ATHLETICS TRAINERS

CALL TO ORDER

Mr. Nowell called the meeting to order at 5:00 p.m.

REVIEW OF MINUTES

The board reviewed the minutes of the February 27, 2007. Ms. Harris made a motion to approve the minutes as is, seconded by Mr. Kotrch. The motion was unanimously carried.

UNFINISHED BUSINESS

Disciplinary Order for Lawrence Paul Tatem

Ms. Adams presented the Board with the Opinion and Order. The Board members signed the Order. Ms. Myer will send correspondence to Mr. Tatem.

FCCPT Credential Evaluation Reports

Ms. Adams is waiting for return calls from the FCCPT regarding the discrepancies in their evaluation reports.

NEW BUSINESS

Review of PT/PTA/AT Applications by Reciprocity

Ms. Burris made a motion, seconded by Ms. Harris, to approve licensure by reciprocity for the following persons:

Review of PT/PTA/AT Applications by Examination

Ms. Burris made a motion, seconded by Ms. Harris, to approve licensure by examination for the following persons:

Ms. Burris made a motion, seconded by Ms. Harris, to approve licensure by reinstatement for the following persons:

Review of Test Results

Ms. Burris made a motion, seconded by Ms. Harris, to recognize examination results for the following persons:

Request for Inactive Status

Ms. Burris made a motion, seconded by Ms. Harris, to approve for inactive status the following persons:

The motion was unanimously carried.

Ms. Burris made a motion, seconded by Mr. Smith, that Jenifer Shmunes still comply with the CEU Audit that she was chosen for. Ms. Myer will contact Ms. Shmunes with the Board’s decision. The motion was unanimously carried.

Complaints Closed

Complaint # 14-01-07 (Ms. Daniello contact person) was closed.

Review of Continuing Education Activities

Ms. Smith made a motion, seconded by Mr. Kotrch, to approve the following courses:

1. Pro Physical Therapy- Current Topics in Athletic Training- 0.65 CEUs

2. Delaware Technical and Community College- Physcial Therapy Conference on Stroke Rehabilitation 2007- 0.45 CEUs

3. Cross Country Education- Rehab Summit: The Apex of Discovery- 1.60 CEUs

4. Chesapeake Rehab Equipment- Chesapeak Rehab Equipment Education Conference 2007- 0.60 CEUs (changed from 0.80 requested)

5. University of Delaware- Breaking Barriers & Building Bridges: Birth to 21- 0.55 CEUs

6. Nemours- Pediatric Physical Therapy Conference 2007- 0.60 CEUs (changed from 0.70 requested)

7. Brain Injury Association of DE and Christiana Care- Brain Injury Association of DE 16th Annual Conference- 0.525 CEUs

8. Medtronic Inc- Focus on Rehabilitation: Advances in Spasticity Management- 0.40 CEUs

9. Med2000, Inc- The Healthy Heart- 0.60 CEUs

11. Amanda Johnson- Applied Techniques of Manual Therapy- A clinical approach to Myofascial Release- 1.60 CEUs

The motion was unanimously carried.

Presentation on Athletic Trainers- Kristen Burris

Ms. Burris presented information on high schools and athletic trainers within the state of Delaware. She brought to the attention of the Board the following statistics for School Year 2006-2007:

48 High Schools had Varsity athletics; 11 of which employ a teacher who is also an Athletic Trainer (providing an average of 25 hour per week of AT support); 24 High Schools contract with a hospital or sports medicine clinic for AT coverage (providing an average of 25 hours per week); 7 High Schools (3 private, 4 public) employ a full time AT (averaging 40 hours a week); and 6 High Schools provide no Athletic Trainers at all.

This leaves many of the State’s High Schools seriously under staffed as far as protection during sporting events (practice and games). This also puts the health of a student athlete in the hands of coaches, who may not have the correct training to recognize a serious injury.

The Athletic Trainers Association of Delaware has been trying to pass legislation to mandate all high school within the state to hire full time Athletic Trainers. The Association would like the support of the Board.

As Ms. Burris is a member of the Board and also the Association, the Board felt it would be better served to hear from another member of the Association on this matter. Ms. Burris agreed, stating that she wanted to present the information to the Board first so that they would be aware of what a member from the AT Association was presenting. Ms. Burris will inform the Association to contact Ms. Myer for placement on the meeting agenda.

Foreign-Trained Physical Therapy Assistants

Ms. Myer related to the Board about the recent inquiries about foreign-trained PTs wishing to apply as PTAs. Since the credentialing companies currently accepted by the Board do not issue PTA reports, it leaves the foreign applicant no avenue for successfully being approved. Ms. Myer had previously contacted Ms. Adams who has contacted the FSBPT and other companies in regards to this matter. At this time, Ms. Adams has not received a communication back from the companies. The Board will review this matter at a later meeting after Ms. Adams has received further information.

Strategic Planning

Mr. Nowell, quoting State Code, reminded the Board that its primary mission is to “protect the public”. Its secondary mission is to license qualified applicants. Mr. Nowell request the Board begin their strategic planning discussions with two issues: 1. Better communication with the public and 2. Continuing education reform, which can be changed via Rules and Regulations. He invited the Board to bring other ideas to the discussions but cautioned them about opening up state laws.

Review of Continuing Education Audits

The Board reviewed the CEU audits that had been returned before the meeting. Ms. Myer will contact any licensees that require additional information.

Next Scheduled Meeting

The next meeting will be held on Tuesday, April 24, 2007 at 5:00 p.m. in Conference Room A, first floor of the Cannon Building, 861 Silver Lake Boulevard, Dover, Delaware.

There being no further business, Mr. Kotrch made a motion, seconded by Mr. Smith to adjourn the meeting. The motion was unanimously carried. The meeting adjourned at 7:04 p.m.
