carried by the Board to enter into Executive Session at 11:05 a.m., in the 3rd Floor Conference Room, 500 N. Calvert Street, Baltimore, Maryland 21201-3651. This meeting was permitted to be closed pursuant to State Government Article, Annotated Code of Maryland § 10-508 (a) (8). The purpose of the session was to consult Counsel regarding applicants for licensure.

Motion V was made by Mr. Oles, seconded by Mr. Borz and unanimously carried to return to the public session.

Motion VI was made by Mr. Welborne, seconded by Mr. Oles and unanimously carried to accept the findings in the executive session.

APPLICATIONS SUBMITTED BY PSI:

The Board approved nine applications to take the master electrician’s examination.

The Board denied four applications to take the master electrician’s examination.

ADJOURNMENT

Motion (VII) was made by Mr. Warner, seconded by Mr. Oles, and unanimously carried to adjourn the meeting at 12:00 p.m.
