Greetings Air Force JROTC Cadets:

Welcome to the Southeast Region Air Force JROTC Cadet Leadership Course!!

Our theme is: “Fine tuning the leadership skills, knowledge, and experience needed for management of the corps.”

The Southeast Region Cadet Leadership Course is designed to provide you one of the greatest challenges possible beyond the JROTC classroom and present you an opportunity to enhance the leadership skills and military training you have developed thus far.

We will try to achieve this goal by making sure that everything we do follows the “Teach, Train, and Model” process.

If you give all that you can possibly give during the next six days, you will leave this leadership course with an immense sense of accomplishment and pride. Yes, there will probably be days that you wonder why you are here and wish you were home. However, by the time the awards ceremony rolls around Saturday morning, you will wonder where all the time went and wish you had a couple more days to spend with the new friends you have made.

Work hard, stay focused, enjoy the various events, and embrace the esprit de corps that this camp provides. If you do, you will leave this camp a more effective leader and be a more productive follower than when you arrived.

P.S. This leadership camp has one standard for all cadets. We are not going to cheat you or allow you to cheat yourself. By the same token, don’t take unnecessary risks. Chapter 1

OVERVIEW

Leadership School Theme:

Fine tuning the leadership skills, knowledge, and experience needed for management of the corps.

1-1.0 OBJECTIVES

1.1 Cadre Cadets

1.1a Provide cadets with the advanced practical leadership experience they need to serve in the key cadet management positions (i.e. squadron, group, and wing commanders).

1.1b Provide opportunity for cross feed of ideas for future key leaders of the unit with peers from a variety of school systems and states.

1.2 Basic Cadets

1.2a Provide cadets with the critical military/Air Force Junior ROTC knowledge they need to be productive and motivated members of the corps as both follower and lower level management team member.

1.2b Provide cadets with the level of military training they need to help provide incoming AS-I cadets with basic drill, customs and courtesies, team building, motivation, etc. skills they need to become model cadets.

1-2.0 STRATEGY

2.1 Cadre Cadets

2.1a Place cadets in the CLC training roles under the guidance and expertise of a supervising instructor in the same role.

2.1b Provide detailed, on-site training in each major category prior to the arrival of basic cadets. Each cadre member must come to the cadre training prepared to demonstrate proficiency and leadership in the areas assigned. Instructors provide the detailed training.

2.2 Basic Cadets

2.2a. Instruct the cadets in the following areas, as the schedule permits: team building, SMART goals, functions of management and development and execution of major corps functions, leadership styles, counseling, coaching, conflict management, cadet evaluations, and military discipline.

2.2b Train the cadets in the following areas: unarmed regulation drill, physical fitness, athletic competition, and team building exercises.

3. CRITERIA FOR COMPLETION

3.1 Cadets must successfully pass/participate in each of the following categories and complete the final evaluation day to receive a distinguished graduate certificate signed by the CLC commander. Cadets who do not earn a distinguished graduate certificate earn a certificate of attendance and are not eligible to be considered for a cadre position the following year.

3.2 Must not be removed from training more than 24 hours for any reason and/or must not miss/fail to fully participate in any camp activity more than one time for any reason.

3. Must not display indifference to training/an attitude that is perceived by the key instructor staff as a problem.

3.4 Must follow all SLS rules as set forth in this guide and as communicated by cadre and instructor staff.

3.5 In addition, cadets must complete a one-mile run as indicated:

3.5a. Run times: females – 11 minutes; males – 10 minutes.

3.5b. Basic cadets unable to pass the one-mile run on Monday must pass it on Tuesday or they will be sent home following Tuesday’s timing of the run. Cadets must also pass the run Monday – Friday, unless a valid medical excuse (from the CLC clinic approved by the training group commander and Superintendant of Training (SOT); or a doctor’s note). However, any cadet who misses more than one day of running or fails to pass the run more than one time, will be dismissed from camp.

3.5c. Cadre cadets are required to pass the one-mile run on Sunday. Those cadre who fail this run will be released from camp immediately.

1-4.0 AWARDS (Trophies/Plaques)

4.1 Basic Cadets

Outstanding Basic Cadet – highest overall individual score of all cumulative evaluations

Outstanding Flight Cadet – cadet with highest overall score in each flight

Superior Basic Flight Leader – the one overall cadet in each squadron, selected from among the superior flight leaders, who demonstrated the most superior leadership

Superior Flight Leader – one cadet in each flight who demonstrated the most superior leadership

Outstanding Flight – (each flight member receives an award) – the flight that earns the highest overall score

Academic Achievement – the one cadet who earns the highest overall score on the academic exam

Flight Academic Achievement – one cadet in each flight who earns the highest flight academic score

Best Regulation Drill – the one cadet who earns the highest overall regulation drill score

Flight Regulation Drill – one cadet in each flight who earns the highest flight regulation drill score

Best Personal Inspection – the one cadet who earns the highest overall personal inspection average

4.2 Cadre

Outstanding Flight Cadre Squadron 1– the cadre who did the best at training, motivating, and leading his/her flight in Squadron 1

Outstanding Flight Cadre Squadron 2– the cadre who did the best at training, motivating, and leading his/her flight in Squadron 2

Outstanding Operations Cadre – the top two, best operations cadre who did outstanding jobs

Outstanding Quality Assurance Cadre: for one cadre on the QA staff that demonstrates outstanding leadership on the QA Team.

