APHIS ISSUES CONDITIONAL LICENSE FOR CANINE INFLUENZA VIRUS VACCINE
WASHINGTON, June 23, 2009--The U.S. Department of Agriculture’s Animal and Plant Health Inspection Service (APHIS) today announced that it has issued a conditional license to Intervet/Schering-Plough Animal Health for a canine influenza virus (CIV) vaccine.
The vaccine, made from killed virus, is intended to aid in the control of disease associated with canine influenza virus infection, type A, subtype H3N8. Canine influenza was first identified as a disease in U.S. dogs in 2004, after an outbreak of respiratory disease in racing greyhounds in Florida. Since then, it has continued to spread and has now been detected in dogs in 30 states and the District of Columbia.
APHIS, through its Center for Veterinary Biologics (CVB), granted the conditional license following the acceptance of data supporting product purity, safety and a reasonable expectation of efficacy. The safety data included the results of studies that evaluated the product under normal conditions, including field safety trials of the size and scope required for full licensure.
Studies indicate that the vaccine can reduce the incidence and severity of lung lesions, as well as the duration of coughing and viral shedding. The product is administered by injection, and is recommended for use in healthy dogs at six weeks of age or older as an aid in the control of disease associated with canine influenza virus infection.
Under the conditional license, the product may be distributed as authorized in each state, and used by, or under the supervision of, veterinarians. During the one-year conditional license period, the CVB will continue to monitor the product’s performance and will evaluate the company’s progress toward full licensure.
APHIS issues conditional licenses in the event of an emergency situation, limited market or other special circumstance. In this case, the special circumstance was the emergence of a new virus for which there were no existing licensed veterinary vaccines.
FDA approves Pfizer cancer drug for dogs
NEW YORK, June 3 (Reuters) - Pfizer Inc's (PFE.N) efforts to develop new cancer drugs have yielded a breakthrough -- for dogs.
The U.S. Food and Drug Administration has approved the first cancer treatment specifically designed to treat dogs, Pfizer and the agency announced on Wednesday.
The drug Palladia was approved to treat canine mast cell tumors, a potentially serious type of cancer that accounts for about 20 percent of canine skin tumors, and one that can spread to other parts of the body, including lymph nodes, if not treated.
All cancer drugs now used in veterinary medicine originally were developed for use in humans and are not specifically approved for use in animals, the FDA said.
“This cancer drug approval for dogs is an important step forward for veterinary medicine," Bernadette Dunham, director of FDA's Center for Veterinary Medicine, said in a statement. "Prior to this approval, veterinarians had to rely on human oncology drugs without knowledge of how safe or effective they would be for dogs," she said.
Pfizer said it would begin selling Palladia in early 2010, but will make the oral drug available to certain veterinary oncology specialists prior to that.
Palladia works by killing tumor cells and by cutting off the blood supply to the tumor.
The pill must be taken every other day and the dog will likely have to be on the therapy for several months or longer, depending on tumor response, Pfizer said.
Pfizer declined to divulge the cost of the treatment or to forecast what annual Palladia sales might be. The world's biggest drugmaker said it will likely announce the price of the drug sometime this summer.
Treatment with new cancer drugs for humans tends to cost tens of thousands of dollars per patient, and the majority of pet owners do not have health insurance for their dogs.
In clinical trials, some 60 percent of dogs treated with Palladia, known chemically as toceranib, had their tumors disappear, shrink or stop growing, Pfizer said.
Pfizer Animal Health estimates 1.2 million new canine cancer cases are reported in the United States every year.

Digital TV: Better Viewing for Dogs?
By Lexiann Grant
Do dogs watch television? If so, can they really see images on the screen? And, do they enjoy it? If they don’t now, HDTV, or the June 13th, 2009, switch to digital signal might turn more dogs into regular viewers. Move over Nielsen!
Although a dog's eye is somewhat similar to a human's, canine vision is quite different. Dogs see in dim light and detect motion better than people. According to Dr. Mike Richards, DVM, and host of , dogs also see flickering light better, which may cause them to view "television as a series of moving frames rather than as a continuous scene."
Dogs do see something when they look at television, but what they perceive is – and probably shall always remain -- a mystery.
"There is little doubt that dogs see the images. The real question is how they process the information and what it means to them," said Dr. Ned Buyukmihci, VMD, a veterinary ophthalmologist.
Owners say their dogs watch other dogs, wolves or animals like horses, large cats, birds and deer on television, often running behind the TV set to see if the animals are back there. Some people note that their dogs like shows with "lots of motion," such as westerns and sports. Other people say their dogs dislike commercials or talk shows, responding to these broadcasts by growling, and even head-butting or biting the screen.
How shows are broadcast also makes a difference to canine viewers. HDTV, which has higher-resolution pictures and clearer images linked with smoother motion, should be more easily seen by dogs. "HDTV could enhance dogs' viewing pleasure," said Paul Noble, co-author of 277 Secrets Your Dog Wants You To Know."
Dr. Susan McLaughlin, DVM, a veterinary ophthalmologist at Purdue University, said her own dog "responds noticeably" to other animals on television. “I don’t think dogs look at TV all that differently than looking out a window at the world,” she explained, “It's my observation that dogs act like they can see TV, but not everything interests them -- they are rather discerning viewers."

The following story does not necessarily reflect the views of the editor or of JSLRC and was included as an article of interest only:
From the American Veterinary Society Of Animal Behavior:
Merial Announces Controversial Promotion with Cesar Millan and National Geographic Channel.
Word hit the streets early this week that Merial, a major supplier of animal health related projects, entered into an agreement with Cesar Millan. The arrangement is targeted towards veterinary clinics and is promoted on Millan's television program, The Dog Whisperer. In the campaign Merial will be placing materials in the veterinary hospital with images of Millan alongside logos for Heartgard and Frontline. The promotion also offers incentives for clients and practices for purchasing and selling these products.
AVSAB is strongly opposed to this arrangement and the President and board of AVSAB has authored the following letter voicing this opposition. Please click on the following link to access the letter and feel free to share these views with collegues and local/state Veterinary Associations.
The American Veterinary Society of Animal Behavior (AVSAB) is a group of veterinarians and research professionals who share an interest in understanding behavior in animals. Founded in 1976, AVSAB is committed to improving the quality of life of all animals and strengthening the bond between animals and their owners.
