Major Recent Policy Contributions

Invited Expert Witness on the Royal Commission into Family Violence by the Victorian Government, Australia, released March 30, 2016. The Royal Commission was a major initiative by the Victorian government to review and improve their response to family violence. I was one of a handful of international scholars invited to submit a statement and testify as a witness in this Commission. The final report of the Commission makes direct reference to my testimony. It is difficult to convey the importance of the Royal Commission in Australia. Within Victoria, the impact is similar to that of the report of the Truth and Reconciliation Commission. Multiple major initiatives are being launched across sectors to implement the 221 recommendations made by the Commission. Although not binding in states other than Victoria, many of the recommendations of the Commission are being adopted throughout Australia. Upon release of this report, I became part of the Fathering Challenges Network and through this network, as well as through my visiting professorship at the University of Melbourne, I was invited to connect with leaders in various domains of the family violence sector. Working together with representatives across sectors, I worked to create consensus on a document entitled “Guidelines for working at the intersection of family violence and fathering: Systems and practice considerations”. This document has now been circulated widely within the policy and practice community. Although not officially endorsed as standards for work in this area, this document is helping to direct thinking on how new services and funding streams should be organized and regulated.

Invited Member on the Scientific panel on the state of Canadian knowledge on the primary prevention of violence against women and girls, Status of Women Canada, September 2016. In September of 2016, I was one of approximately 15 scholars invited to serve on a scientific panel organized by the Status of Women Canada. The objective of the panel was to “reach consensus on the state of Canadian knowledge on the primary prevention of violence against women and girls, key preventative interventions that should be tested in Canada and key research questions that would contribute to advancing Canadian knowledge and practice over the course of the next 5 years.” During the two days of panel meetings, we agreed upon positions in regards to current evidence and made recommendations to inform future government investments. Some of our recommendations are reflected in initiatives and funding streams in the most recent federal budget.

Invited Keynote address at the Collaborating Across Systems: Preventing and Responding to Domestic Violence against Women and Children co-sponsored by the Ministry of Children and Family Development, Province of British Columbia and the Child Welfare League of Canada, October 2016. I have been an in invited speaker many times at conferences and events linking research, policy and practice. This past fall, I was an invited keynote speaker at a conference organized by the Child Welfare League and co-sponsored by the BC government. I have been contacted by policy makers across Canada multiple times since then to speak about ongoing development of services for abusive men.

Release of a Joint Statement by Caring Dads and Respect, Respect’s National Practitioner Network conference, Perpetrators: Innovation in Practice and Policy, November, 2016. The Caring Dads program has been running in the UK for approximately 10 years. An unexpected challenge to the ongoing development of practice at the intersection of domestic violence and fathering in the UK (and elsewhere, due to the influence of UK advocates) was a position taken by Respect (a lead accrediting agency for work with domestic violence perpetrators) against working with men as fathers unless they had complete Respect accredited DV perpetrator programs first. This “one size fits all” position significantly reduced the access of many high-risk and abusive fathers to programming. I have been meeting with Respect leaders on and off over the past few years to try to advocate for a more open position. I am very pleased to say that on November 1st, this past year, we were able to release a joint statement in support of the value and need for both traditional DV perpetrator intervention programs and for intervention as the intersection of fathering and domestic violence. . The release of this joint statement is very significant for ongoing development of work in the UK.