Commandant Award – the one key cadre staff member who displays the BEST leadership throughout the camp.

Exemplary Staff Cadre Leadership Award - the three key cadre staff members who display exemplary leadership throughout the camp. . Eligible key staff members include the Wing Commander, Vice Wing Commander, Executive Officer, Operations Group Commander, Training Group Commander, Quality, Assessment Officer and Squadron Commander.

4.3 Unit

Unit of Excellence (overall highest cumulative score of all categories): unit must be represented by at least eight basic cadets.

NOTE: if a cadet fails to receive an award announced during the awards ceremony, the home unit instructor must inform the camp commander or executive officer prior to leaving the ceremony in order for the award to be provided.

1-5.0 RIBBONS

Appropriate ribbon for each award (i.e. PFT gets PFT ribbon, etc.) and successful completion of camp will be awarded by the home unit during appropriate home ceremony.

2-2.0 Cadre Expectations:

2.1 Cadre are expected to:

* Motivate, challenge, set the example, inspire, counsel, and encourage

* Maintain the highest personal standards possible -- be the perfect role model

* Identify the weak cadets early and help guide them toward improvement

* Work to foster team spirit and enhance the productivity of the BCs

* Reflect conduct of a cadet officer -- very professional, very positive

* Make cadet safety a top priority

* Work to resolve conflict

* Complete all responsibilities

* Seek feedback on performance from instructor supervisors

* Follow the rules of the CLC and insist that peers do the same

* Respect the authority and responsibilities of your cadre supervisors and commanders

* Report all infractions to instructor supervisors and the command post

2.2 Cadre are forbidden to:

* Administer any form of physical discipline or mental acts of cruelty

* Require a cadet to do any demeaning act as a means of punishment, spirit, or anything else

* Touch a cadet without the cadet’s permission unless the touch is a handshake. (Be sure to “request permission to touch” before attempting to make uniform adjustments. Even then, don't make adjustments that require touching in an area that could be construed as inappropriate)

* Haze, harass, or abuse cadets, for any reason

* Fraternize with BCs

* Enter the dormitory of the opposite sex unless chaperoned by an instructor for official business

* Enter the room of the opposite sex, for any reason, at any time

* Leave assigned room, hall way, or dormitory during “personal hygiene” or “lights out”

* Destroy property or engage in activities that can destroy property or observe actions of anyone that can destroy property

* Be involved in, engaged in, or observe horseplay of any kind

* Make room assignment changes on own – requests or recommendations for such MUST be made through the CLC coordinator

* Remain overnight in anyone else’s room –

**Cadets MUST be in their own rooms during personal hygiene and at lights out

*Be on the running track assisting/cheering/motivating/etc. when basics are being timed.

* Make comments, give directions, etc. that usurps the authority of another cadre member or instructor

* Do anything that undermines the mission and intent of CLC

NOTE: violation of any of these policies may require an evaluation board which could lead to demotion, loss of opportunity to receive a camp award and/or participate in the camp awards program and/or dining-in, or immediate dismissal from camp.

2.3 The Cadet Form 341: The purpose of the CLC Form 341 for cadre is to ensure cadre meet CLC expectations at all times. Each cadre must keep his/her Form 341 in a pocket at all times (in or out of uniform). Cadre may be issued a 341 for failing to follow instructions, for failing to adhere to CLC policies and procedures, failing to meet schedules (be on time), etc. The pulled 341 will be passed to the NCOIC of Training, then the deputy for training, on up the chain of command. Cadre who accumulate more than three demerits will jeopardize their opportunity to earn an award, and may be required to meet a cadet evaluation board. Excessive demerits may require a cadet board.

Chapter 3

BASIC CADETS

3-1.0 Physical Fitness Training: The one-mile run is the cornerstone of the Physical Fitness Training. All cadets are required to complete the one-mile run on Sunday as follows: males = 10 minutes; females = 11 minutes. Those cadets unable to pass the one-mile run on Sunday must pass it on Monday or they will be sent home following Monday’s timing of the run. Cadets must also pass the run Monday – Friday, unless a valid medical excuse (from the CLC clinic approved by the deputy for training and NCOIC of Training; or a doctor’s note). However, any cadet who misses more than one day of running or fails to pass the run more than one time, will be dismissed from camp. All cadets must successfully pass the one-mile run on the final full day of CLC in order to receive a distinguished graduate certificate and be eligible to return to the Mercer CLC as a cadre next year.

