The countdown is on for the second and final release of RMV's new system ATLAS, as the Registry prepares for the launch on Tuesday, November 12, 2019. Release 2 (R2) focuses on Vehicle Services, whereas Release 1 focused on Driver Services and went live in March 2018.

Transition Weekend - No Inspections

Due to the ATLAS Release 2 transition and the work required for a successful system conversion, there will be no RMV system access during transition weekend.

From Friday, November 8 at 6:00 p.m.* until Tuesday, November 12 at 7:00 a.m.:

? No RMV services, including registration or licensing services, will be available at the RMV, AAA, auto dealerships, or at insurance companies.

? No vehicle safety and emissions inspections will be conducted in Massachusetts. ? No RMV internet transactions or phone service will be available. ? No external interfaces for driver or vehicle services will be accessible.

During this transition weekend, there will be:

? No change in system access for law enforcement and public safety partners.

*Please note: On Friday, November 8, the RMV and AAA cannot process any credit card transactions online or in person after 4:30 p.m.

Public Awareness

Our field investigators have been delivering customer-facing posters to inspection stations to display, informing the public that vehicle inspections will not be conducted during transition weekend. They will also provide stations with an information sheet to share with your colleagues with details on what to expect for R2.

Please help the Registry by putting up the poster in a customer-facing area; to the right is a sample of the poster.

Act Now - Renew Your Inspection Station License - Or be "locked-out" in November

Beginning on November 12, any inspection station with an expired license will be automatically "locked-out" of their workstation and prevented from performing vehicle inspections.

This is a systematic stop with no exceptions; inspection stations that have an expired license will not be able to access the inspection system until the license is renewed.

? Renew your license before it expires. Renewal notices are sent via email from Applus. ? You can renew your license up to 90 days before it expires.

Five-Day Extension for Failing Vehicles

Any motorist whose vehicle fails its safety inspection, emissions test, or both on or after September 10, 2019, and has not been brought in for its free re-check prior to November 9, 2019, will be given a five-day extension to complete the necessary repairs and get the vehicle inspected again. The extension will be good through November 18, 2019.

Access to the eServices Portal

A new eServices Portal is scheduled to go live on November 12, 2019 and is an optional tool that you can use to conduct business with the RMV. The Portal, which is easy to use, convenient, and free of charge will give inspection stations the ability to:

? View current inspection station license details ? Renew inspection station license ? Replace inspection station license (if lost or damaged) ? Order motorcycle inspection stickers ? Request a rebate or credit* for unused motorcycle stickers

*All credits will be applied to your eServices account and can only be applied to future motorcycle sticker orders.

IMPORTANT NOTE: The eServices Portal will not affect your ability to complete vehicle inspections through APPLUS.

New ATLAS Features - Temporary Plates

When a reserve, specialty, and vanity license plate is not available at the time of registration, the RMV will issue a temporary license plate to MA residents.

About Temporary Plates:

? The temporary plate number is not the same as the permanent plate number.

? The plate type of temporary plates will be Passenger Special (PAS) with the prefix TP.

? Inspections should proceed like any other PAS plated vehicle. ? Photos should still be taken of the front and rear of the vehicle.

In addition, the temporary plate will be:

? Initially valid for 20 days; customer may extend plate up to two times in 20-day increments for a total of 60 days. ? Printed on paper and placed inside plastic sleeve that attaches to back of the vehicle; there is no front temporary plate. ? Captured in ATLAS allowing law enforcement to see the plate number.

The permanent plate will be mailed to the customer with the new registration. Once the plate is received, the customer can immediately put the plate on the vehicle. The inspection information will stay with the vehicle like any other plate swap situation.

Revised Certificate of Registration

Part of R2 includes redesigning forms, applications, and correspondence the RMV uses daily, for customers and our business partners. We are introducing a new Certificate of Registration which will be available on November 12.

Information for Vehicle Owners

? Certificate of Registration: Every person operating a motor vehicle shall have the Certificate of Registration for the motor vehicle and/or trailer, in the vehicle, in some easily accessible place. The records of the RMV constitute the official status of the vehicle registration.

? Change of Address: By law, you must report any change of address to the RMV within 30 days. Visit RMV to change your address. Once you have reported the address change to the RMV, please write corrected address in box provided above.

? No Insurance Card Required: Massachusetts law does not require an insurance card. M.G.L. Chapter 90, section 34, and Chapter 175, Section 113A, requires the vehicle's owner to maintain a compulsory motor vehicle liability insurance policy or bond for bodily injury coverage and property damage insurance. The insurer is required by law to electronically notify the Registry of Motor Vehicles if coverage lapses. The vehicle owner is then notified by the RMV to obtain new insurance within 10 days or the registration will be revoked. Bonds are filed with the State Treasurer's Office.

? Transferring Your Plates: Massachusetts General Law (M.G.L. Chapter 90, Section 2) allows you to transfer valid registration plates from this vehicle to a newly acquired new or used motor vehicle or trailer while you obtain insurance and a new registration. See the Transferring a Registration Section on the RMV's website at rmv for more information.

? Cancel the registration plates if: - The vehicle has been sold or junked and the registration is not going to be transferred to another vehicle. - You move to another state and you register the vehicle in that state. - The insurance policy is not renewed or is cancelled and there is no plan to obtain a new policy

School Pupil Transport Requirement Changes for 7D Training and Vehicles - Effective October 1, 2019

1) Fire Extinguisher: Every 7D vehicle must be equipped with a pressurized, dry chemical fire extinguisher with a total rating of 2A 10BC or greater, complete with a hose. It needs to be mounted in a bracket, readily accessible to the driver and passengers, and equipped with a pressure gauge that can be easily read from the extinguisher's mounted position. The unit can be mounted anywhere in the vehicle, even in a storage compartment.

2) Backup Alarm: Every 7D vehicle must be equipped with an audible backup alarm, installed behind the rear axle. The alarm should be audible to the driver and operate only when the transmission selector is in the reverse position.

3) School Bus Light Interior Indicator: Every 7D vehicle must have an interior school bus light indicator that is readily visible so the driver will know when school bus lights are activated.

Snowplow Reminder:

All snowplows must be removed from vehicles before safety inspections can be performed.

Sticker Design Change:

The 2020 end of year (yellow) and 2021 (blue) stickers have been modified to make them more resistant to tampering. The stickers will now peel off in pieces when removed. This means the initial placement must be correct or the sticker will have to be reprinted so it will be fully aligned and readable on the windshield.
