(“Larry”) Conn practices in the area of real estate, emphasizing development, financing, leasing, title insurance and affordable housing law. He represents developers, property owners, lenders and tenants in all aspects of real estate development, including acquisitions, financings and leasing. Larry prides his practice on his sound judgment of cases and his depth of knowledge and expertise that allow him to provide sophisticated, personal service to each of his clients.Larry is a member and former Vice-Chair of the American Bar Association Real Property, Probate and Trust Section's Title Insurance and Surveys Committee. He represents clients dealing with title and survey issues, including claims under title insurance policies, boundary and other landowner disputes, and serving as an expert witness on title law and other real estate law issues in Federal and State courts. Larry began practicing as an associate assigned to Morton P. Fisher, Jr., chair of the real estate practice group at a large Baltimore firm, which has since merged with a national firm. Mr. Fisher was President of the American College of Real Estate Lawyers and Chair of the American Bar Association Real Property, Probate and Trust Section. He then served as an assistant attorney general at the Maryland Department of Housing and Community Development (DHCD). During his service at DHCD, he authored legislation including the "Maryland Assisted Housing Preservation Act of 1989" and the "Maryland Community Reinvestment Fund Act of 1990". He represents developers of government assisted housing in all aspects of building affordable residential units. After serving as assistant attorney general, Larry joined a large Baltimore firm and then chaired its real estate practice group. He and a group of other attorneys at that firm formed Baxter, Baker, Sidle, Conn & Jones, P.A., with the goal of providing large firm service without the bureaucracy and expenses of larger firms. Larry has authored numerous articles and seminar materials on real estate law, and has taught many classes in Advanced Real Estate Law, Real Estate Title Law and Commercial Leasing Law. He has assisted developers locally and nationally in complex real estate developments, including a mixed unit development of 20 blocks in Atlantic City, New Jersey, and the development of a large entertainment district adjacent to Baltimore’s Inner Harbor. Larry serves on, and is a past Chair of, the Code Revision Committee of the Maryland State Bar Real Property Section, and is a past member of the MSBA Section Council. An advocate for people dealing with mental illness, Larry serves as both a member of the Advisory Board for the Psychiatry Department of Johns Hopkins University and as President of the Board of the Baltimore Chapter for the National Alliance on Mental Illness (NAMI).