Important: cadets are not allowed to be on the running field when not being timed themselves. Extra cadets present a safety hazard and are a distraction for the time keepers. This means no cadre and no basics on the running track when not being timed.

NOTE: Cadets who are injured or ill must immediately seek medical attention or see the acting CLC medic for a recommendation. The acting medic will make a recommendation to the PFT officer and the NCOIC of Training on whether she believes the cadet’s reported injury or illness should prevent the cadet from taking part in the physical fitness training or if the cadet should seek medical attention. The home unit instructor should always seek medical attention for the cadet at discretion. If the cadet and home unit instructor opt not to seek medical attention, we expect the cadet to take part in the physical fitness training if the acting medic’s opinion is favorable to such.

1.1 Unit instructors will take their own cadets who become ill or who are injured to the hospital. Cadets who must miss more than 24 hours of training time after an injury or after becoming ill will be dismissed from CLC Remember, cadets must not be removed from training more than 24 cumulative hours for any reason and/or must not miss/fail to fully participate in any camp activity more than one time for any reason. Cadets who do so will be dismissed from camp.

1.2 Physical conditioning training will occur every morning as scheduled. This training will consist of calisthenics, push-ups, stomach crunches, and the one-mile run. The run will be timed each day. Physical conditioning training will be factored into daily and final competition statistics. Cadets who do not take part will earn negative scores for themselves and the flight, UNLESS they have a doctor’s note. And again, if a cadet misses more than 24 hours of training for any reason or who fails to fully participate in any training activity more than one time, will be sent home.

3-2.0 Drill: Each cadet must complete and command a specific scripted unarmed regulation drill sequence. Drill practice will take place each day. Each flight member will have an opportunity to practice the sequence. Flight cadre members are responsible for assisting with teaching their respective flights the sequence. Cadre members will be available for consultation.

3-3.0 Academics: The academic block of CLC will be taught by an Air Force Junior ROTC instructor , and may be assisted by cadre members. Academics will take place in an auditorium classroom setting. Classes will run approximately one hour, depending upon the subject. Cadets are to sit straight up, both feet on the floor. Cadets are not to rest their heads on the desks or nap during academics. The instructors will discipline cadets who fall asleep. All cadets must successfully pass a final exam on the last full day of camp.

3-4.0 Athletics: The athletic competitions are designed to reinforce the physical aspects of SLS, build esprit de corps, and enhance the concept of teamwork. Basket flicker and kick ball are the cornerstone of SLS athletics. Basket flicker will be played on a basketball court and flickerball will be played on an athletic field. Both will utilize rules designed by the athletics officer. Athletic results are a part of the daily competition. The athletics officer will explain the rules of both games on Monday. Flight cadre will provide additional guidance and strategy to their respective flights. All cadets are to exhibit good sportsmanship.

3-5.0 Personal Grooming and Uniform Inspection: The cadet cadre quality assessment team will conduct personal uniform and grooming inspections each morning, under the supervision of the instructor quality assessment officer. Results will be recorded on inspection forms and used as part of the daily competition. Flight cadre will distribute inspection forms to BCs. The instructor quality assessment officer will inspect the cadre prior to the beginning of the BC inspections. Cadets must wear a name tag bearing their own last name to avoid scoring confusion. Cadets without their own name tag should not wear a name tag at all. Cadets without name tags will receive a deduction in points each inspection.

3-6.0 Dormitory Orderliness and Cleanliness:

3-6.1 Inspections: The daily dormitory room inspection is designed to stress attention to detail, teamwork, and pride. The cadet cadre quality assessment team will conduct room inspections each morning, under the supervision of the instructor quality assessment officer, while BC’s stand at their room door. Results will be recorded on inspection forms and used as part of the daily competition. Flight cadre will distribute inspection forms to BCs. BC’s who fail to place an inspection form in their rooms in the designated location will receive a deduction in inspection points. Those who fail to leave a form at all will receive minus 31 points each day a form is not visible.

3-6.2 Orderliness: Basic cadets are to remain on their designated hall. Cadets will NOT leave the dormitory flight area without permission and escort by a cadre member. Generally, basic cadets have no reason to be away from the flight area.

3-7.0 Peer Evaluations: Cadets will rate their fellow flight members based on criteria provided by the CLC training group commander and commandant of cadets. The evaluations will take place as noted on the CLC schedule. Flight cadre and/or flight advisors will discuss the results of the evaluations with the BCs. Cadets should accept the evaluations as constructive criticisms to help make them become better leaders and better team players.

3-8.0 Pass-in-Review: All cadets must participate in the graduation pass-in-review on Saturday. Cadre and basic cadets will fill key positions as identified by the drill officer.

3-9.0 Leadership Reaction Course: Not applicable for the 2015 CLC.

3-10.0 SLS Picnic: The cadre will plan and run the corps picnic under supervision of the special projects officer and commandant of cadets, with final approval resting with the training group commander and SLS deputy commander and commander. Everyone must attend and participate. The picnic shall be held at the park across the street from the Mercer campus or on the Mercer campus.

