Michigan Public Health InstitutePosition DescriptionTITLE: MI Choice Quality Assurance Review SpecialistEMPLOYEE NAME: TBDSUPERVISOR: Elizabeth Gallagher, Manager Home and Community Based Services Section, MDHHSPURPOSE: This position is responsible for assisting the MI Choice Quality Assurance Review (MICQAR) Team Manager in assuring the quality and accuracy of MI Choice Quality Assurance Reviews. This position works closely with the MICQAR Team, the Michigan Department of Health and Human Services (MDHHS) and the MI Choice Waiver Agencies (WA) to identify best practices and areas in need of improvement concerning the clinical and administrative quality review processes. This position advises and assists the MICQAR Team Manager in all areas of responsibility. The position assures continuous quality improvement within the MI Choice program by assisting with data management, reporting, and analysis. The person in this position will make recommendations to MDHHS, the MICQAR Team, and WA to ensure continuous quality improvements and the success of the MI Choice program. DUTIES AND RESPONSIBILITIES:Advise and assist the MICQAR Team Manager in all areas of responsibility.Track the attendance, productivity, and issues related to work flow processes for the MICQAR Team. Report issues, concerns or problems to the MICQAR Team Manager and MDHHS Supervisor.Address questions and issues from WAs.Develop and maintain data tracking systems for the annual review process, questions, and issues that arise from that process.Analyze MICQAR data and develop reports from that analysis.Carry out special projects as assigned.Develop and document program planning, policies, and procedures as required.Develop training documents, modules, and materials as needed.Maintain a positive, strong, credible professional and interpersonal relationship with all parties relevant to MDHHS and MPHI projects and represent the best interest of MDHHS and MPHI at all times. QUALIFICATIONS/REQUIREMENTS:Education: A minimum of a bachelor’s degree in public health, health education, human services field, nursing or a closely related degree. Educational course content or experience in community health or experience in community health, collaborative community initiatives and continuous quality improvement. Experience: A minimum of four years related professional experience with progressively more responsible duties. Experience in continuous quality improvement with demonstrated results, community health project management, and teaching preferred.Important Skill and Characteristics: This position requires off site collaboration, and therefore necessitates excellent electronic, written and verbal communication skills. Knowledge of home and community based services. Knowledge of learning theories and presentation skills. Ability to interpret, analyze, and develop information and publications. Ability to manage multiple projects and be a self-starter. Ability to maintain a positive working relationship and be able to work with professionals in an array of activities. Personal integrity and flexibility. Work Environment and Physical Requirements: Typical office environment. May require moderate physical effort for transporting display or educational material. Requires a valid vehicle operator’s license to attend off-site meetings, conferences and trainings. Additional travel is required throughout the State. MDHHS meetings and CQAR meetings occur in Lansing. This position requires the ability to set up a home office to ensure the confidentiality required for productive workflow and a work environment that will promote an effective and professional workspace. RESPONSIBILITY FOR THE WORK OF OTHERS:This position requires the responsibility for monitoring and reporting the attendance and productivity of the CQAR Team to assure the CQAR review process remains active and productive. Issues identified with specific staff performance shall be brought to the attention of the MICQAR Team Manager and the MDHHS Manager. IMPACT ON PROJECTS, SERVICES AND OPERATIONS:This position is a member of the MDHHS HCBS Section team and is responsible for assisting with projects as indicated.
