|SUBJECT: |LICENSED BOARDING HOMES WITH ASSISTED LIVING CONTRACTS RECEIVING A CAPITAL ADD-ON RATE |

| |JULY 1, THROUGH DECEMBER 31, 2005 |

|Purpose: |To notify field staff of the licensed boarding homes with Assisted Living (AL) contracts that will receive a |

| |capital add-on to the Medicaid daily rate for the six-month period beginning July 1, 2005. |

|Background: |In accordance with WAC 388-105-0035, the Office of Rates Management (ORM)/MSD bi-yearly calculates each AL |

| |contractor’s Medicaid occupancy percentage. The ORM uses the Medicaid occupancy percentages to determine the AL |

| |Medicaid minimum occupancy percentage at which the estimated total budgeted funds for capital add-ons for the |

| |six-month period will be expended. |

|What’s new, changed, or |For the period July 1, 2005 through December 31, 2005, the ORM determined the funds would be expended at 71% |

|Clarified |occupancy. Ten AL contractors had a Medicaid occupancy of 71% or greater for the six-month period beginning one |

| |year prior to July 1, 2005. |

|ACTION: |Effective July 1, 2005, the Office of Rates Management (ORM) has added the following facilities to the list of AL|

| |facilities receiving a capital add-on rate : |

| |Park Place (Seattle); |

| |Cascade Park Vista (Tacoma); and |

| |Bethany at Silver Crest (Everett) |

| | |

| |Effective July 1, 2005, ORM removed the following AL facilities that are not eligible to receive a capital add-on|

| |rate from the list of AL facilities receiving a capital add-on rate: |

| |Beehive Retirement Center (McCleary), |

| |Sydney House (Port Orchard), |

| |Quail Court (Odessa), |

| |Arbor Ridge Assisted Living Partnership (Vancouver), |

| |Riverview Manor (Selah), |

| |Albright House (Bremerton), |

| |Epledalen Retirement and Assisted Living (Cashmere), and |

| |Rosewood Villa LLC (Bellingham). |

| | |

| |Field staff should adjust rates for all Medicaid residents residing in the three facilities listed above to |

| |reflect the eligibility for a capital add-on rate and replace the capital add-on rates for the AL facilities |

| |identified above that are no longer eligible to receive a capital add-on rate with non capital add-on rates. To |

| |make the adjustments, field staff should use the attached rates that reflect the vendor rate increases effective |

| |July 1, 2005. |

| |For all the above listed AL contractors to receive the correct July payment the actions to add or remove must be |

| |taken before the July 20, 2005 SSPS cut-off date. |