11. Meal Procedures: (please note: these procedures may require modification, pursuant to the Southeastern Region Cadet Leadership Course guidance)

11.1 BCs will march into the dining facility in a single file, by flight, moving at the position of “attention” until coming to a stop. (Cadet cadre will supervise the process and remain professional at all times.)

11.2 At stopped positions before picking up a meal tray, stand at “parade rest” until the line moves again.

11.3 When moving forward in the line, come to the position of “attention”, march to the next stop position, and assume the position of “parade rest.”

11.4 ALL CADETS must consume one full glass of water with each meal, prior to drinking any other beverage. Carbonated beverages are NOT allowed until the commandant of cadets approves it, and no earlier than Friday.

11.5 After receiving food, move to a table and remain standing until the table is full if the table seats only six or less. If the table seats more than six, remain standing until a cadet cadre member gives instructions for sitting.

11.6 CADETS WILL SIT BY FLIGHT.

11.7 No talking while in the serving line. No talking (except to dining staff members) while being served. No talking while waiting to be seated.

11.8 BCs may talk after being seated, but only to fellow flight members.

11.9 BCs may leave the table to get additional food/drink, to go to the bathroom, or to speak with a cadet cadre member or instructor. When leaving for the bathroom, the BC must inform his/her respective flight cadre.

11.10 Cadet cadre members will sit at a table together, after all the BCs are seated. Flight cadre should complete their meals fast enough to leave with their respective flights.

11.11 After putting their trays away, BCs will leave the dining facility and march to the designated flight form up area. The flight will then leave, in formation, for the next destination.

11.12 Cadet cadre members should be finished with their meals when the last BC finishes.

3-12.0 Classroom Procedures: BCs should always follow the classroom procedures established by the

Instructor. However, the following procedures should be a minimum.

12.1 Cadets will enter the classroom quietly, place pen/pencil and writing paper/tablet on the desk and stand beside the desk at “parade rest.”

12.2 The acting flight commander will call the classroom to “attention” when the instructor enters the room. When the instructor gives direction to be seated, the acting flight commander will then command the class to be seated.

12.3 If the instructor is delayed outside the classroom, the acting flight commander may seat the cadets after 3 minutes. When the instructor enters, the acting flight commander will follow the procedures in paragraph 2.

12.4 When the instructor signals that the class has ended, the acting flight commander will call the class to attention. If another class follows the class, the acting flight commander may seat the cadets after the instructor leaves. If the flight is to go to another location, the acting flight commander will have the flight fall out to form in the hall after the instructor dismisses the class. The flight will then proceed in formation to the next location.

12.5 Classroom conduct: be alert; be prepared; feet on the floor; no eating, drinking, or chewing; talk only when appropriate; address fellow cadets properly.

12.6 Cadets will respond in class to the instructor in the following manner: when asking the instructor a question or responding to the instructor, the cadet will raise his/her right hand with fingers closed, and say “Sir/ma’am, Cadet last name,: then proceed with the question or answer. Examples; (1) Cadet Smith asks a question: “Sir/ma’am, Cadet Smith. Who is the commander-in-chief of the US military?” (2) The instructor directs a question to the class and Cadet Smith answers: “Sir/ma’am, Cadet Smith. President Barach Obama is the commander-in-chief.” (3) If the instructor calls on Cadet Smith by name: “Sir/ma’am, President Barach Obama is the commander-in-chief.”

3-13.0 Basic Cadet Appointments and Rotations: The flight advisor and flight cadre will select a different flight commander, flight sergeant, and guidon bearer each day. At the end of each day, the flight advisor and flight cadre will evaluate the performance of the cadets selected to fill those positions and provide them with feedback.

3.14.0 Cadet Chain of Command: the basic cadet chain of command follows:

14.2 Notes:

14.2a. The remainder of the cadet cadre staff works for the cadet operations group and deputy group commanders. The operations group commander MUST coordinate with the instructor operations group commander AND hold operations group formations consistently throughout the day for his/her staff to assign duties and ensure the duties are being performed.

14.2b. The cadet wing commander reports to the commandant of cadets with guidance from the training group commander.

14.2c. Instructors serve as flight advisors. Flight advisors work hand in hand with the flight cadre. Flight advisors take guidance from the Superintendant of Training and training group commanders.

14.2d. If a cadet has a problem or an issue that needs to be resolved, the cadet should first work the cadet chain of command. Basic cadets may break the chain of command to go to the flight advisor. However, ideally, the flight cadre is keeping the flight advisor informed of issues so the flight advisor has the option of getting involved at the appropriate level of the issue.

14.2e. A cadet may request, through the cadet chain of command, an appointment with the commandant of cadets at any time he/she chooses.

