TITLE: E-ZPass Assistant Deputy Director – (MDTA Administrator VII – Executive Service)

This is a position specific recruitment. The resulting candidates will be used to fill this MDTA position only. All interested persons will need to reapply for any future recruitment conducted for this classification. Executive Service positions serve at the pleasure of the Appointing Authority.

SALARY RANGE: $61,496 - $98,745 (Grade 22)

POSITION DESCRIPTION: The Maryland Transportation Authority (MDTA) is an independent State agency responsible for the financing, construction, maintenance, administration, and operation of all toll facilities throughout Maryland. The MDTA is seeking a dynamic and forward thinking individual who is an experienced leader for the position of Assistant Deputy Director of E-ZPass Operations. This senior level management position, which reports directly to the Deputy Director of E-ZPass Operations, is responsible for the Authority-wide Electronic Toll Collection (ETC) system at the eight toll facilities in Maryland that generates over $300 million in revenue annually.

This position supervises a professional, technical, and clerical staff, and plans, develops and administers all tolling systems which are comprised of a manual (cash) tolling, open road tolling and all electronic tolling. The position will be instrumental in the development of future toll collection programs and the evolution of manual and open road tolling to all electronic tolling. The Assistant Deputy Director for E-ZPass Operations duties also encompass management and oversight of the ETC contractor, customer service delivery channels, customer accounts, statistical reporting, video toll collection program and citation program for toll violators.

The MDTA is a full member of the E-ZPass Group (E-ZPass), which is the largest interoperable tolling system and is utilized in 15 states by 25 member agencies. This position represents the MDTA in varying committee capacities in the E-ZPass Group.

PREFERRED QUALIFICATIONS:

EDUCATION: Possession of a bachelor's degree in business, engineering, finance, public administration,

or a related field from an accredited college or university.

For education obtained outside the U.S., you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service.

EXPERIENCE: Eight years of experience in administrative or professional work. Three years of this experience must have involved the supervision of other employees or exercising responsibility for program development. *Three years of this experience must have also involved managing agency wide programs, oversight and coordination of an operations unit, application of business rules, statute and regulations, and/or exercising responsibility for the development of policies or procedures.

Selective Qualifications are utilized when the position requires specific or additional bonfide occupational qualifications (i.e., knowledge, skills or abilities).

LICENSES: Applicants must possess a Class C Driver’s License valid in the State of Maryland. Applicants must

Notes:

1. Additional experience in administrative or professional work may be substituted on a year-for-year basis for the required education or an associates degree and two years of additional experience in administrative or professional work over and above the required experience may be substituted for the required experience.

2. Additional graduate level education at an accredited college or university may be substituted for the required general experience at a rate of 30 semester credit hours for one year of the required general experience.
