Title: Training Director- Michigan Weatherization Training Center

Purpose:

Under the direction of the Bureau of Community Action and Economic Opportunity (BCAEO), this position will serve as the Training Director reporting to the Executive Director of the BCAEO for the administration, operation, and support of the Michigan Weatherization Training Center.

This position has sole responsibility for the programmatic, financial, and technical related aspects of the Michigan Weatherization Training Center to support the Weatherization Assistance Program’s (WAP) comprehensive technical training and certification curriculum outlined in the Quality Work Plan that establishes a benchmark for quality home energy upgrades, released by U.S. Department of Energy (DOE).

The Michigan Weatherization Training Center will provide technical expert instruction and assistance to Weatherization professionals working in the Weatherization Assistance Program. This position will support the BCAEO’s WAP in operating the leading technical Weatherization training center for teaching, learning and certifying.

The core training being offered is Tier 1 and Tier 2: Tier 1 Training is a comprehensive, occupation-specific training with curriculum alignment to the Job Task Analysis for each occupation and Tier 2 Training for single-issue, short-term, training to address acute deficiencies in the field such as dense packing, crawlspace, ASHRAE, and other topics as needed. The training will foster engagement, innovation, quality work practices, enhance performance, teach energy efficiency conservation measures, health and safety techniques, and student success through hands-on training opportunities by high quality certified instructors and classroom innovations.

Duties and Responsibilities:

• Provide leadership, planning, and implementation of the IREC Accreditation requirements and the completion of all supportive training programs that will enhance the quality of the weatherization assistance program

• Responsible for overseeing the evaluation of professional and technical learning to measure and monitor the quality and fidelity of implementation, changes in instructional practice, and changes in student outcomes.

• Manage operational budgets, training schedules and offerings, tracking student progress, evaluation of certification and the WAP’s professionals training needs, innovative field trainings, conferences, webinars, and coordination and monitoring at several satellite training sites.

• Provide efficient and effective systems that support the weatherization assistance program professionals in the pursuit of professional growth, creating a culture of continuous, lifelong learning.

• Evaluate the training center, instructors and/or materials to find better or less expensive ways to teach students in the future. This includes evaluation of the developed curriculum to ensure alignment with JTAs for accreditation.

• Coordinate with the Bureau of Community Action and Economic Opportunity’s weatherization team to implement updates to curriculum and coursework from federal and state program requirements, risk assessment and monitoring results, training requests, and policy updates.

• Identify areas for course improvement to ensure the students adequately learned the desired skills. This includes making sure the curriculum and coursework incorporates how to apply current regulations, standards, and field guide.

• Foster a ‘culture of learning’ within the training center

• Oversee the development and analysis feedback methodology, evaluation/assessment process and reporting results that is related to the success and effectiveness of training programs.

• Provide financial oversight, including development and management of budgets, and tracking of project expenses.

• Establish and maintain positive, strong, credible, professional and interpersonal relationships with all parties relevant to MPHI/MDHHS projects.

Qualifications/Requirements:

Education: Possession of a Bachelor’s degree in any field or ten years of demonstrated progressively more responsible work experience, specifically in the DOE’s Weatherization Assistance Program.

Experience: A minimum of three years of related and progressively more responsible work experience in the Weatherization Assistance Program or related field.

• Strategic Management ability to lead the IREC Accreditation process and determine training center policies and procedures.

• Provides leadership through leading, developing and managing teams. Strong organizational, analytical and planning skills.

• Leads the execution strategy of key training programs and initiatives, and relates strategy to goals tied to performance.

• Familiarity with the Weatherization Assistance Program rules, requirements, Standard Work Specifications, and monitoring for designing programs, course work, and curriculum to teach, train, and instruct technical weatherization professionals , including the means of assessing the effects of training.

• Human resource management, including principles behind recruitment, selection, labor relations, negotiation, training and HR information systems.

• Proven experience in financial management including cost containment and budget attainment.

Work Environment, Mobility, and Physical Requirements: Job may require moderate physical effort including lifting materials and equipment. It will also involve viewing a CRT or VDT screen 25% to 75% of the time and the use of other standard office environment. Must be proficient with Microsoft Office Suite, smartphones, tablets, and web technology. This position will require the Training Director to use a mobility work environment, including the use of a home office, satellite locations, and other spaces as needed, to increase responsiveness and decision-making speed, resolve internal issues faster, and increase productivity.

Travel: Travel throughout the state to the training center satellite locations will be required. In addition, travel to conferences and other state and out-of-state events may be required.

RESPONSIBILITY FOR THE WORK OF OTHERS:

Supervisor: Supervisors hire, discipline and conduct the performance review of support staff, or make effective recommendations for their hire, discipline and performance review. The Training Director must also understand the current strengths and weaknesses of the employees and establish professional development opportunities.

IMPACT ON PROJECTS, SERVICES AND OPERATIONS

The Training Director has a direct impact on the success of the Weatherization Training Center to ensure high quality work standards are performed by certified Weatherization Professionals.