3.15 The Cadet Form 341: The purpose of the SLS Form 341 is to recognize outstanding or substandard performance by BCs. Each cadet must keep his/her Form 341 in a pocket whenever in uniform. A cadet cadre member or instructor may ask a BC to pull the Form 341 at any time to note exemplary or substandard performance. The pulled Form 341 will be passed to the BC’s flight cadre, who will, in turn, pass it to the SOT or training group commander at the evening meeting. The Superintendant of Training/Training Group Commander will recognize the outstanding performers, then pass the form to the CLC executive officer by 10 am the following day for entry into individual and flight competition.

Chapter Four

General CLC Guidance

4-1.0 Cadet Conduct and Behavior Expectations: the following items outline the minimum expectations for ALL cadets during this CLC.

1.1 Cadets will maintain the highest degree of integrity, at all times.

1.2 Cadets will not take part in intimate contact.

1.3 Cadets will not possess or use drugs, alcohol, or tobacco products.

1.4 Cadets will not use profane or inappropriate language.

1.5 Cadets will not partake in any action that can be perceived as sexual harassment – it will not be tolerated.

1.6 Cadets will not have contact with non-CLC personnel until after the awards ceremony on Saturday.

1.7 Cadets must get permission to use the telephone through the flight cadre, flight advisor or commandant of cadets. Telephone usage is limited to emergency situations after the first call home on Sunday.

1.8 Cadets are prohibited from bringing/possessing paging devices, cellular phones, and beepers. Turn in these items immediately.

1.9 Cadets will drink at least one glass of water with each meal.

1.10 All soft drink fountains and machines are off limits until Friday’s lunch, but only with NCOIC of Training approval.

1.11 Cadets will immediately report any problem within their flight to the flight cadre or flight advisor. Less serious matters should be reported to the cadet flight cadre.

1.12 Cadets will display proper respect to the flag, anthem, and uniform at all times.

1.13 Cadets will be on time at all scheduled activities and participate as required.

1.14 Cadets will not be in the dorm or room of a cadet of the opposite sex at any time.

1.15 Cadets will display a positive attitude and a spirit of cooperation at all times.

1.16 Cadets will remain in their rooms between “taps” and “Reveille” , except for emergencies, during which they must be with an instructor.

1.17 Absolutely no hazing, harassment, or physical or verbal abuse will be tolerated.

1.18 Cadets will not wear hats of any kind inside any building while at CLC.

1.19 Cadets will take care of their rooms and everything in them. Room damages will be charged to both/all occupants assigned to the room.

1.20 Cadets will work the established chain of command.

1.21 All cadets will respect each other. BCs will respect the authority and responsibility of flight cadre. Flight cadre will respect the BCs as fellow cadets.

NOTE: cadets who fail to meet these expectations may face a cadet evaluation board, fail to earn a distinguished graduate certificate, or may be sent home prematurely.

2. Emergency Procedures

2.1 Illness: cadets who become ill should report to the CLC “clinic” area immediately by seeking escort assistance from the nearest cadre. If unable to seek cadre escort, alert the nearest cadet (basic or cadre) for assistance. Cadets should report to the command post when/if the “clinic” is closed.

2.2 Injury: cadets who are injured should report the injury immediately after it occurs to the nearest cadre or instructor who should in turn seek medical support from the CLC“medic” or the command post.

2.3 Behavior: cadets who wish to report a breech of behavior have the option of going through the cadet chain of command, seeking a “personal” request to speak to the flight advisor, home unit instructor, or command post.

2.4 Heat: cadets must continuously and consistently hydrate their bodies. Cadets who feel the heat is overtaking them (feeling dehydrated, dizzy, feverish, nauseous, weak, disoriented) should alert someone immediately to seek medical attention on their behalf and move to a shaded, cool area.

2.5 Inclement Weather: cadets will be moved to the inside during extreme heat conditions, as indicated by thermal heat conditions reported to the command post from Robins AFB; lighting and thunder storms; rain showers; etc.

2-6 Tornadoes: in the event of a tornado watch, students will be directed inside to shelter until the condition is lifted. In the event of a tornado warning, cadets will be moved to the tornado protection area in the dorms (building they are located in during the warning). In general, cadets are to get to a hall way or inside room, away from doors and windows. Students should kneel in a crouch position with hands protecting their heads. Students should be very quiet and follow instructions of the instructors.

2-7 Fire: in the event of fire, students should exit the building via the nearest exit door immediately upon hearing the alarm. Cadets should wake their room mates and suite mates on their way out of the room. Cadets should form in the designated parking lot, across the street from the dorm, with their flights. Cadets should make sure they are quiet during this roll call so that they can be accounted for.

2-8 Building Intruder: the only people allowed in the dorms are Air Force JROTC CLC participants and Mercer staff members. Cadets should immediately make a report about anyone they see in the dorm that cannot be identified as a Mercer staff member. As such, cadets should make sure dorm room doors are locked at all times. Reports should be made to the nearest instructor or command post.

4-3.0 Off Limit Areas: cadets are not to visit areas not designated for use by the CLC. CLC use areas include the designated dorms, the dining facility, the academic facility, the PFT area, and the athletic complex. Cadets are to visit these areas only during the times designated for use by the CLC as indicated on the SLS daily schedule. Cadets responsible for setting up an area prior to the event should work in groups of no less than four. Cadets must maintain security vigilance at all times.

4-4.0 Unauthorized Contact: cadets are to maintain contact with CLC participants only. Cadets are not to make contact with people not associated with the LC. Cadets should notify instructors immediately if someone outside of the SLS group attempts to make unauthorized contact (unauthorized contact would include someone asking to visit the SLS dorm, asking a cadet to rendezvous with them at a location, asking them to exchange telephone numbers, etc.). Cadets should maintain security vigilance at all times.

5. Maltraining/Maltreatment: the following paragraphs are direct quotes from HQ AFJROTC policy

5.1 Maltraining: ALL training MUST be designed to reach a training objective. Any training practice not designed to reach a training objective is considered maltraining and is most definitely forbidden. Examples of maltraining include unnecessarily embarrassing students in front of their peers, assigning remedial training that does not fit the discrepancy, making students do degrading tasks, using exercise as punishment or assigning remedial training to an entire flight for actions of a few students.

5.2 Maltreatment (verbal): Any language that degrades, belittles, demeans, or slanders an individual or group based on color, national origin, race, religion, age, ethnic group, gender, or physical stature. Includes, but is not limited to, 1) the use of profanity and any insinuation of immoral, unethical, or unprofessional conduct; 2) crude, offensive language in rhymes or prose as memory devices (mnemonics); and/or 3) training tools that contain profane words, offensive language, or inappropriate sexual or gender references.

5.3 Hazing: Hazing is defined as any conduct whereby anyone suffers or is exposed to any activity which is cruel, abusive, humiliating, oppressive, demeaning, or harmful. Soliciting or coercing another to perpetrate any such activity is also considered hazing. Hazing need not involve physical contact among or between military members; it can be verbal or psychological in nature.

5.4 Physical discipline: Using disciplinary exercises such as push-ups, deep-knee bends, sit-ups, low crawls or any other activity that has potential to place a student in a strenuous or exhausting position.

6. Sexual Harassment

6.1 Any sexual advances or misconduct -- to include implied, verbal, physical, and/or non-verbal – is absolutely forbidden. Such actions are forbidden in any scenario, cadet to cadet, instructor to cadet, cadet to instructor. If such advances are made to cadets from anyone outside the CLC group, report the incident to the nearest cadre or instructor immediately.

6.2 Cadets who perceive such inappropriate actions as described above as being directed toward them or who witnesses such actions as directed toward their peers is responsible for reporting such actions directly to nearest instructor or command post instructor immediately. Instructors receiving such a report is responsible for reporting the incident to the SLS commander immediately. The CLC commander will initiate an investigation immediately.

6.3 Any actions providing the perception of sexual advances or misconduct as described above are also forbidden.

6.4 Male cadets will not enter the dorm or room of female cadets, and female cadets will not enter the dorm or room of male cadets for any reason except during QA inspections under the escort and supervision of an instructor. This policy does not include entering the CLC command post and clinic. However, movement is restricted to these areas ONLY.

CADET DORM ROOM

The Cadet’s dorm room is an inspection item that teaches attention to detail, organization, and excellence. Three areas of the dorm room are inspected-- the bed, the drawer, and the closet (or wardrobe). Expectations for each area are described in the next few pages. Here is some general information for the dorm room:

• Dorm room doors should have a 3x5 index card with the Cadet’s last name, flight, and home unit written on it.

The door will have two index cards on the door if there are two Cadets in the room

(1 per cadet).

• Cadets must ensure their room is clean, free from clutter, with no unauthorized items (hats, books, trash, money, pins, etc.) on the floor, bed, desk, closet, or inspection drawer.

• During inspection, all lights will be turned off in the room and the restroom, unless otherwise specified by QA. The QA inspector will turn the light on in the room when he/she enters.

• The restroom door should be closed for the room inspection.

• During inspection, Cadets will enter their room only when called by the QA inspector.

• Cadets should stand at the position of attention and remain silent, with appropriate military bearing, during the inspection.

• The QA inspector will dismiss the Cadet after completing their inspection.

• Cadets should return to the hallway once dismissed and go to the position of Parade Rest. Remain silent until QA leaves the floor.

CADET BED

Cadet dorm room beds must meet the following requirements for inspection:

• Bed must be as close to the wall as possible, however positioned in the room.

• When beds are bunked, heads are opposite of each other.

• Shoes are placed on the floor at the foot of the Cadet’s bed, grounded to (touching) the bedpost and each other.

• Shoe laces should be tucked into shoes at all times. If shoes do not have laces (e.g., Velcro), shoes must be fastened/buckled.

• The toes of the shoes should be pointing out and not extend past an imaginary line from the outside edge of the headboard to the outside edge of the foot of the bed.

• Shoes will be displayed in the following order, starting from the headboard: military shoes, athletic sneakers, shower shoes. No other shoes should be placed in this manner.

• Shower shoes must be flip-flops or sandals (no house slippers/shoes).

• If shoes are being worn, a space will not be left between displayed shoes.

• Shoes should be grounded to each other at all times when displayed.

• The bed must have a fitted bottom sheet, a top sheet, and a pillow case.

• Sheets must be plain (no designs or stripes) and white in color.

• The top sheet will cover the fitted bottom sheet to include a 6-inch collar, which will start 18 inches from the end of the mattress at the headboard.

• The bed is made so that sheets have a 45-degree angle hospital corner at the foot of the bed.

• The bed is made so that sheets are tight, without wrinkles, and clean at all times (no stains, holes, or dirty).

• The bed must have a pillow placed 6 inches from the end of the mattress, at the foot of the bed.

• The pillow must be inside the pillow case.

• Pillows must be standard or queen (rectangular) in size (no king, euro, or body). No decorative/square pillows.

• A Room Inspection Sheet must be placed on the pillow at all times. Failure to place a Room Inspection Sheet on the pillow will result in a 31-point deduction for that room inspection.

• The Room Inspection Sheet must be filled in completely with Cadet’s room number, name, flight, date, and home unit. Leave the Cadre Inspector’s line blank.

• Each Cadet is required to display a white bath towel over the headboard of the bed. The towel must be folded in half length-wise with all sides even and matching.

• The towel will be displayed on the outside position of the headboard, grounded to the post.

• An optional blanket is to be folded and placed on the top shelf in the closet (see Cadet Closet).

• In addition, Cadets must ensure their room is clean, free from clutter, with no unauthorized items (hats, books, trash, money, pins, etc.) on the floor, bed, desk, closet, or inspection drawer.

• During inspection, all lights will be turned off in the room and restroom, unless otherwise specified by QA. The QA inspector will turn the light on in the room when he/she enters.

• During inspection, Cadets will enter their room only when called by the QA inspector. Cadets should stand at the position of attention and remain silent, with appropriate military bearing, during the inspection.

• The QA inspector will dismiss the room after completing the inspection of both Cadets in the room. Cadets should go to the position of Parade Rest and remain silent until QA leaves the floor.

CADET INSPECTION DRAWER

• A Cadet’s drawer must meet the following requirements for inspection:

• A white towel must smoothly line the drawer, with sides of the towel grounded (touching) all sides of the drawer.

• The towel must be large enough to cover the entire inside of the drawer.

• The following items are mandatory to be displayed inside the drawer on top of the towel:

• Toothbrush

• Toothpaste

• Deodorant

• Body Soap

• 3x5 index card

• Items must be displayed in the order shown in the picture below.

• All items must be placed 2 inches from the edge of the drawer.

• The toothbrush must be 2 inches from the deodorant with bristles facing the deodorant.

• The toothpaste must be 2 inches from the body soap.

• Measurements will be taken from the lowest part of the toothbrush and toothpaste.

• The Cadet’s last name, flight, and home unit will be printed on the 3x5 index card.

• The Cadet’s inspection drawer must be open and ready for inspection. If the drawer is closed or not opened enough for the inspector to see, the Cadet will receive a 20-point deduction and will be asked to open the drawer for the inspector.

CADET CLOSET

A Cadet’s closet must meet the following requirements for inspection:

• Clothing items must be hung in the following order, from left to right, as the Cadet faces the closet:

a. Uniform Shirt/Blouse (mandatory 2 minimum, 4 maximum)

b. Uniform Slacks/Trousers (mandatory 2 pair minimum, 3 pair maximum)

c. Civilian (button-up) Shirt (mandatory one only)—fully button-up (no T-shirt or partial-button/golf shirt)

d. Civilian (long) Pants (mandatory one only)—no jeans

e. Laundry Bag (mandatory one only)

• Clothing items must be evenly spaced from hanger to hanger. Measurements will be taken at the top of each hanger on the pole.

• All clothing items must be fully buttoned, zipped, and snapped at all times.

• All laundry/dry cleaning tags must be removed from all clothing items.

• AFJROTC uniform shirts must have both shoulder patches.

• Buttons will face to the right side of the closet as the Cadet faces the closet.

• All slacks/trousers are hung with the waistband to the right side of the hanger, legs to the left side of the hanger, with zipper facing out. The waistband and legs must hang evenly on the hanger.

• No belts/buckles will be left on trousers.

• The laundry bag must be a bag/sack large enough to hold and conceal dirty laundry.

• The laundry bag must be displayed neatly on the right, front of the closet floor, as the Cadet faces the closet.

• Each closet must have a 3x5 index card with the Cadet’s last name, flight, and home unit tapped to the inside of the right door of the closet as the Cadet faces the closet.

• The following 2 items are considered OPTIONAL, but will be inspected if in the closet:

a. Optional Blanket: Must be folded neatly and displayed on the left, front of the top shelf, as the Cadet faces the closet.

b. Optional Sweatshirt/Sweatpants: Must be

folded neatly and displayed on the right, front of the top shelf, as the Cadet faces the closet.

• The Cadet’s closet doors must be open and ready for inspection.

• If the doors are closed or not opened enough for the inspector to see, the Cadet will receive a 20-point deduction and will be asked to open the doors for the inspector.

CADET FORM 341

Purpose: The purpose of the CLC Form 341 is to recognize outstanding or substandard performance on the part of basic and cadre cadets. Our hope is that each Form 341 will reflect superior performance. The Form 341 lets others in the chain of command know how you are performing. It will be a consideration for cadet awards. It will also add to or detract from overall flight performance.

Procedures for using the Form 341: Each cadet must keep a Form 341 with him/her, in a pocket. A cadre member or instructor may ask for the Form 341 at anytime. The Form 341 should not be pulled for performance that is expected, to show favoritism, or for revenge. It should be used with integrity. Forms will be turned in to the command post through the chain of command.

CLC Form 341

Southeast Region Cadet Leadership Course

BASKET FLICKER

1. The game is played on a basketball court with a basketball.

2. The object of the game is for each team to advance the ball down the court to the goal and score. Teams score by throwing the ball into the goal. Each goal counts as one point.

3. The team scoring gives up the ball to the defending team after each score, as in basketball. The defending team then becomes the offensive team and must move the ball down the court.

4. When playing a half court game, if the ball is rebounded or intercepted, the defending team must take the ball behind the three-point live before attempting to shoot again. Failure to do so results in a penalty and no points scored.

5. Games will consist of two 10-minute halves running clock and a 2-minute half time. (Time may be adjusted or changed due to the amount of time available.)

6. Each team will consist of five players. Every member of the team that is physically able must play for at least three minutes.

7. The ball may only be advanced by throwing and catching the ball. Players may take only two steps before throwing the ball and two steps after catching the ball. RUNNING THE BALL AND/OR DRIBBLING THE BALL IS NOT ALLOWED!!!

8. There must be at least two female flight members on the court at all times. All females must play the same amount o time as the male flight members. The game must truly be co-ed.

9. There will be a mandatory substitution at the 7-minute and 4-minute remaining marks of each half. The clock will stop for 30 seconds to make these substitutions. Teams must substitute five new players each time until all players have played. Substitutions will be monitored by the Athletic Team.

10. Each team will have two 30-second time-outs per half.

11. Tie games will result in both teams being awarded equal points. During playoff or tournament play, tie games will be resolved by a shoot-out at the free throw line to determine which team will advance.

12. The Quality Assessment Team will serve as the officials/referees, scorekeeper, and timer.

13. The decisions of the officials are final. Anyone arguing with the officials puts his/her team at risk of forfeiture. A question of interpretation of the rules should be brought to the attention of the Cadre Athletics OIC for review and guidance.

14. Daily points will be awarded to each team based on the following scale:

5 points for winning one game

3 points for a tie game

1 point for losing a game

15. If there is a tie between three or more teams for the championship game, the top two will be decided by adding up the total points earned.

Kickball Rules

The rules for kickball are closely related to those of softball with the objective for each team to score points. CLC kickball scoring can occur on both Offense and Defense.  Rules are as follows:

 1. Kickball is played on a softball/baseball field with 4 bases.  

2. The pitcher must roll the ball along the ground at a slow rate of speed and directly toward home plate.

3. The kicker attempts to kick the ball within the field of play and run the bases.

4. Once on a base, a runner can not leave the base until a pitched ball is kicked. Leaving a base early will result in an “out.”

5. If a thrown ball misses a runner, the runner may only run to the next base.

6. Offensive team will include all cadets in the flight and each player will kick in alphabetical order until all have kicked (12-minute time limit) and then sides will change.

Offensive Scoring

20 points for each run scored.

When the last player on the offensive team has kicked or the 12-minute time limit is reach, additional points will be awarded as follows:

15 points for a player left on 3rd base

10 points for a player left on 2nd base

5 points for a player left on 1st base

7. Defensive team will include all cadets in the flight with each player on the field in a position of their choice.

Defensive Scoring

5 points for each out

10 points for a “fly-ball” out (ball that is kicked in the air and caught by the defense).

8. An “out” can occur when:

- a fly ball is caught

- a forced out (when a runner is force to run to the next base and the defensive player

with the ball, tags the base prior to the runner)

- the ball hits a runner that is not touching a base

If a team has more players than the other team, the team with less players will kick until they have an equal amount of tries as the other team (Example; Team 1 has 15 players and Team 2 has 13 players, the first and second players to kick on Team 2 will kick again in the 14th and 15th spot.

The game is over when both teams have had a turn to kick.
